Obama the Demings' last name was misspelled.
The correct spelling contains one "m'".
The National Office has received several
calls regarding NOBLE hosting an event during
the 2009 Presidential Inaugural. Executive
Director Lee is exploring the possibility of
hosting a NOBLE Inaugural Ball. The initial
cost per person is estimated between
$275-300. We will keep you apprised as
developments occur.

President Grayling Williams and the members
of the Washington, DC Metropolitan Area
Chapter are sad to announce the passing of
Mrs. Ethel Yvonne Brinkley, the wife of Life
Member, retired Forest Heights, MD Chief
Clifton Brinkley.
Mrs. Brinkley, 64, passed away November 19,
2008 at the Legacy Hospice House following a
long bout with Cancer. She was born in
Portsmouth, VA and
moved to Ocala in 2004 from Ft. Washington,
MD. She was a member of the New Covenant
Missionary Baptist Church of Ocala.
She was a College Associate Professor, and
was a member of the Alpha Kappa Alpha
Sorority, the American Association University
of Women and several teachers unions.
The family will receive friends from 12:00 pm
to 5:00 p.m. on Saturday and Sunday at
Roberts Funeral Homes Bruce Chapel West, 6241
SW State Rd. 200,
Ocala, FL 352-854-2266.
Funeral Services will be held at 1:00 p.m.
Monday, November 24, 2008 at the New Covenant
Missionary Baptist Church with Rev. Stanley
M. Jacobs, Sr.
officiating.
The Interment will be in Good Shepherd
Memorial Gardens.

| Joseph Bishop Appointed Chief of Police for Columbia, TN |
| |
President Napoleon Williams and the members
of the Chattanooga Regional Chapter are
pleased to announce the appointment of
Joseph Bishop as Chief of Police of the
Columbia, TN Police Department.
Chief Bishop served two years as a sheriff's
deputy before a thirty year career with the
Metropolitan Nashville Davidson County Police
Department where he retired as Deputy Chief.

| Nashville Promotes Louise Kelton to Deputy Chief and Anthony Carter to Commander |

President Napoleon Williams and the members
of the Chattanooga Regional Chapter are
pleased to announce the promotions of Louise
Kelton to Deputy Chief and Anthony Carter to
Commander of the Nasgville Metro Police
Department.
Chief Ronal Serpas has promoted North
Precinct Commander Louise Kelton to the
position of Deputy Chief, filling the vacancy
created by the retirement of Deputy Chief
Joey Bishop.
Kelton, a native of Great Britain, is a
28-year Metro police department veteran. She
was promoted to sergeant in 1987, lieutenant
in 1989, and captain in 2004. She was
appointed commander of the North Precinct in
May 2004, and, for the past four years, has
directed the police department's patrol and
investigative operations in the Bordeaux,
Madison, and Joelton areas of Nashville.
"Louise Kelton's dedication and commitment to
Nashville and this police department have
greatly impressed me over the past five
years," Serpas said. "She has the
experience, drive, and strong desire to
succeed in our collective crime fighting
initiatives. Louise is forward-thinking and
absolutely the right person to join our
police department's senior leadership team."
As a deputy chief, Kelton will head the
police department's Investigative Services
Bureau, which consists of the Criminal
Investigations Division, Domestic Violence
Division, Warrants Division, Specialized
Investigations Division, and Identification
Division.
Chief Serpas also announced that Captain
Anthony Carter, who currently oversees the
Special Operations Division, is being
appointed to the position of commander and
will succeed Kelton at the North Precinct.
Carter is a 34-year police department
veteran. In his most recent assignment as
captain of the Special Operations Division,
Carter is in charge of the police
department's Aviation, Canine, Traffic, SWAT,
Negotiation, and School Crossing Guard
components. Carter, for the past several
months, also oversaw all of the police
department's logistical planning leading up
to the presidential debate at Belmont University.

