PSE joins the Northwest Advanced Lighting Package (ALP 80) Program!


As most of you are aware, the implementation of the 2009 Washington State Energy Code had greatly impacted PSE's builder incentives. In most jurisdictions, single-family new construction homes are now required to install 50 percent high efficacy fixtures. To adhere to this requirement, our program was authorized to begin paying only fixtures installed above the code requirement. 


Over the summer we have heard from many builders and showroom partners about what works well for them in upgrading homes to meet higher energy standards. It's wonderful to learn that many builders have decided to continue offering the ENERGY STAR Advanced Lighting Package to their homebuyers. Regional builders, who have homes located in several utility service areas, have attested to the ease in working with Showrooms in purchasing the Advanced Lighting Package - the ALP 80 Program. PSE wants what is best and easiest for our partners, therefore we will be adopting the ALP 80 program.


The ALP 80 program will allow us to streamline our lighting incentives, and take part in the program already in effect for Snohomish PUD and Tacoma Power. Starting September 1, PSE will provide a $300 point of sale discount through participating showrooms to builders who install at least 80 percent ENERGY STAR fixtures. The $300 incentive will be taken off of the decorative lighting package.

Puget Sound Energy is pleased to announce we will be exhibiting at the Built Green® Conference held September 14 and at the Master Builders Association of King and Snohomish Counties (MBAKS) Fall Membership Dinner and Tradeshow September 15. 


Stop by to meet the members of our team, ask questions and learn firsthand what changes are happening across our division and how they'll affect you and your business. We'll have a rotation of experts on the floor from PSE's Single-Family and Multifamily New Construction programs, PSE's Customer Construction Services division and Northwest ENERGY STAR Homes who will be available to answer your questions.


This year PSE is also offering a "FREE" Building Plan Analysis by a BPI certified specialist - be sure to stop our booth to hear more and sign up! 


A PSE Building Plan Analysis will include:

  • An evaluation of your current building plan(s) by a Northwest ENERGY STAR Homes building science specialist 
  • Recommendations on how you and your company can begin building Northwest ENERGY STAR Homes
  • Training for your staff on how installing energy- efficient products can earn you credits for the Northwest ENERGY STAR Homes certification and Built Green® program
  • Learn more about the value of energy efficient building

Both events are presented by MBAKS. The Built Green® Conference and Festival is a not-to-be- missed event for those interested in the building industry ─ including builders, architects, designers, vendors, consultants, engineers, realtors, government agencies and students. The primary focus of the conference is to educate the local and regional building industry on quality green-building practices, products and projects, as well as to inspire groups to strive to build more sustainable communities.

People in the news


Meet PSE's Quality Assurance Team 


Over the past year, PSE's Energy Efficiency Services Group has recognized the need for a more robust quality assurance program in order to meet the company-wide compliance standards for incentive verification. Previously, each individual program performed its own incentive verification. Now this verification process will be augmented by the independent Quality Assurance (QA) Team.


Here is our team of Quality Assurance Specialists: 

  • Ken Young
  • Josh Mitchell
  • Haida May Malcolm
  • Rob Ells 

Ken has an engineering background and is Building Performance Institute (BPI) certified and RESNET certified. Josh's education background, utility experience and BPI building analyst certification add to the strength of our team. Haida has been working with the PSE HomePrint program for the past 2.5 years as a residential energy auditor and advisor. She has a background in design and product development, is a Bonneville Power certified energy auditor and is BPI certified. Rob also worked with the PSE HomePrint program before becoming a Quality Assurance Specialist. He is a Bonneville Power certified energy auditor, BPI certified and a certified building, plumbing and mechanical inspector. Rob is the Single Family New Construction Program representative for the QA Team.


As the program coordinator for Single Family New Construction, Kevin Peterson is responsible for all builder and partner outreach, as well as site verifications. To meet the programs verification goals, Kevin will now be coordinating with Rob and the QA Team for those energy-efficient product verifications. On a weekly basis, Kevin will give the QA Team a list of builders and products (incentives) that are ready for inspection. One of the Quality Assurance specialists will then contact the site superintendent to schedule the verifications. The specialist will verify the product's installation and educate builders and tradespersons on best practices. If a product can't be verified or there are discrepancies, it will be reported back to Kevin for further action.


The QA Team has been trained on job site safety and will be hard hat-equipped. They are also very respectful of the homes they are in, particularly if they have been cleaned and are ready for occupancy.


The QA Team brings value to PSE and our builder partners by providing technically trained field staff, who can verify products, educate customers about our incentives and gather data to help PSE determine the success of their programs, and guide new program development. The Team looks forward to working with our builder partners and promoting energy efficiency in new construction.

Highlights in building 


zHome, the Future of Building, opens in Issaquah on
September 17


This fall, one of the most innovative green townhome communities in the United States, zHome, will be completed and open for tours. zHome is the first zero net energy, carbon neutral production, multifamily community in the United States. This project has synergistically combined several cutting edge yet accessible technologies to achieve a number of deep green benchmarks, including:

  • Zero net energy/carbon neutral
  • 70 percent reduction in water use
  • 75 percent FSC wood
  • Deep green materials
  • Very low toxic interiors
  • 90 percent of construction waste recycled
  • Stormwater returned to the ground, emulating the original forested state

 Innovative technologies used include:

  • Ground source heat pump and community ground source well field
  • High performance envelope including R-38 walls, R-60 roof, and 0.20 ACH
  • Solar panels with microinverters
  • Heat recovery ventilation
  • LED lighting
  • Energy monitoring
  • Rainwater cisterns for clothes washing and toilet flushing
  • 20 recycled materials


This innovative community will be open for free weekend tours on Saturdays 10 a.m. - 5 p.m. and Sundays 11 a.m. - 5 p.m. from September 17 to October 30. An extensive education program, including videos, signage and guided tours will be available. Learn how to be part of the solution to climate change, ocean acidification and deforestation.
