Standing up for San Jose and Evergreen

The past few weeks have been a tension filled debate about how to close the City of San Jose's $116 Million dollar General Fund budget shortfall. So much is at stake: city services, hundreds of jobs, the future of our hometown. But we must have a balanced budget come July 1 as stated in our City charter.
Discussions about this budget began way back in the Fall of 2009 when the actual financial report for 2009 was released. Since then, we've had budget study sessions, community surveys, neighborhood budget workshops, and City Council Public Hearings all about how to close the deficit. What to put on the chopping block. What to save.
Where do we find savings? San Jose's City Manager looked at every possible way to close the gap: achieving greater efficiencies by changing processes, new ways to deliver services, reducing services, reducing unfilled positions, and using ending fund balances. We did all of those things and reduced the deficit by $55 million. That left another $61 million to cut by the end of June.
It became clear to the Mayor and City Manager that significant employee concessions were needed to close the gap. The city, after all, is in the service delivery business, with personnel costs comprising 70% of the general fund. After a couple of iterations, they came together and proposed solving the $60 million remaining gap by achieving a 10% reduction in employee total compensation; 5% ongoing and 5% one time from the bargaining units with open contracts.
This was admittedly a daunting task that had never been attempted before. The ongoing part is important because it establishes a new baseline for future contract negotiations. The one-time reductions are only for one year, and we'll have to make it up again next year. The council has been split on this and, by my taking a public position, I helped to turn the tide towards achieving the 10% reduction by the bargaining units. It had become clear to me that we must stand firm and achieve the 10% reduction to reign in costs, preserve jobs and maintain the services the residents need.
I want to make it clear that our city employees are not the problem. I deeply respect our employees and their commitment to public service. They are our neighbors, our friends, and tax payers, the friendly face that cleans the parks, the dedicated librarian that helps our children and seniors at the library, the Policeman who patrols our neighborhoods and helps to keep us safe.
The cuts are not an insignificant reduction. The good news is that because we held firm, six out of 11 bargaining units stepped up and accepted the 10% concessions. It wasn't easy but we got there.
Quality services are provided by quality people. I understand the connection between services and jobs at City Hall and in the community. Our quality of life was at stake. It is critical that our community have access to the services that keep kids safe, make San Jose a great place to live, and generate revenue. Because we were able to close the gap, I am proud to say that we are able to keep libraries and community centers open citywide! A reason to celebrate!
What's more, specifically in District 8, Millbrook Community center once slated to close, will now remain open. Thanks to a great team, Meadowfair Community Center will likely remain open. We are close to an agreement. I also was able to keep funding in the budget for summer swimming at Silver Creek High School and the Lake Cunningham Marina will stay open.
But there is more work to do. The City is still negotiating with our Police and Fire unions. They provide the most critical services and represent 60% of the General Fund. To avoid layoffs, we need them to come forward with meaningful concessions. I remain hopeful that an agreement will be reached in the next few weeks. Regardless, no fire stations in District 8 are closing.
As part of the lessons learned from this year's budget process everyone is in agreement that we need to start these discussions earlier including working with our bargaining units and the community. Starting earlier will help gather more public input. Next year, District 8 outreach will also start sooner and will include surveys and additional community meetings to hear your budget priorities sooner. I give my deepest thanks to everyone who participated in the District 8 Community Budget Meeting on March 29 at Quimby Oak Middle School. Your calls and emails were very helpful.
Finally, I greatly appreciate your support. This has been a very difficult process for the entire City including the Council, city staff, employees and the residents. I am proud that we have moved the needle in the right direction with the help of our tremendous city staff. Our negotiating team has been working hard day and night to achieve the goals that the Mayor and City Council sent them out to achieve and all the while knowing that they are working to reduce their own compensation.
San Jose's future is bright. If we position ourselves right, economic recovery will be sooner than later. I am fighting for jobs in a city that is still facing 12.3% unemployment. I am focused on supporting our employers, rebuilding our job base and growing our economy. I have developed the concept for an "Evergreen Innovation Corridor" that has received widespread support at City Hall and the business community. We have the opportunity to transform Evergreen into an area with job producing clean tech companies and vibrant new retail.
I'm very upbeat about the path we are on and the future of our community. This is the best place to live, work, and raise a family. Thank you for taking the time to read about the budget process and how the City achieved the balanced budget we have today. In a future column, I will write about the budget "icebergs" looming ahead and the decisions we need make to avoid them.
Close to 300 Seniors Walked their Way to Wellness!