| |
The Project Hopeline phone collection program
has been extended until November 30, 2008, to
ensure that each chapter gets an opportunity
to participate.

| The Law Enforcement Agency Directors of South Western Pennsylvania Bestow Outstanding Performance Award on Jill Smallwood-Rustin |

President Eugene Beard and the members of the
Pittsburgh Chapter report that on November
17, 2008, the Law Enforcement Agency
Directors (L.E.A.D.) of South Western
Pennsylvania recently held an awards ceremony
at the Federal Reserve Bank in downtown
Pittsburgh, Pennsylvania.
This award identifies personnel for
outstanding performance in law enforcement.
Associate Member's
Representative, Pittsburgh Detective Jill
Smallwood-Rustin was among the recipients
honored.
Below is an excerpt from the program
booklet:
On 6/16/2007, Pittsburgh Mayor Luke
Ravenstahl and Pittsburgh Bureau of Police
Chief Nathan Harper unveiled plans for a new
initiative to enlist the assistance of faith
based institutions to elevate public
awareness regarding the devastation caused by
handguns, assault weapons and homicide in our
communities.
Detective Rustin of the Firearms Tracking
Unit created a powerful graphic presentation
depicting the impact of
illegal weapons in the hands of irresponsible
people.
Topics included gun theft, responsible gun
ownership, the importance of reporting lost
or stolen weapons and straw purchases. She
also included a desperate plea for gun owners
to secure their weapons. Approximately 600
gun locks were distributed during these
presentations free of charge.
"Detective Rustin exemplifies and epitomizes
the type of candidate who goes beyond the
mandated requirements of her position and
uses the knowledge gained to educate our
communities. The Pittsburgh Bureau of Police
is proud to honor her as our 2008 LEAD Award
recipient".

their respective communities. These
partnerships take on various forms but they
all have the same result, NOBLE making a
positive difference in the communities we
serve.

Valerie Shuford, our Conference Coordinator
found a website that might be useful to your
schools or possibly the Greater Philadelphia
Chapter's Mentoring Center. The GSA,
Computers for Learning (CFL) website.
The CFL program evolved as a guide for
implementing Executive Order 12999,
Educational Technology: Ensuring Opportunity
for all Children in the Next Century. The
executive order encourages agencies, to the
extent permitted by law, to transfer
computers and related peripheral equipment
excess to their needs directly to schools and
some educational nonprofit organizations. The
CFL program specifically matches the computer
needs of schools and educational nonprofit
organization with excess equipment in Federal
agencies.
Oftentimes, you can make a difference without
a monetary commitment, you can contribute by
providing useful information about
opportunities that will allow others to help
themselves.

The National Institute of Justice (NIJ) is
developing an equipment standard for
vehicular digital recording systems used by
law enforcement to record events in and
around patrol cars. NIJ provides objective,
independent, evidence-based knowledge and
tools to enhance the administration of
justice and public safety. NIJ does not
intend to award a contract on the basis of
this RFI or to otherwise pay for information
received in response to this RFI.
This RFI is issued solely to solicit
technical input from Industry (i.e.,
manufacturers and testing laboratories) for
consideration by NIJ as it develops a
performance standard for vehicular digital
recording systems.
No product demonstrations or marketing
presentations will be scheduled as a result
of this research/information gathering
announcement.
Specifically, through this RFI, NIJ seeks to
gather test methodologies and performance
requirements that Industry representatives
feel should be included in the standard
currently being developed, along with the
rationale for these suggestions. These
include test methodologies and performance
requirements that address, but are not
limited to, camera and audio device
functions; safety; and recording, transfer,
and security of video and audio. If a test
method being suggested is currently in use,
NIJ is interested in learning why that
particular method and applicable parameters
were chosen and what information the test
results provide.
Responses to this RFI should be submitted no
later than November 24, 2008 in order to
ensure full consideration. The narrative
section of your response (summary of
recommendations) should not exceed 7
double-spaced pages. Company information,
abstract, table of contents, charts, figures,
appendices, and data and information
supporting the recommendations, do not count
toward the 7-page limit for the narrative
section. Responses should be sent via
overnight express mail or e-mail attachment
to the contact person below, and include the
vendor's company name, address, point of
contact name, e-mail address, and telephone
number. Any proprietary or company
confidential information provided in the
response must be clearly marked on every
applicable page of the response provided.

