Next Billboard Hearing - September 17th

On Thursday, September 17th, the Haverford Township Zoning Hearing Board will hold another public hearing on the challenge by the Bartkowski Group (also known as "BIG") to the Township ordinance prohibiting construction of billboards, a ban that I wholeheartedly support.

The hearing will be held on Thursday, September 17, 2009 at 7:00 p.m. at Lynnewood Elementary School on Lawrence Road in  Havertown.

I will continue to notify you about the billboard hearings and related matters. You will also receive updates in my email newsletters, on my website, and in my print newsletters.

Commissioners Approve Lease with YMCA for Bubble Gum Factory Site

At our July 13, 2009 meeting, the Board of Commissioners approved entering into a long-term lease agreement with the YMCA to build a YMCA/community recreation center at the location of the former Swell Bubble Gum factory on Eagle Road. Click here to view a summary of the terms of the proposed lease.

I am pleased that we have entered into this agreement, which will allow the site -- which has become an eyesore and a source of vandalism -- to be converted into a top-notch recreation facility. Under the terms of the lease, the YMCA also:
  • Assumes all responsibility for all environmental issues (the factory is on the Havertown Superfund site)
  • Agrees to spend up to $500,000  for on-site and off-site traffic improvements in one of the Township's most congested traffic areas
It is expected that the facility will open in approximately two years.

Commissioners to Consider Architect's Contract for Haverford Reserve
The Board of Commissioners will consider the proposed architectural contract for construction of a recreation facility at the Haverford Reserve at our September 8, 2009 Work Session. It is expected to be considered for a formal vote at our September 14, 2009 Commissioners Meeting. While the contract does not commit the Township to a final building plan, this is a unique opportunity for the Township to build a facility of which we can be proud - knowing that we are meeting the needs and interests of as many residents as possible. That is why residents should inform their Commissioners of their feelings about the facility. You can complete my survey by clicking here.

I believe it is important to build a recreational facility that can serve the widest range of residents possible. The Township has already received funds for the building as the result of the sale of a portion the former Haverford State Hospital site; in addition, we are applying for and expect to receive two $500,000 grants from the Commonwealth of Pennsylvania as the result of efforts by State Sen Daylin Leach and State Rep. Greg Vitali.

Based on comments by some Commissioners, there appear to be differences of opinions among the Commissioners about the scope of the facility to be built. As a result, I urge you to let me and the other Commissioners know your feelings.

I also urge you to drive through Haverford Reserve and view the beauty of the property. The synthetic turf field and other fields have been completed and some will be in operation starting in the fall. Plans are also moving ahead for Freedom Playground and for completion of the many walking trails on the property.

Anti-Soliciting Ordinance In Effect

The Township's anti-soliciting ordinance is now in effect. Written by Commissioner Siegel, the law makes it unlawful and a public nuisance for any person, company, corporation or organization to enter upon the premises of a private residence or business to solicit or peddle when the owner or occupant has posted a "No Trespassing" sign, or a "No Soliciting" sign, or has registered on the Township's newly-created "Do Not Solicit" list.

The ordinance also limits the times when soliciting and peddling are permitted, and imposes fines and/or jail for violators. The goal of the ordinance is to protect the privacy of Township residents, while balancing the rights of individuals and businesses to conduct business in the Township.

A copy of the ordinance is available by clicking this link.
