Welcome to the first edition of our new-look monthly publication "Anything to Declare".

 

After the turbulence of the past year, 2010 will be seen by many as a year of rebuilding and consolidation. Perhaps a good thing to come out of the recession was that it forced businesses to become innovative, to reinvent and to become more strategically acute. Poorly-managed businesses were left brutally exposed to the changing circumstances and this will be a long-lasting legacy as the country slowly drags itself into growth. In a customs sense, good management has taken on even more significance because of the flurry of new laws and regulations that have begun to harmonise Customs procedures and rules. The bar is most definitely being raised and businesses must respond or face losing their competitive edge. Our feature article this month looks at what to expect in 2010 from a Customs point of view and offers advice to businesses on how to best plan for the year ahead.

What to look out for in 2010
 
 

For most businesses, 2009 will be synonymous with one thing alone- "uncertainty"

In order to survive the turmoil of "Recession 2009", businesses were forced to batten down the hatches in a manner that would have impressed Nelson himself. Spending was slashed, expenses minimised, procedures and staff "streamlined", all in a bid to stay afloat.
 
Economic forecasts for 2010 range from Victor Meldrew style pessimism to Del Boy style optimism: "Double-dip recessions", "W-shaped recessions", "uncertain financial markets", "a difficult decade of adjustments" competes against "the green shoots of recovery" and "increasing market stability" in the media. Bearing in mind that all this is taking place amongst the backdrop of the politicians 'Baldrick-esque' "cunning-plans" to rescue and reinvigorate the British economy, it looks as though predicting 2010 will be like predicting the British Summer- everyone knows what they want but...
 
 
 

Customs Simplified procedures: New criteria and conditions for authorisation and use  

 
Businesses wishing to operate Customs simplified procedures will soon have to meet conditions similar to those for Authorised Economic Operator (AEO) (see Commission Regulation (EC) 1192/2008). The standards in question relate to:

· Traders accounting systems and records
· Customs Compliance
· Financial Solvency

For those companies that already hold authorisations, you will be obliged to reapply for reauthorisation by 30 June 2010. Bearing in mind that it will take some time for HMRC to process your application, it is highly advisable that you apply as soon as is possible.
