Get 'Em While They're Young
In the 1990's, Msgr. Jim Dillenburg was stationed at the Pontifical Council for the Pastoral Care of Migrants and Itinerants in Rome. He was part of an effort by the pontifical council to develop extraordinary ministers of Holy Communion (EMHC) on board ships. In 1997, Blessed John Paul II incorporated this initiative in his Motu proprio Stella Maris.
In section 3, paragraphs 5, our Holy Father wrote:
"5. The chaplain of the Work of the Maritime Apostolate must identify among maritime personnel those who have a special devotion to the Blessed Sacrament and train them so that they can be appointed, by the competent authority, as extraordinary ministers of the Eucharist and be able to exercise this ministry with dignity, especially on board ships."
Though efforts were made at the 1992 AOS World Congress, and by AOS-USA's predecessor the National Catholic Conference for Seafarers to develop training materials, and reach out to Catholic mariners to become EMHC's, the efforts bore little fruit. In retrospect, two challenges could never be overcome. First, the port chaplain, maritime deacon, religious or lay ecclesial minister had to identify potential Catholic spiritual leaders among visiting crew members in the 24 to 36 hours they were in port. If one could be identified, the second challenge arose, how to give proper catechesis to the mariner so that a request could be made to his or her competent authority to depute him or her as an EMHC.
The port ministers' window of opportunity was just not enough to bring to reality this wonderful benefit that Blessed John Paul II had given the maritime world. To be effective, the identification and preparation needed to take place in their home countries, especially while they were in their home parish or in maritime school.
I recall this bit of history because we face a similar challenge among US mariners. As a second engineer and graduate from the Massachusetts Maritime Academy asked as I drove him back to the ship, "Who are you guys?"
Though he graduated from an US maritime academy with a long history of pastoral care by the local parish priest, he had never heard of the Apostleship of the Sea, or knew what seafarers' centers or missions were.
This is why my recent meeting with Basil Alkoussan is so exciting. Basil is a cadet at the Texas Maritime Academy in Galveston, and has been elected by his peers to be the Corp Chaplain. Basil is very interested in developing an active pastoral care especially while his fellow cadets are on their summer cruises.
During our visit, it became apparent that Basil was not familiar with maritime ministry or seafarer welfare centers. However, with him there, an active Christian witness and pastoral care will be available to his fellow cadets. At the same time, those of us in maritime ministry will have an invaluable resource at the Texas Maritime Academy to pass all that is available to US seafarers calling in our ports.

Missions to Seafarers Suffers Great Loss: The Reverend Tom Heffer, Secretary General passes away suddenly
(AOS-USA extends to our friends with the Missions to Seafarers, our sincerest sympathies at the sudden loss of their Secretary General. We extend our heartfelt prayers to our brothers and sisters with Missions to Seafarers and to the family of The Reverend Heffer.)
It is with deep regret and great sadness that The Mission to Seafarers announces the death of its Secretary General, the Revd Tom Heffer.
Mr Heffer, 43, was appointed the charity's 15th international leader in 2009 following eight years as director of chaplaincy.
Last Tuesday (17th April), Mr Heffer lost consciousness whilst driving to work and this led to a subsequent minor collision. His heart was restarted at the scene by emergency service personnel and he was taken to a North London hospital where he remained, unconscious, in the Intensive Treatment Unit. In the early evening of Monday, April 23, Mr Heffer passed away with his family by his side.
Chairman of the Board of Trustees, Robert Woods CBE, spoke of Mr Heffer's strong Christian leadership, adding: "Throughout his short time as Secretary General, Tom was driven by a desire to redefine maritime ministry so that it remained relevant and effective to the modern seafarer. The Trustees will greatly miss his enthusiasm, intelligence, energy and dedication. He has left a lasting legacy, one which we will strive to honour and cultivate as we take forward his vision of delivering maritime ministry beyond the next horizon."
Acting Secretary General, Martin Sandford, praised Mr Heffer's selfless commitment to seafarers and his appetite for life, saying: "Since becoming Secretary General, Tom made sure that the Mission remained true to its calling of providing the best possible services and care to seafarers of the merchant fleet. He was a compassionate man, motivated by his faith to make a difference in this world. Always ready with a witty quip or a welcoming smile, Tom had an immediate rapport with people, instantly making them feel at ease and that they were in the company of a friend. His passing leaves a tragic hole in the life and ministry of the Mission to Seafarers, but we are grateful for the time we had to work with and learn from him. Please remember Tom's wife, Roz, his daughter, Abi, and his family in your prayers; their loss is so much greater than ours."
Thomas Patrick Heffer was born in 1969 and educated at Aylesbury Grammar School and King's College, London. After graduating with an Honours degree in Divinity, Mr Heffer volunteered as a chaplain's assistant for The Mission to Seafarers and served seafarers in the ports of New Orleans and Singapore. Following his ordination in 1996, he held a number of appointments within the Church of England, including chaplain and press officer to the Bishop of Norwich. He also completed a Masters in Canon Law from the University of Wales, Cardiff. He joined the executive staff of The Mission to Seafarers in 2001.
