Government Relations: Deadline Reminder Plating & Polishing Air Rule Compliance Deadline Reminder Many recall that EPA published the final rule for plating and polishing area sources in July 2008. The compliance deadline for the rule is July 1, 2010 for existing plating and polishing operations and was immediate for new affected sources (i.e., those that begin operations after March 14, 2008). The rule covers a range of electrolytic and non-electrolytic plating and coating processes (e.g., electroplating, conversion coating, sealing and phosphating), as well as electroforming, dry mechanical polishing and thermal spray at about 2,900 existing facilities. A successful effort from NASF prompted EPA to back off setting specific emission limits for plating and polishing operations. The rule did require plating and polishing facilities to follow management practices in order to meet generally available control technology (GACT) standards. The rule also has provisions for some specific processes and covers the use of wetting agents, tank covers, and emission control devices. The initial notification for affected sources was due October 29, 2008. If you haven't filed an initial notification and you're subject to the rule, you should do so right away. Existing sources must also submit a notification of compliance status by July 1, 2010 and an annual certification in the following years with a description of how the operation has complied with the regulation.
