Heat Advisory
Heat
Much of the area is under a heat advisory.  The heat can be deadly to the elderly, the homebound and the homeless.  Those needing services to deal with the heat should call 2-1-1.

The Electric Reliability Council of Texas, which operates the electrical power grid, is asking Texans to conserve energy this afternoon.  High demand and unplanned outages are threatening the grid's reserves.
City of Austin Seeks Non-Profits to Provide Stimulus-Funded Social Services
The City of Austin seeks nonprofit organizations to provide services using Federal Homelessness Prevention and Rapid Re-Housing Program (HPRP) and/or Community Services Block Grant (CSBG) stimulus funding. Requests are for HPRP Fiscal Agent Direct Financial Assistance, HPRP Outreach and Intake Specialists, and CSBG Fiscal Agent Direct Financial Assistance.
 
Attendance is mandatory at the pre-application conference tomorrow, July 9th from 1 - 4 p.m. at the South Austin Neighborhood Center, Multipurpose Room, 2508 Durwood.  Applicants who do not have a representative at the pre-application conference will be disqualified.  Organizations may submit an application for one or more of the services and must be able to meet the City's Insurance Requirements for social services contractors.Applications are due Wednesday, August 5th at 3 p.m.  The RFA is available at:  www.ci.austin.tx.us/health/human_svcs.htm
 
Teen Town Hall Meeting on City Budget
The City of Austin has enlisted a new community dialogue process for gaining citizen input on  next year's city budget.  Almost 600 people have participated to date, and an "encore" session is planned for teens. Austin teenagers are invited to have their say on the City's budget priorities for 2009 - 2010 at a special town hall meeting for teens this Friday, July 10th from 11:30 a.m. to 1:30 p.m. The meeting is open to any youth who wish to participate and will also include teens participating in PARD summer teen camps and Library teen volunteers. 

The City managers office will give an update on this new participatory process for gaining citizen input at the CAN Resource Council meeting this Friday at 1 p.m. at City Hall.  The meeting will be televised on Cable Channel 6 and will also be streamed on the Channel 6 website.

Greenlights will present the findings of a recent report on Austin's non-profit community to the CAN Resource Council this Friday at 1 p.m. at City Hall.  The meeting is televised live on Channel 6 and can also be viewed live from the Channel 6 website.
Texas has received $1.7 billion in  stimulus funds
The State Comproller website "A Texas Eye on the Dollars" reports that State agencies and institutions of public higher education have received a total of $1.7 billion in American Recovery and Reinvestment Act funds to date.

Federal Funds Available for CHIP Enrollment Outreach
immunizationUp to $40 million in grants are available to non-profits, schools, local governments and states to reach out to families with children who are eligible for the Children's Health Insurance Program (CHIP) but who are not enrolled.  It is estimated that millions of low-income children who are eligible for Medicaid and CHIP are not enrolled in these health insurance programs. 
 
This is the first round of funding for outreach campaigns that will total $100 million.  This U.S. Department of Health and Human Services press release includes a link to the application.  Applications submitted electronically are due by August 6th. Applications submitted by mail are due by August 10th. Grants will be awarded by September 30, 2009.
Sharing Austin's Mental Health Experiences
The New Milestones Foundation and Austin/Travis County MHMR are sponsoring six free sessions in July and August during which experts, advocates and community members will discuss brain-based disorders including schizophrenia, major depression, bipolar disorder, chemical dependency and developmenal disabilities.  These casual conversations will be held in homes and offices at both day-time and evening hours.  Visit www.newmilestones.org/ to learn more about the conversation topics, times and locations.
One in Four Texans Lack Health Insurance
An estimated 43.8 million Americans had no health insurance in 2008, approximately 2.8 million more than in 1997, according to new data from CDC's National Center for Health Statistics. The report, "Health Insurance Coverage: Early Release of Estimates from the National Health Interview Survey, 2008," presents the latest insurance estimates for the United States.

The report also contains new estimates of health insurance coverage for the 20 largest states.  Texas and Florida top the list with the largest percent uninsured with 1 in 4 persons under age 65 without health insurance.  Massachusetts had only 3.4% of those under 65 without insurance. 
Mental Disorders, Asthma, and Trauma Most Costly Children's Medical Conditions
Over $98 billion was spent to treat medical problems in children age 17 and under in 2006, according to data from the Agency for Healthcare Research and Quality (AHRQ). According to the study the five most costly medical conditions in children were:
  • Treatment for mental disorders at a cost of $8.9 billion;
  • Asthma, one of the most common serious chronic illnesses in children, $8 billion;
  • Trauma-related disorders-including fractures, sprains, burns, and other physical injuries from accidents or violence, $6.1 billion;
  • Acute bronchitis-inflammation of the airways of the lungs that causes shortness or breath and wheezing, $3.1 billion; and 
  • Acute infectious diseases-such as viral and bacterial infections, $2.9 billion.
The findings are from the 2006 Medical Expenditure Panel Survey (MEPS), a detailed source of information on the use of health services by Americans, frequency and cost of use, and source of payment.
