Thank you to everyone who participated in our Virtual Event the week before last! We had a great panel of leaders from around the state, representing teen pregnancy prevention programs, teen parent programs, male involvement, STI/HIV prevention, and more come together to talk about the important issues we're facing. From this discussion, we're moving forward with plans to foster the environment necessary to begin to form a strategic plan for adolescent sexual health in California.

This time we're taking the four priority areas identified on the call and breaking participants up into groups to talk about how we can begin to address them. |  Call for Proposals to Implement Parent-Child Education Programs AVANCE, Inc., a national nonprofit organization that provides parent and early childhood education programs along with other family support services, is accepting proposals from qualified nonprofit organizations serving low- income Hispanic families to expand the AVANCE Parent-Child Education Program. PCEP promotes community economic development, positive parenting skills and behaviors, school readiness, parental school involvement, adult education, and civic engagement to achieve a simultaneous impact on both parent and child. The program has been shown to improve the school readiness of children from birth to three years of age and has had a life-changing impact on Latino families through partnerships with community-based organizations. Applicants must be nonprofit 501(c)(3) organizations with the capacity to serve a minimum of twenty-five families. Get more info and apply here For Teens: Scholastic Arts and Writing Awards The Alliance for Young Artists & Writers, a nonprofit organization dedicated to recognizing the most talented teen artists and writers in the United States and Canada, has launched its call for entries for the 2012 Scholastic Art & Writing Awards. Creative teens in grades 7-12 are invited to submit work in twenty-eight categories of art and writing, including film and animation, video game design, sculpture, photography, fashion design, poetry, journalism, humor, dramatic script, and science fiction. Student submissions are judged on the regional level by the alliance's affiliates, with the top winning works then presented to national panels of creative leaders to determine which will receive the highest honors. Awards up to $10,000. To be eligible, students must be in grades 7-12 in a public, private, parochial, home-school, or out of school program in the U.S. or Canada, or in an American school abroad. Deadlines for submitting work vary by region and generally range from December 15, 2011, through January 15, 2012. Local education agencies are eligible for single awards ranging from $50,000-$2 million each year for up to three years. 2000s Dubbed "Lost Decade" for Young People and Young Families with Children
These briefs by Northeastern University economics professor Andy Sum highlight the toll unemployment and poverty have taken on young people and young families with children in the past decade, and the long-term effects this economic crisis will have on America's future workforce and its economic prosperity. Young families with children have been hit the hardest in what has been called "The Lost Decade" with close to two out of three families living in poverty. Deteriorating earnings for young adults since 1979 have affected their ability to form independent households, reduced marriage rates and increased the share of college graduates living at home. Nearly two million jobs have disappeared from the economy and rampant unemployment, hidden unemployment and mal-employment have affected the earnings of all young workers. SAMHSA Announces $42.6 Million in Grants for HIV/AIDS Programs
The Substance Abuse and Mental Health Services Administration (SAMHSA) is announcing $42.6 million in new grants to provide behavioral health services in communities most impacted by HIV/AIDS. Funding will be used to develop and expand networks of primary care, HIV/AIDS and behavioral health service providers serving racial and ethnic minorities with or at high risk for HIV/AIDS. Part of the National HIV/AIDS Strategy and the U.S. Department of Health and Human Services (HHS) 12 Cities Project, these grants accelerate comprehensive HIV/AIDS planning and cross-agency response in 12 U.S. jurisdictions that bear the highest AIDS burden in the country. "Combating HIV and AIDS in our communities of color is more crucial than ever because the rates of infection continue to grow," said SAMHSA Administrator, Pamela S. Hyde, J.D. "By improving access to prevention and treatment services for substance abuse and mental health conditions we can reduce risk for HIV infection and provide truly comprehensive health care for those living with the virus."
