2012 PRE-FAB SEMINAR IS OPEN FOR REGISTRATION
One of MCAA's most popular educational offerings-the Pre-Fab Seminar-will take place in Bethlehem, PA, May 9-11, 2012. Hosted by H.T. Lyons, Inc. DOES YOUR COMPANY'S SAFETY PROGRAM DESERVE AN AWARD?
The only way to know for sure is for you to complete and submit the application for the MCAA/CNA Annual Safety Awards. The program recognizes and honors contractor members that have achieved excellence in managing safe operations throughout their business. CONSTRUCTION WAGE AND BENEFITS SETTLEMENTS IN 2011

According to the Construction Labor Research Council (CLRC), construction collective bargaining wage and benefits came in at an average 1.7% increase ($.73/hour), holding steady at the same percentage for 2010, and down from the 2.8% increase inked in 2009. Two-thirds of all settlements reached in 2011 were for only one-year agreements, CLRC reports, and the rate of increase came in below the rate of increase in the Consumer Price Index for the first time in five years. MCERF ANNOUNCES NEW OFFICERS AND BOARD MEMBERS
The Mechanical Contracting Education & Research Foundation (MCERF) has announced Board of Trustees changes. Former MCAA President Robert T. Armistead of Armistead Mechanical, Inc. (Waldwick, N.J.) is president; Scott L. Berger of Arista Air Conditioning Corporation (Long Island City, N.Y.) is vice president; and Timothy J. Brink of the MCA of Eastern Pennsylvania is treasurer. New Board members are Troy Aichele of Stirrett-Johnsen, Inc. (Silverdale, WA) and Greg Christopher of Mueller Industries, Inc. (Memphis, TN). Dr. Mostafa Khattab of Colorado State University is the foundation's academic representative. 

PUBLIC DISCLOSURE OF FEDERAL CONTRACTOR AND GRANTEE LEGAL COMPLIANCE INFORMATION IS IMPLEMENTED

Effective January 3, 2012, the Federal Awardee Performance and Integrity Information System (FAPIIS), which MCAA backed for enactment in 2008, will be available for the public to search the past records of federal contractors' and grantees' actions (back to April 15, 2011). Actions include: contracting officer (CO) non-responsibility determinations; contract terminations for default or cause; agency defective pricing determinations; administrative agreements for suspension or debarment actions; and contractor self-reporting of criminal convictions, civil proceedings and adverse administrative proceedings. Information posted before April 15, 2011 will only be disclosed after a Freedom of Information Act request is approved. Under rule, all specific completed project past performance ratings and information are exempt from disclosure. The rule requires that contractors and grantees be given seven days advance notice of any new posting of information and seven days to contest any posting and disclosure with the agency. Contracting officers must consult the databases in the pre-award responsibility determination process and reconcile the award or non-award in relation to the analysis of the information. MCAA did not back public disclosure of the information in the 2008 legislation, but rather development of the tool for CO's to use in their decision-making process.
