Kelvin Cochran Confirmed by Senate to Head the U.S. Fire Administration
On Friday, August 7th, the Senate confirmed Kelvin Cochran to head the U.S. Fire Administration by a voice vote.
The quick confirmation was due to strong bipartisan support for Chief Cochran from the Senate Homeland and Government Affairs Committee.
"Chief Cochran is a very impressive nominee, and I have confidence in his capacity to serve as Administrator of the U.S. Fire Administration," said Chairman Joseph I. Lieberman, (CT) "The U.S. Fire Administration is an important resource for fire departments across the country and serves a unique role within FEMA, DHS, and the federal government. Chief Cochran is an outstanding candidate to lead it."
Cochran stated his priorities were building a closer relationship between the federal government and local departments, evaluating the grants programs, and focusing on keeping firefighters and the public safe.
Chief Cochran joined ranking member and Congressional Fire Services Caucus Co-chair Susan Collins (ME) in calling the high casualty rate for civilians and firefighters in the United States "unacceptable".
Chief Kelvin Cochran was a former Fire Chief in Shreveport, Louisiana and most recently the Fire Chief for the Atlanta Fire-Rescue Department.

DHS Secretary Janet Napolitano to Speak at FRI Next Week
Department of Homeland Security (DHS) Secretary Janet Napolitano will speak at the general session at the Fire Rescue International (FRI) on Friday, August 28th. The Secretary will speak about the important role the fire and emergency service plays in the nation's homeland-security and emergency-response systems. The general session runs from 8:30am to 10:30am. FRI is presented by the International Association of Fire Chiefs and will take place in Dallas this year. FRI brings together more than 13,000 of the most prominent fire and emergency service leaders representing all types and sizes of departments from across North America and more than 40 countries around the globe. | USFA Speaks Out Against Novelty Lighters
The United States Fire Administration (USFA) recently joined a number of fire organizations in support of a ban on novelty lighters. On the USFA website, Deputy Administrator Glenn Gaines declared that "novelty and toylike lighters are linked to incidents of deaths, injuries, and property loss across the Nation." Chief Gaines' message included the following statistics:

Thirty-seven percent of fires were started by juveniles aged 10-17 where age was cited as a factor in a fire's ignition by lighters or matches.

Children under the age of five are more than eight times as likely to die in a fire caused by playing with a heat source than are people of all ages.

Fires started by "playing" cause 38% of civilian fire deaths. Nineteen percent of these fire starters were set by four-year olds.