STD Kiosks Debut in California
New kiosks in L.A. County are helping to diagnose sexually transmitted diseases. In 2009, the county launched its "I Know" program, which allowed patients to order free at-home STD test kits online. The program's success has since inspired officials to take it a step further allowing patients to use kiosks and tablets deployed throughout the city to order home STD testing kits. They'll receive them on the spot as opposed to waiting for them to arrive by mail. Visitors simply use the kiosks to sign up for a home-testing kit, entering their information and reading a privacy disclaimer. The kiosk then prints out a mailing label and a form , which the user takes with her to a pharmacy or pick-up location to obtain the kit. The user will then conduct the test at home and then apply the label to printed from the kiosk to the vial for future verification. The patients can later obtain their results from the program website, or by calling a toll-free number. "The I Know program will now be everywhere that we can put a kiosk...and anywhere a woman has access to a computer or any phone," said Los Angeles County Supervisor Mark Ridley-Thomas. Ridley-Thomas said he hopes the kiosk program will help encourage those who may be afraid -- who may have no symptoms, but who have made some choices that put them at risk -- to take the first step toward getting help and taking a test in the privacy of their own homes. Women throughout the County will continue to be able to order kits from DontThinkKnow.org, or by calling the County STD Program's tollfree hotline number, 1-800-758-0880, to have test kits sent to them by mail.
Latina Voices: Findings from a Study of Latina Teen Childbearing in the Fresno and Los Angeles Areas A new study by the Bixby Center reports that in California and the U.S., teen birth rates have decreased dramatically, yet the pace of decrease has been slower among Latina teens than among any other racial/ethnic group. In 2007, 73 percent of all teen births in California were to Latinas. There has been no clear consensus regarding the reasons for the higher Latina teen birth rates. The study was conducted in response to the desire of California's Maternal, Child and Adolescent Health Program (MCAH) and Office of Family Planning (OFP) for information to guide actions to decrease the high Latina teen birth rate. New Study Reports on Latina Adolescents' Perceptions of Their Male Partners' Influences on Childbearing A new study published in the journal Culture, Health, and Sexuality, "Latina Adolescents' Perceptions of Their Male Partners' Influences on Childbearing: Findings from a Qualitative Study in California," explores the role that male partners play in the occurrence of pregnancy and their influence on teenage mothers' future plans in a sample of women pregnant with their first child. The study claims teenage births among Latina women living in the USA remain higher than any other racial/ethnic group. Qualitative analysis revealed that partners played a significant role in the use of contraception, timing and desire for pregnancy and young women's post-pregnancy plans for education, work and childrearing. Men's older age, concerns about contraceptive use and fertility, reluctance to use condoms, and readiness for parenthood put their partners at increased risk for pregnancy. More acculturated men were supportive of young women's educational goals in many cases, whereas less acculturated males subscribed to more rigid gender roles which required that their partners remain at home after the birth of their child. These findings have important implications for programs that seek to reduce teenage pregnancy in the US Latino population.
PNC Pledges Additional $250 Million to "Grow Up Great" Initiative PNC Financial Services Group has announced a ten-year, $250 million extension of its Grow Up Great early childhood education initiative, which has benefitted more than a million children since its launch in 2004. As part of its re-commitment to the effort, PNC also announced a $7 million expansion of its preschool science initiative, which was launched in 2009. The competitive grant program will fund regional science centers and nonprofit organizations that give children opportunities for inquiry-based science learning and experience-related activities that are both educational and fun. Other activities under the program include additional support for the professional development of teachers, support for expanding and diversifying employee volunteer programs, and continued support for PNC's advocacy efforts on behalf of quality early education among business leaders and public officials at all levels. "Research shows that for every $1 invested in early childhood education, there is a $16 savings for society," said PNC chairman and CEO James E. Rohr. "This additional funding over ten years allows us to reach more children, parents, and teachers during a time of tight federal and state budgets and increased expectations for a skilled workforce."

| Gov. Brown Signs AB499: HPV Vaccine Made Accessible to Minors
California Gov. Jerry Brown signed into law a bill allowing children as young as 12 to get vaccinated for HPV without their parents' consent. Brown announced Sunday that he had signed AB499, which lets minors get vaccinated against the virus known as human papilloma. Also known as HPVvarious strains of the virus are precursors cervical cancer. Under the bill signed by Brown, children will also be able to get other STD prevention treatments, including new medicines that help prevent HIV infection if given within 72 hours of exposure. Supporters, including public health officials, say the law will keep up with new prevention treatments and help slow the spread of disease among minors. Opponents, including religious leaders, pro-family organizations and Republican lawmakers, say it undermines parents' right to be involved in their children's medical decisions.HPV is the most common sexually transmitted disease. The bill's author, Assemblywoman Toni Atkins, D-San Diego, said it has become the world's second leading cause of cancer deaths among women, killing more than 400 Californians in 2008, the latest year for which statistics were available.
