QualityNet and Quality Measures

Federal Register Vol.75 of the Final Rule for FY 2011, including requirements for FY 20112, FY 2013 and FY 2014 are now available. We are providing the specific RHQDAPU section (now referred to as the Hospital Inpatient Quality Reporting Program) of the Rule and a useful content Outline.

Reminder: As with all new version releases of the Specifications Manual, the Appendices & Release Notes sections provide added information, which is often overlooked. In particular, we recommend always reviewing the changes that are applicable to Appendix A, for modifications to codes added and/or removed. The code changes are critical in determining which cases, per each clinical topic are within the population &/or require data abstraction. The  information in Version 3.2c effective with discharges 10/1/10 through 3/31/11, include specific SCIP procedure and other code changes. These codes can be viewed  by clicking on Appendix A 3.2c . For code changes in Version 3.3 effective with 4/1/11 through 12/31/11, view Appendix A 3.3 .

A New CLABSI overview page has been posted to QualityNet. A recorded Webex presentation, slides and a Quick Reference Guide are available. To view the complete overview, click here .

A total of 2,921 QUEST questions
were processed during the month of October, 2010. Click here to view the QUEST Revisions by Topic and QUEST ID #. To search for the revised question & answer, go to QualityNet Quest directly, insert QUEST ID # and perform a search. Keep the 'Topic' description area set at "All Topics".

Measure Notes:

The Inpatient Emergency Department Throughput measures are voluntary for hospitals to submit to the Warehouse beginning with 10/1/10 discharges. These include ED-1 Median Time from ED Arrival to ED Departure for Admitted ED Patients and ED-2 Admit Decision Time to ED Departure Time for Admitted Patients.

Submission of AMI-10 Statin at Discharge measure is voluntary beginning with 10/1/10 discharges, but will be required for 1/1/11  discharges.

In agreement with CMS, reporting of this data is "an excellent way for hospitals to gain experience with the measures prior to required submission." If your hospital chooses to submit these voluntary measures now, log into My QualityNet and edit your Measure Designation screens for Q4 2010 by changing the designation to "selected".

Validation Studies
CMS has updated the Data Validation Overview pages on QualityNet. Note: The Data Validation Inclusion Lists for Q1 2010 can be used in reviewing your hospital's Case Detail reports. Also the area marked 'Deadlines' has been updated to include 2011 and 2012 dates.
