January 19, 2012: "Providing Excellent Services: What Every Adolescent Sexual Health Provider Should Know"
Whether you're new to field of sexual health education or are a manager of health educators, this workshop provides vital information for you! To provide the best services you need staff and management that understand youth development issues, know their material well, and are skilled at communicating and relating to young people. The Adolescent Sexual Health Workshop (ASHWG) has created a set of criteria for hiring and evaluating adolescent sexual health providers that details all the skills and knowledge needed to make sure your programs and services are the best they can be. The development of the Core Competencies was modeled on the same procedures used to develop core competences for public health workers, nurses, social workers, therapists, and addiction counselors. Over 100 national experts in reproductive health gave input to the competencies over the two years of development.

Apply for the Great American Condom Campaign The Great American Condom Campaign is a youth-led grassroots movement to reduce unintended pregnancies and the spread of HIV and other sexually transmitted infections by normalizing condom use on college and university campuses. Students from across the country apply to become SafeSites, individual condom distribution points, and upon selection receive a box of 500 Trojan condoms to distribute to their peers. SafeSites are also tasked with educating their peers about safer sex and advocating on campus and within their community for the sexual and reproductive health and rights of young people. California HealthCare Foundation Invites Community Clinics to Apply for Patient Experience Action Community The California HealthCare Foundation is offering eight community clinics the opportunity to transform their patient experience through the Patient Experience Action Community program. In partnership with ExperiaHealth, a nationally recognized patient experience advisory firm, the foundation is inviting California community clinics to apply to participate in the two-year program, which designed to increase the use of new innovations in patient experience. The program is available only to California community clinics defined as an independent, nonprofit community-based clinic, such as a federally qualified health center, look-alikes, or free clinics. Selected clinics will receive $40,000 for their participation, one-on-one coaching sessions with experts from ExperiaHealth, peer networking and access to national experts, and national recognition. U.S. Dept. of Health and Human Services Decides Against Making Plan B One-Step Emergency Contraception More Widely Available
Last week the U.S. Department of Health and Human Services (HHS) Secretary Kathleen Sebelius did not accept the recommendation of the Food and Drug Administration to make Plan B One-Step emergency contraception (EC) available without a prescription to those under 17. Consequently, Plan B One-Step will remain available without prescription only to those 17 and older, and only behind the pharmacy counter (so that age can be verified). Those 16 and younger will still need a prescription to get emergency contraception. Read more
Report: California Schools Make Uneven Progress on Improving Sex Ed A new report by the ACLU shows that despite good state law, many schools don't provide complete information. The report indicates that although California's public schools have made great strides in the quality of sexuality education and HIV/AIDS prevention, many districts still teach inaccurate information that fails to provide young people with crucial health information and violates state law. The report reviews sex education in California public schools since the 2003 passage of a groundbreaking state law, requiring that this instruction be comprehensive, medically accurate and free of bias. The report, "Uneven Progress: Sex Education in California Schools," provides a snapshot of the state of sexuality education in California public schools based on a survey of school districts around the state. "Comprehensive sexuality education has been shown to delay sexual activity and to improve contraceptive use among teens who are sexually active. This leads to healthier outcomes for youth, a major win for all of society." The authors note that the state financial crisis has eroded many health programs and resources for young people, underscoring the importance of schools as the last stronghold in providing comprehensive sex education. Teen pregnancies in California have declined significantly over the past two decades, but the teen birth rate remains higher than in many developed nations. Additionally, rates of some sexually transmitted diseases, such as Chlamydia, remain high among California teens, particularly young people of color. Read the full report, including the findings and recommendations California Schools Brace for Fiscal Fallout Thousands of California public schools face the prospect of slashing up to a week of instruction, canceling bus services, or laying off nonteaching staff in the middle of this school year because state revenues are expected to fall below what the governor and lawmakers counted on when they approved the budget in June. On average, school districts are facing a loss of between $180 and $200 per student. That cut would come on top of the state zeroing out all funding for transportation, which totals nearly $250 million.
"The impact will be really severe for classrooms and students," said Paul Hefner, a spokesman for Tom Torlakson, California's superintendent of public instruction. "Everyone recognizes that times are difficult, but school districts have already done everything they can to trim their budgets." Read more
Landmark Settlement Puts Community-Based Mental Health Services for Foster Care Children on the Medi-Cal Menu of Services
Federal District Court Judge A. Howard Matz approved a landmark agreement in early December between advocates and the state of California that will provide intensive home- and community-based mental health services for children in foster care or at risk of removal from their families. The agreement in the class-action suit Katie A. v. Bonta comes nine years after the case was first filed. Under the ground-breaking settlement, California will make two types of mental health services, "Intensive Home-Based Services" and "Intensive Care Coordination," available to certain children under Medicaid. The state will also determine what parts of "Therapeutic Foster Care" services are covered under Medicaid and provide that service to certain class members. The settlement also requires California to improve its system of care for providing mental health services to foster youth by coordinating decision-making among state and local agencies, improving guidance to mental health care providers, and developing a consistent team approach to meeting the needs of eligible children and youth and their families. Read more Gynecologists Told to Prepare to Treat Transgender Patients The American College of Obstetrics and Gynecology has come out with a new statement for their members: it's time to prepare to work with transgender patients. To address the significant health care disparities of transgender individuals and to improve their access to care, ob-gyns should prepare to provide routine treatment and screening or refer them to other physicians, according to The American College of Obstetricians and Gynecologists. In a Committee Opinion published today, The College also states its opposition to gender identity discrimination and supports both public and private health insurance coverage for gender identity disorder treatment. "We need to make our offices settings that treat all patients with respect," said Dr. Buyers. The College offers ob-gyns suggestions on how to create an office environment that is welcoming to transgender patients. For instance, asking patients their preferred name and pronoun, posting non-discrimination policies, ensuring confidentiality, and offering sensitivity training for staff are all steps that signal acceptance and let patients know that they will be treated with dignity. | | Funds for Abstinence-only Sex Ed May Return
Advocates for Youth received word that Congress is trying to bring back dedicated funding for the abstinence-only-until-marriage programs that Congress' own studies show just don't work. We have all worked hard to eliminate two-thirds of federal abstinence-only funding. Advocates for Youth encourages you to fight hard to prevent backsliding. Over $1.5 billion dollars have already been wasted on these ineffective programs. Young people deserve better. President Obama and the Senate and House Leadership need to hear from you that abstinence-only-until-marriage programs are a waste of taxpayer dollars and have no place in the appropriations bill. Syringe Exchange Ban May Be Reinstated Syringe exchange programs are under attack in last minute Fiscal Year 2012 appropriations negotiations. There have been remarkable gains in prevention over the past two years due to syringe exchange programs, all of which would be lost if language reinstating the federal ban on syringe exchange is included in the FY12 budget package.
