    New Bullying Prevention Toolkit

    This program offers a variety of tools to help parents and other caregivers

    • understand bullying in a new way
    • reexamine their knowledge and beliefs about bullying
    • shape the beliefs and behaviors of the children in their care

    The toolkit is designed for parents and other caregivers of preschool- and school-age children and adolescents to use in child care programs, after-school programs, and camps.

    Topics include
    (1) the issue of bullying;
    (2) why bullying can sometimes be difficult to see;
    (3) the concepts of bully, victim, and bystander;
    (4) recommendations and strategies for addressing bullying when it occurs;
    (5) a strategic approach to creating an environment where everyone takes responsibility for preventing bullying; and
    (6) resources and references on bullying prevention.

    U.S. House passes 1 year moratorium on Medicaid regulations

    The House voted Wednesday to block the Bush administration from cutting federal spending on Medicaid health care.

    The vote margin far exceeded the two-thirds needed to override a presidential veto.

    Washington state's delegation voted for the moratorium.

    The proposed rules would affect programs involving payment to public safety-net institutions, rehabilitation services for people with disabilities, coverage of hospital clinical services, graduate medical-education payments and specialized medical transportation to school for children covered by Medicaid.

    The legislation must now move through the Senate Finance Committee and then go to a vote on the Senate floor.

    To find your senators' and representative's phone numbers, you may use a searchable online congressional directory or call the U.S. Capitol Switchboard at (202)224-3121 and ask for your senators' and/or representative's office.

    Remember that telephone calls are usually taken by a staff member, not the member of Congress. Ask to speak with the aide who handles the issue about which you wish to comment.
