Reorganization of AAPHD Committees. Since the Annual Business Meeting held during the 2008 National Oral Health Conference, several committees have met, picking up where last year's committees left off. Volunteers are needed for a number of taskforces that are forming. You can find committee reports on the website at www.aaphd.org/committees. Please contact Pam Tolson in the national office to volunteer: pam@assn-srvs.com.

 

Oral Health Policy & Advocacy Committee, Chair: Ardell Wilson. Over the next two months reviewers will evaluate the status of the association's existing policies, resolutions and white papers. Reviewers are asked to make a judgment of whether to keep, archive, combine or revise each. All are posted on the website at www.aaphd.org/policy. The committee will make a final recommendation to the Executive Council (EC). If you are interested in participating on this committee, please contact the national office.

 

BYLAWS Task Force, Chair: Raul Garcia. This taskforce is appointed as needed to review and update the AAPHD Bylaws. The bylaws have been updated several times in the past few years, but in 2008-2009 this Taskforce will do a complete review to ensure that the bylaws are in compliance with the Illinois Not-For-Profit Act and that the bylaws outline appropriate processes for the association's actions. It will also recommend policies for governance of the newly developing Student Chapters at University of Illinois-Chicago and University of Florida. Members are being recruited now to serve on this Taskforce. Meetings will be by conference call and begin in August. Contact Pam Tolson to volunteer.

 

aaphd.org Taskforce. The website, aaphd.org, is about to undergo a face lift.  A new template program is being provided by the AAPHD management company and work will be done by staff. However, volunteers are needed who have experience in developing websites to assist with functionality and design. Please contact Pam Tolson at pam@assn-srvs.com. The taskforce will meet by conference call beginning in early September.

 

Audit & Finance Committee, Chair: Mary Foley. This committee has met several times and is working on a new format for reporting the organizations financials to the membership and to help the EC with budgeting. The new format is expected to be finished by the end of summer.

 

2008 Annual Business Meeting Minutes now on website. Minutes from the 2008 Annual Business Meeting may now be found by going to www.aaphd.org/minutes, which also connects to AAPHD Annual Committee Reports. The current financial report is not yet posted, but a member who wants a copy may contact natoff@aaphd.org. The AAPHD Annual Audit is also available to members.

 

Call for Horowitz Scholarship Applications. Dentists enrolled in a full-time accredited MPH program or the first year of a 2-year advanced education in the Dental Public Health Program are invited to apply for the 2009-2010 Herschel S. Horowitz Scholarship, a $25,000 scholarship. The application deadline is October 31, 2008 for the fall 2009 semester. The submission form may be found on the website at www.aaphd.org/FoundationScholarship.

 

Call for 2009 NOHC Program Abstracts. The Planning Committee for the 2009 National Oral Health Conference invites plenary and breakout workshop proposals presenting scientific research, program evaluations, community-based interventions and partnerships related to dental public health. While there is no specific theme for the NOHC, proposals reflecting a "pursuit of excellence in dental public health" are encouraged. The program abstract should be submitted online at www.nationaloralhealthconference.com. Please indicate your preference for a plenary or breakout workshop; however, the Planning Committee will make the final decision on program format. Please submit no later than August 31, 2008. Notification of selection will be made in early October 2008. Any questions may be directed to Pam Tolson at natoff@aaphd.org.

 

Date Changed for 2011 NOHC in Pittsburgh. The original dates for the 2011 NOHC overlap a religious holiday. The date has been changed to April 11-13, 2011.

Lost & Found 2008 NOHC. A ladies necklace was left on the registration counter at the NOHC in Miami. The necklace is 18" in length and was in a black gift box. AAPHD Provides Input to NIDCR 2008-2013 Strategic Plan. In June, President Mark Greer sent a letter to Dr. Tabak, NIDCR Director, emphasizing eight points that AAPHD feels require priority attention, several of which were included in the 2003-2008 strategic plan. These points are: 

     Identify and validate clinical and non-clinical markers for oral diseases and conditions that can be used for population-based public health surveillance.

     Provide national and international leadership in the development of evidence-based dental public health practice, including continued assessment of the oral health status of the U.S. population.

     Identify and evaluate the efficacy and effectiveness of novel and existing modalities for the primary and secondary prevention of dental caries, periodontal diseases, and oral and pharyngeal cancer, particularly in populations that are at high-risk for those diseases.

     Identify behavioral interventions for oral diseases that are effective in communities at high risk.

     Increase the number of researchers from disciplines such as informatics, biostatistics, behavioral sciences, social sciences, health services research, and epidemiology working in population-based clinical dental research.

     Increase the public's oral health literacy.

     Increase the enrollment and retention of women, children, racial and ethnic minorities and other underrepresented groups in studies conducted at NIDCR and in NIDCR-funded clinical research.

     Increase the number of investigators from groups that are underrepresented in oral, dental and craniofacial research, including individuals from racial and ethnic minorities or from disadvantaged backgrounds.

 

Urging NIDCR to bolster its intramural expertise in dental public health, population-based prevention, oral epidemiology, social science, behavioral science and health services research, Greer offered assistance from AAPHD that would be helpful to the Institute.

Dentsply Receives Shils Award

 

DENTSPLY International Inc. received the 2008 Dr. Edward B. Shils Entrepreneurial Education Fund Award for its Student Clinician Research Program. This Award recognizes DENTSPLY's commitment to financial support and partnership with the ADA to support student research. Over the past 50 years, the program has grown to include more than 5,000 student participants in over 35 countries worldwide. This global program supports student scientists to present their research at dental meetings throughout the world. Bret Wise, Chairman, Chief Executive Officer and President, accepted the award during a ceremony on June 17 at the Union League in Philadelphia.

