Dear Neighbors,
People are still talking about how fun and exciting this year's "Day in the Park Festival" was to attend. Our goal every year is to add new features and talent. We want to keep it fresh and inviting so this year we added very popular gourmet food trucks, San José Sharks Hockey games and a gigantic obstacle course jumper. One of our major goals of the festival is to focus attention and support for the many projects and programs within Lake Cunningham Park. Our theme this year was "Come Together, Get Moving!" and we did this in a big way!
There were so many ways to get moving and get healthy - from the rock climbing wall to skating and biking at the world class skate park, to the canoe demos by the Kamali' I O Ke Kai on the lake. Evergreen's rich diversity was on display on the main stage featuring dancing by the Kasarinlan Dance School, the Wings of 100 Viet Dance Company, the Hala Dance Company, the Folklorico Nacional Mexicano, the El Grito de la Cultura, and the Mt. Pleasant High School Polynesian Club. We swayed to the music of the Chaboya Middle School Symphonic Band, the Ocala Middle School Band and finally to the Rhythm and Blues music of the The Hum. Evergreen has talent!

Just as we come together to celebrate we can also come together to work on issues affecting our city. As an advocate and representative for the community, I care deeply about our neighborhoods. I meet many of our residents who feel the same way. Thanks to those who have taken the extra step to becoming an anti-graffiti volunteer, many of our neighborhoods have someone who knows what to do if they see tagging and are equipped with the proper graffiti cleaning materials and equipment.
There are over 3,000 trained anti-graffiti volunteers across the City of San José, but more are needed. That's why I am hosting a Graffiti Cleanup Training on Saturday, October 29th from 9 a.m. - 11:30 a.m. at Welch Park (2300 Huran Drive, San José, CA 95122) where community members can pick up information, receive supplies, get training and sign up to become an Anti-Graffiti Program volunteer with the City of San José. This is a hands-on event. There will be training stations set up to specifically train volunteers to begin abating graffiti in our neighborhoods, followed by actual graffiti abatement in action! District 8 is fortunate to be the first area to receive this training with the new city contractor, Graffiti Protective Coatings, Inc. Bring your family, your friends and your neighbors! Councilmember Rose Herrera Secures Bridge Funding for Lake Cunningham Skate Park
San José Councilmember Rose Herrera has worked to secure bridge funding for the Lake Cunningham Skate Park allowing the park to remain open and supervised by city park staff through February 2012.
"By securing this temporary bridge funding to keep the Lake Cunningham Skate Park staffed, safe and family-friendly, we have allowed the newly formed Friends of the Skate Park user group time to seek grant funding and corporate sponsorships as well as work to market the skate park to increase annual attendance," states Councilmember Herrera. "There is no doubt in my mind that the skate park and its programs are worthy of such support. Programs in the city that can generate revenue and/or become cost recovery should be saved and supported especially when they keep kids off the streets and actively engaged in healthy, physical activity."

New Toll Free Number for Reporting Graffiti in San José
As part of the new service delivery model for graffiti abatement, you may now call Graffiti Protective Coatings (GPC) directly at (866) 249-0543, to report graffiti in San José. GPC is the City of San José's selected vendor for graffiti abatement and is working closely with the Anti-Graffiti Program to provide graffiti eradication services. Later in 2011, GPC will release their Smartphone app which will allow graffiti concerns to be reported by email, Smartphone or desktop. In the meantime, graffiti concerns may also be emailed to antigraffiti@sanjoseca.gov.

City Council Redistricting Complete
The 2011 redistricting process was completed on August 23rd, when the City Council approved the Redistricting Advisory Commission's recommended redistricting plan.
New Council district maps can be viewed online at: www.sanjoseca.gov/redistricting/2011redistricting.asp. In addition, a new web resource will enable you to quickly and easily determine the impacts of the 2011 redistricting process. This resource consists of a searchable, alphabetized list of approximately 250 streets that were "moved" from one City Council District to another, with reference map links and staff contact information. The list is available at: www.sanjoseca.gov/redistricting/2011redistricting/streetlist.asp.

The City's Housing Department is pleased to offer a special home repair assistance program for eligible San José homeowners who live in the City's Strong Neighborhood Initiative (SNI) areas. The repairs can include roofing, electrical, heating, plumbing and accessibility modifications. Income-qualifying households may receive up to $100,000 in assistance to fix up their homes depending on the amount of eligible repairs.

High (School) Impact Program
Prepare African-American males for college by becoming one of twenty-five African-American professional mentors over the age of 25. PARTI provides college visits, mentor workshops and information about scholarships, job fairs and SAT classes. It partners with college fraternities and student organizations to provide workshops on college campuses. The High Impact Program is open to all high school and middle school students in Alameda and Santa Clara County, but participants have to commit to meeting one Saturday a month.

Start Shopping with Reusable Bags Now
In December 2010, the City of San José adopted a Single-Use Carryout Bag ordinance that bans single use plastic carryout bags. The ordinance will begin on January 1, 2012 at which point consumers at all grocery and retail stores in San José will have the option to bring their own reusable bags or pay a minimum price for recycled-content paper bags.
Consider the following to prepare for the ordinance: A high-quality reusable bag has the potential to replace over 600 single-use plastic bags over its lifetime. Plastic bags are one of the most common litter items found in creek cleanups. Paper bags are just as problematic as taking 14 million trees each year in the United States to produce a year's supply for retail use. Shopping with reusable bags is a great way to take part in reducing litter and conserving natural resources. Consider the following to help you avoid the bag charge:
- Start shopping with a reusable bag now.
- Keep reusable bags by the door, in your car or near car keys.
- Keep foldable bags in pockets, backpacks or your purse.
- Give your friends and family a reusable bag and encourage them to start shopping with them today.

Pedestrian Safety is Coming to Capitol Expressway!
The Capitol Expressway Light Rail project will improve pedestrian access and safety along Capitol Expressway, from Capitol Avenue to Tully Road. Construction crews will replace sidewalks, install street lights, upgrade landscaping and install new storm drains/sanitary sewers.
Slow for the Cone Zone: Watch for traffic cones indicating temporary closures of sections of Capitol Expressway between Story and Tully Roads, and note that parking will no longer be available along South Capitol Expressway due to the construction of new sidewalks.
Construction began in July and will be completed by 2012.

Graffiti Cleanup Training

Join Councilmember Rose Herrera at a hands-on Graffiti Cleanup Training! This event will be a great opportunity to pick up information, get training and/or sign up to become an Anti-Graffiti Program volunteer!
Come learn about graffiti abatement and let Anti-Graffiti staff demonstrate how to safely and effectively remove graffiti from street signs, remove slap tags from poles and also how to paint out tags. There will be training stations set up to specifically train volunteers to begin abating graffiti in our neighborhoods, followed by hands-on abatement the day of the event! District 8 is fortunate to be the first area to receive this training with the new city contractor, Graffiti Protective Coatings, Inc.

Christmas in the Park will open for their 32nd consecutive year at Plaza de Cesar Chavez on Friday, November 25th. In addition, both Downtown Ice and Winter Wonderland will also be open activating the downtown core with nearly a half million visitors expected to visit the downtown core during the holiday season.