| Prospective Member: Richmond, Virginia Chief Bryan Norwood |

President John Dixon and the members of the
Central Virginia Chapter are pleased to
announce the investiture of Bryan Norwood as
the 16th Chief of the Richmond, VA Police
Department on November 3, 2008.
Several area chiefs of police along with City
Council members joined over 250 people and
the media to celebrate the swearing- in
ceremony at Virginia Union University.
On November 6, 2008, Chief Norwood attended
Richmond Police Department's annual NOBLE
Central Virginia Chapter (CVC) meeting where
he addressed the members. He spoke with our
President, Petersburg Chief John Dixon. I'm
sure NOBLE CVC will be welcoming an
additional member in the near future to our
family.
Selected by Mayor L. Douglas Wilder in
October 2008, 42-year old Chief Norwood comes
to Richmond from Bridgeport, Connecticut,
where he became Chief of Police in 2006.
Chief Norwood has worked more than 19 years
in the police departments of New Haven and
Bridgeport, Connecticut. He has worked in
such capacities as community patrol,
narcotics, homicide, robbery, and burglary.
He has also worked as a liaison to the FBI
and Connecticut Homeland Security. He served
as a special agent for the U.S. Drug
Enforcement Administration in New York during
an undercover investigation of international
drug trafficking.
In Bridgeport, Chief Norwood focused on a
strong community policing component, which
included community meetings, walking tours of
neighborhoods with top staff members, and the
utilization of bicycles and Segways as
alternative patrols. Violent Crime Dropped 35
percent and homicides were down 50 percent
during his two-year tenure. He also
established the Neighborhood Enforcement Teams.
Chief Norwood is a graduate of Hampton
University with a Bachelor's in Psychology.
He also is a graduate of the Senior
Management Institute for Police at Harvard
University.
In Richmond, he oversees the management of
759 sworn offices, 268.5 civilian employees
and an annual budget of more than $79 million.

| Delaware State University New Student Orientation and NOBLE Mentoring Program |
| |
On Monday, August 25, 2008, eighteen (18)
members turned out in support of Delaware
State University (DSU) New Student
Orientation program. As a result of the
positive show from members, there was
sufficient manpower to have two or more NOBLE
members in each of the dormitories that
houses freshman students.
A recent document submitted by Cpl. Reggie
Laster, Committee Chairman states:
"This program allowed members of our chapter
and other law enforcement professionals to
speak to incoming freshman at Delaware State
University (DSU), in hopes of helping them
with their matriculation at DSU. The theme
of the program was "Preparing for Your
Journey. Everyone involved did an
outstanding job, and I have received nothing
but positive feed-back from the DSU staff.
While the overall theme was "Preparing for
Your Journey", the speakers touched on the
following focus areas: Attitude, Academics,
Consequences, and Results. The program was
uplifting and encouraging to the students..."
Members in attendance echoed these sentiments
and agreed this was a positive interaction
that not only bears repeating at DSU, but
should be shared with other Universities.
Sergeant Pledge Sanders stated that the
timing of this event was paramount, and
enforced the messages the students were
receiving from their Resident Managers. In
addition, it was noted that the exceptional
behavior of the students in attendance at
school functions immediately following this
session, was a direct result of the positive
impact imparted by NOBLE members, according
to Capt. Belinda Baker of DSU Police Department.
Chairman Laster stated "I hope to use this
program as a platform of support for the
young men and women who attend this
Historically Black Institution."
