Eugene's Downtown Public Safety (Exclusion) Zone Ordinance authorizes police to exclude people from downtown. Under this law, the mere allegation that a person has committed a criminal violation can lead to exclusion.
Exclusions target marginalized and vulnerable people, such as people without homes, who rely on public spaces for resting places, bathrooms, and safety.
The Exclusion law violates our rights to freedom of movement, due process, and equal treatment under the law. After nearly four years, the Eugene Police Department has been unable to show that the law improves public safety.
This ordinance is scheduled to sunset November 30. However, the City Council is voting this Monday, Oct 8, on whether to extend the exclusion zone beyond November 30.
Please contact the Mayor and City Councilor and urge them to end this archaic law once and for all.