District 8's Second Annual Senior Health Fair and Walk attracted close to 300 senior participants, who "Walked their Way to Wellness." This successful event, hosted by Councilmember Rose Herrera with co-sponsors Eastridge Mall, Breathe California of the Bay Area, and JCPenney, was held on Saturday May 22nd at the Eastridge Mall.
The Senior Health Fair and Walk is an annual free community event that incorporates health resources, and several exercise stations to encourage seniors to live a healthy lifestyle. Nearly 60 service providers were in attendance to share beneficial information to the senior community of San José and contributed to the great prize giveaways. New this year, was free medication disposal provided by Walgreens, where seniors had access to dispose properly of their expired/unused medications.
The celebration was kicked-off with a free healthy breakfast and an interactive demonstration by the Evergreen Village Square Tai Chi followed by Councilmember Rose Herrera's welcome and guest speaker, Olympic Swimming Gold Medalist, Anne Warner Cribbs. Seniors warmed up with a Zumba Gold exercise led by the East Valley Family YMCA and started their walk and fitness circuit with exercises along the route provided by Generations Community Wellness Center! This was a fun and informative community building event supporting senior programs in District 8 as Councilmember Rose Herrera presented a check to the Evergreen Community Center's senior programs and Catholic Charities of Santa Clara County's Day Break Program.

Mattson Technology San Jose ViaVelo
The Mattson Technology San José ViaVelo was held recently in Downtown San José and is a strong example of how cities can work in conjunction with the private sector to program an activity beneficial to the entire community.
The film, produced by the Office of Economic Development, the Office of Cultural Affairs and the Silicon Valley Bicycle Coalition (SVBC) in conjunction with STREETFILMS/STREETSBLOG, an organization that advocates for livable streets worldwide, provides a window into the fun, participant diversity, community-building, and strategic rationale that was part of the South Bay's first-ever "open streets" event.

LIFE (Literacy Is For Everyone) is Collecting Books!
LIFE, is a new program that will be benefiting the Evergreen Elementary School District and other children in San José. This program's goal is to promote literacy in the home.
LIFE is currently collecting gently used pre-school through 6th grade books from our community. As you are cleaning out closets this summer, please set these books aside as LIFE will be distributing the books through "FREE" Book Fairs to underprivileged school children in our district. Please note that LIFE is NOT looking for monetary donations as the only donations they request are the books you will be giving away.
You can drop books off at SuperSlow Zone, located on 5988 Silver Creek Valley Road, Suite 55.

Santa Clara County's OUTREACH Mobility Management Center is offering the Jump Start & Bike to Work Programs
Jump Start Program - This program, funded by grants from the County of Santa Clara and MTC Lifeline Transportation Program, provides subsidized car repairs for the CalWORKs participants to improve their access to safe and reliable transportation that supports their efforts to become financially self-sufficient.
Bike to Work Program - This program, funded through a grant from the County of Santa Clara, provides free bikes and safety helmets to CalWORKs participants and their teenage children to support their efforts to complete training to find and sustain unsubsidized employment.

San José Selected to Host 2012 U.S. Olympic Team Trials - Gymnastics
USA Gymnastics and the U.S. Olympic Committee have awarded the 2012 U.S. Olympic Team Trials - Gymnastics for men's and women's artistic gymnastics to San José. The event will be conducted at HP Pavilion, June 28th - July 1st. The USA Gymnastics National Congress and Trade Show will be staged at the San José McEnery Convention Center in conjunction with the U.S. Olympic Team Trials - Gymnastics.

This training, taking place at the Stanford Court Renaissance San Francisco Hotel, was developed in accordance with the U.S. Department of Justice Initiative for Safer Communities to deliver comprehensive anti-gang training that addresses prevention, enforcement, and prisoner reentry issues for state and local law enforcement and related partner organizations.

Resident Input Sought on Proposed New Streetlight Master Plan

Please consider attending a community meeting on Wednesday, July 21 at 7 PM, at City Hall, Wing Room 120, to give your input on a proposed Streetlight Master Plan that is scheduled to be heard by San José's City Council in August.
As part of its Green Vision, the City plans to convert all of its 62,000 streetlights to zero emission lights by 2022. The City has been testing "smart" LED energy efficient streetlights that can be dimmed in the late evening hours when traffic is minimal to help achieve that goal.
Switching to "full spectrum" (white) LED lights and dimming them during off peak hours offers the potential to improve the quality of light on our streets, protect the night sky, and save energy. Currently, the City spends approximately $4 million annually to power its streetlights. Data collected at a streetlight demonstration in early March 2010 indicated that residents prefer full spectrum lights over the City's current streetlights and can see as far if not further under the white lights, even when the lights are dimmed by half.
San José residents are encouraged to attend a community meeting on Wednesday, July 21, 2010, to provide input on the proposed Streetlight Master Plan. The plan will change the City's selection and operation of its streetlights. The final opportunity for public comment will be at the City Council meeting on August 31, 2010, where this item will be voted on.

Annual Great Race for Clean Air

Join the Bay Area Air Quality Management District for the Great Race for Clean Air, a friendly competition between Bay Area employers to encourage the use of commute alternatives such as public transit, carpooling, walking, and bicycling rather than driving solo to work. You are challenged to make a difference in the Bay Area!
Participating employees will automatically be entered into weekly random drawings for incentive prizes such as gift cards to local merchants. At the end of the Great Race, employers with the highest CO2 savings (that is, the average CO2 saved per employee in your organization) and employers with the highest employee participation are the winners! Winners will be declared in each county and Bay Area-wide.