 

The Dr. Edward B. Shils Entrepreneurial Education Fund was founded to honor the over 50 years of service provided by Dr. Shils to the dental industry. The Fund is administered by the ADA Foundation and recognizes the development and implementation of programs that motivate and encourage innovative leadership in the dental community.

 

Oral Health America Leader Robert J. Klaus Retires

 

Dr. Robert J. Klaus has retired after 20 years as President and CEO of Oral Health America (OHA), an independent advocacy organization dedicated to improving oral health. He joined the organization, then America's Fund for Dental Health, in 1988. He led the organization to a new name and a new mission of public advocacy in 1994.

 

Klaus has been a stalwart advocate for Americans unable to obtain routine dental care. His many accomplishments at OHA include:

     Launching, with Dr. C. Everett Koop, the Oral Health 2000 Initiative for the then-largest ever public education program on oral health

     Founding, with Major League Baseball and Hall of Fame Broadcaster Joe Garagiola, the National Spit Tobacco Education Program with funding from The Robert Wood Johnson Foundation

     Securing two cooperative agreements with the Centers for Disease Control and Prevention

     Directing the Campaign for Oral Health Parity, a campaign to reach elected officials, the media and American households with oral health messages to support the Surgeon General's landmark Oral Health in America   

     Designing Smiles Across America, a national program helping communities build infrastructure for school oral health services
 

Klaus's most recent honors include a leadership award from the Dr. Edward B. Shils Entrepreneurial Education Fund, a 2007 Distinction in Public Service Award from the Friends of the National Institute of Dental and Craniofacial Research and a Special Friend Award from Special Olympics Special Smiles. OHA Board of Directors has established the Robert J. Klaus Distinguished Achievement Award for meritorious achievement in increasing awareness of oral health's importance to overall health.

 

OHA announced that George Rhodes, recently retired Vice President of Corporate Communications and Professional Relations at DENTSPLY, will serve as Interim President and CEO of OHA until Klaus successor is appointed. Rhodes has been with the organization for over 30 years as a corporate friend, OHA Trustee Advisor and as a member of the Board of Directors including terms as Vice Chair and Chairman of the Board. Rhodes has served as a Chairman of the American Dental Trade Association's Community Relations Committee and Director of ADEA. He is an Honorary Member of the ADA and an Honorary Fellow in the American College of Dentists.

 

ADHA Announces 2008-2009 Leadership

 

Diann Bomkamp, St. Louis, was inaugurated as the 2008-09 president of the American Dental Hygienists' Association on June 24at the association's Annual Session held in Albuquerque. Bomkamp has served in numerous positions within ADHA including District VIII trustee, Chair of the Council on Regulation and Practice and vice president. She also served on the Future of Dental Hygiene Licensure/Regulation Subcommittee.

 

Additional ADHA officers include: Lynn M. Ramer, Logansport, IN, president-elect and Caryn Solie, Sparks, NV, vice president. Remaining in their positions are Speaker of the House Kimberly Hickman-Bowen, Middleton, DE and Treasurer Hope Garza, Houston, TX.

Community Water Fluoridation Now Reaches More

 

Nearly 70 percent of U.S. residents who get water from community water systems now receive fluoridated water, according to a study by the Centers for Disease Control and Prevention. The proportion of the U.S. population receiving fluoridated water, about 184 million people, increased from 65.8 percent in 1992 to 69.2 percent in 2006, according to the study in the July 11 issue of Morbidity and Mortality Weekly Reports.

 

"Community water fluoridation is an equitable, cost-effective and cost-saving method of delivering fluoride to most people," said Dr. William Maas, director of CDC's Division of Oral Health. "We've seen some marked improvements; however, there are still too many states that have not met the national goal. The national goal is that 75 percent of U.S. residents who are on community water systems be receiving fluoridated water by 2010."

 

The second half of the 20th century saw a major decline in the prevalence and severity of dental caries, attributed in part to the increasing use of fluoride. Based upon studies and a systematic review, the U.S. Task Force on Community Preventive Services reported that fluoridation resulted in a median 29.1 percent relative decrease in dental caries. The report, "Populations Receiving Optimally Fluoridated Public Drinking Water- United States 1992-2006," provides the most recent information on the status of fluoridated water by state. Twenty-five states and the District of Columbia have met or exceeded national objectives, while 25 states need improvements. Three states (Colorado, Delaware and Nebraska) that previously reached the national objective dropped below the target by 2006.

Reports on Dental Healthcare Access Released at Capitol Hill Briefing

The Kaiser Family Foundation's Commission on Medicaid and the Uninsured (KCMU) and the Alliance for Health Reform cosponsored a July 25 Capitol Hill briefing, "Dental Health: Time to Address the Health Care System's Neglected Stepchild?" The briefing featured oral health in the context of the current focus on increasing access to healthcare and improving the quality of care. Among the panelists were Jack Bresch, ADEA Director of Public

Policy and Advocacy, Harry Goodman, Maryland Director of Oral Health, William Prentice, ADA Vice President for Government and Public Affairs and Burton Edelstein, Columbia University Professor of Dentistry and Public Health. The Commission released three new reports on dental care issues: Access to Affordable Dental Care: Gaps for Low-Income Adults; Filling an Urgent Need: Improving Children's Access to Dental Care in Medicaid and SCHIP and Dental Coverage and Care for Low-Income Children: The Role of Medicaid and SCHIP.
