IMPACT ANALYSIS
Issues Impacting Global Business

September - October 2009 Issue

The recently held North American Leaders Summit with President Obama, Canadian Prime Minister Harper and Mexican President Calderon failed to enhance regional competitiveness. Few vital issues were discussed, while disputes continue to cause friction (p1-2).

The BRICS-Brazil, Russia, India and China-wish to exert greater unified influence. But can they? More divides than binds them (p3).

Chinese companies are racing up the technology ladder and threatening many North American industries in the process. Read what you can do (p4-6).

U.S. trade policy is unclear and the ambiguous signals are confusing. This needs to change (p7-8).

OFAC CHANGES CUBAN ASSETS CONTROL REGULATIONS

The Department of the Treasury's Office of Foreign Assets Control (OFAC) has amended the Cuban Assets Control Regulations to implement President Obama's initiative of April 13, 2009 to ease the rules in several major areas: family visits, family remittances, telecommunications, agricultural and medical devices.

These changes will authorize transactions that are necessary for establishing facilities to provide telecommunications services linking the United States and Cuba, including fiber-optic cable and satellite facilities. Travel transactions for the commercial export of telecommunications-related items and participation in telecommunications-related professional meetings are also authorized.

The changes will also ease the rules on travel-related transactions that are directly incident to the commercial marketing, sales negotiation, accompanied delivery or servicing in Cuba of agricultural commodities, medicine, or medical devices that appear consistent with the Department of Commerce's export or reexport licensing policy.

COLOMBIA AND KOREA FREE TRADE AGREEMENTS          The United States Trade Representative

    Colombia
The United States Trade Representative (USTR) is conducting a review of labor-related issues in the context of the free trade agreement (FTA) between the United States and Colombia. As part of that review, the interagency Trade Policy Staff Committee (TPSC) seeks comment from the public to assist the USTR in working with the Colombian government to secure continued progress in ensuring that Colombia's workers can fully exercise their fundamental labor rights. The public is also invited to comment on other issues they believe relevant to the FTA, including the potential benefits of the agreement.

    Korea
The USTR is also assessing how and to what extent the FTA between the United States and Korea makes progress in achieving the applicable purposes, policies, priorities, and objectives of the Bipartisan Trade Promotion Authority Act. The TPSC seeks public comment to assist the USTR in its assessment.

    LAST WEEK'S TRIVIA QUESTION

What is the common bond between the flags of Singapore, Turkey, and Tunisia?
    A) Have Crescent                       C) Asymetrical
    B) Red and White Colours          D) All of these

    Answer: D) All of these

The symmetry-breaking elements in the flags in question is the crescent which is not sidewise symmetrical and the five-pointed star which is not top wise symmetrical (its alignment in the Turkish and Tunisian flags renders it to be not sidewise symmetrical as well).

In the cases of the Turkish and Tunisian flag the crescent moon and star are an Islamic emblem, while in the Singaporean flag the crescent and five five-pointed stars signify the young rising nation and its ideals of democracy, peace, progress, justice and equality.
