Health Groups and School Districts Using Websites and Text Messaging to Reach Teens
Sex education is a thorny subject for most school systems. Shrinking budgets and competing academic subjects have helped push it down as a curriculum priority. In reaction, some health organizations and school districts are developing Web sites and texting services as cost-effective ways to reach adolescents in the one classroom where absenteeism is never a problem: the Internet. "When we ask young people what is the No. 1 way they learn about sex, they say, 'We Google it,' " said Deb Levine, executive director of ISIS Inc., an Oakland, Calif.,-based nonprofit organization that administers texting services and checks content for medical accuracy. Those who run digital programs say they simply want teens to have accurate information, to help them make good decisions. Even though popular culture is saturated with sex, facts and advice can be hard to find. Read more

SIECUS Launches A Five-Year Strategic Plan: "Creating a Sexually Healthy America"
The Sexuality Information and Education Council of the United States (SIECUS) has launched a strategic plan for the period of 2012 - 2016 that make significant progress toward Creating a Sexually Healthy America. SIECUS has advocates for the right of all people to accurate information about sexuality and sexual health, comprehensive education about sexuality, and sexual health services. While fundamental to being human, sexuality is also one of the most complex and politicized personal issues debated in the public arena. The success of SIECUS' education and advocacy efforts has proven that addressing sexuality honestly and openly can be a powerful force for achieving significant outcomes in public health, gender equity, and social justice. Their work puts SIECUS at the intersection of multiple issues: reproductive health; reproductive justice; HIV/AIDS; social justice; adolescent health; and, lesbian, gay, bisexual, and transgender (LGBT) equality. SIECUS actively engages with those relevant communities as well as those addressing the health and rights of disabled and socially and economically disenfranchised populations. Historically, we brought many of these different issues and communities together around the challenge of providing comprehensive sexuality education. In support of their new strategic plan, SIECUS is reframing and reprioritizing their programmatic, policy, and advocacy efforts under three strategic priorities for the period of 2012-2016

1. Sexual Health and Well-Being
2. Sexuality Education
3. Sexual Health Care Services

Each of these strategic priorities is interconnected; only by providing access to high-quality sexuality education and sexual health care services will we reach the goal of a public that enjoys sexual health and well-being throughout the lifespan. Greater detail about the strategic priorities, goals, and actions can be found in the full strategic plan here

Budget Update

The Senate passed H.R. 2055, an omnibus bill that includes appropriations for Labor, Health and Human Services, and Education (LHHS).  As passed, the omnibus appropriations bill:

  • Provides level funding for the Office of Adolescent Health Teenage Pregnancy Prevention Program (TPPP) at just under $105 million.
  • Maintains existing language establishing standards of evidence and evaluation.
  • Increases evaluation funding for TPPP from $4.5 million in FY 2011 to $8.5 million for FY 2012.
  • Adds $5 million for competitive grants for abstinence education, tied to the "A - H" definition for abstinence-only education (with no evidence criteria).
  • Allocates approximately $298 million for the Title X family planning program (a $2 million cut from the FY 2011 level), with no new restrictions (or "riders") on how these funds can be used.
  • Continues discretionary funding for Community Health Centers at $1.6 billion.
  • Did not block mandatory funding provided through the Affordable Care Act for the Personal Responsibility Education Program and home visiting grants, as had been proposed in the House LHHS Appropriations Subcommittee Chairman's plan.

The bill eliminates funding for the Adolescent Family Life Program (which was also zeroed out in the President's FY 2012 budget request earlier this year) and cuts $10 million from the Title V Maternal and Child Health Block Grant-from $656 million in FY 2011 to $646 million for FY 2012. Despite these cuts, it is encouraging that the bill maintains funding for most key programs to prevent teen and unplanned pregnancy. Unfortunately, the new funding for abstinence-only education does not include such standards. If you have comments regarding the bill, please contact your representative to let them know how important teen pregnancy prevention is, and to encourage them to require rigorous evaluation of abstinence-only programs should that funding continue.
