Dear NOBLE Family:
These are exciting times for our country and
I strongly encourage everyone to participate
in the electoral process. However, during
this election year we need to be diligent and
mindful of our status as a 501(C)(3)
organization and the prohibitions that are
placed upon our organization regarding
involvement with political activities. As an
organization with such status we can NOT
support or oppose a candidate of any party
and we need to make sure that any activity we
engage in as an organization does not violate
those and other prohibitions.
The IRS states "Organizations that are exempt
from income tax under section 501(a) of the
Internal Revenue Code as organizations
described in section 501(c)(3) may not
participate in, or intervene in (including
the publishing or distributing of
statements), any political campaign on behalf
of (or in opposition to) any candidate for
public office."
The IRS has very clear guidance as to which
activities we can get involved with and
support and not violate our 501(c)(3) status.
We would greatly appreciate it if the
proposed event is detailed as to the nature
of the event (what is involved; NOBLE
participation; date; time; other
organizations involved; and location) at a
minimum.
We would ask that you please do provide
adequate time for NOBLE National to review
the proposed event/activity and comment on
the activity or event, we respectfully ask
for at least 3 days written notice.
Should anyone in an official NOBLE capacity
have a question about an activity they wish to
participate in, please have that event or
activity cleared by the National Office.

| Mrs. Bonnie Mayes Passes, Was Mother of Northern IL Chapter President |
| |
Vice President Earnest McCowen and the
members of Region Four are sad to report the
passing of Mrs. Bonnie Mayes the mother of
Mother of Northern IL Chapter President
Willie Mayes on September 14th.
Services for Mrs. Mayes were held on
September 22, 2008.

| Roger S. Terry, Sr. Retires from Montclair, NJ PD but Public Service Continues |
| |
President Jiles Ship and the members of the
Northern New Jersey Chapter are pleased to
announce the retirement of Deputy Chief Roger
S. Terry of the Montclair, NJ Police
Department.
Terry's retirement after 35 years was
short-lived as he was recently elected to the
Montclair Township Council and during a
restructuring was appointed Deputy Mayor.
"I've given my entire life to the
community," said Terry in a Montclair Times
interview. He acknowledged his wife, Roslyn,
for her continued support and noted his deep
family ties to Montclair.
Throughout his personal and professional
career, Roger has worked to improve the
quality of life for Montclair residents of
all ages. He has helped structure the School
Emergency Management Plans, and he has worked
with the Montclair Explorers Post. Roger was
also a founder of the local Police Athletic
League and has been a liaison to the Civil
Rights Community Relations Commission.
Roger attended Montclair State College. He
and his wife, Roslyn, are both
second-generation graduates of the Montclair
Public School System. The 33-year residents
of the 4th Ward are the proud parents of
third-generation Montclair Public School
alumni Roger, Jr., a police officer at UMDNJ
and Rhonda, a senior manager with Horizon
Blue Cross Blue Shield. The Terrys also
serve as surrogate parents to Roger's nephew
and niece, William and Amenia, both sergeants
in the United States Army; William is
currently serving a second tour in
Afghanistan and Amenia is stationed at the
Pentagon. The Terrys are the doting
grandparents of Kiana, Roger, III, Gary,
Hailey, Tori and Amber.
A retirement dinner will be held on
Wednesday, October 15, 2008 at 7:00 P.M. at
the Il Tulipano Restaurant located at 1131
Pompton Avenue, Cedar Grove, NJ 07009

| NOBLE Hurricane Ike Relief Fund |
| |
NOBLE members throughout the swath of
Hurricane Ike suffered devastating losses,
particularly in Texas, Louisiana and Ohio.
Fortunately, the losses resulted in property
damage but is some cases the members' homes
are uninhabitable due to major structural
damage.
We have been in touch with the Regional Vice
Presidents for the affected areas and they
advise that the resolve of our members is strong.
We have established the Hurricane Ike Relief
Fund to assist those affected members.

| Houston Chapter to Participate in Law Enforcement Day at the Houston Youth Ranch |
| |
President Vera Bumpers-Pentecost and the
members of the Houston Chapter have announced
that the chapter will participate in the
Houston Youth Ranch (HYR) 15th Annual Law
Enforcement Youth Day. The HYR is a
non-profit organization dedicated to reducing
youth crime and violence in the community,
and supporting education.
Law Enforcement Youth Day will take place on
Saturday, October 4, 2008, from 10:00 a.m. -
2:00 p.m.
Members from Federal, state, and local law
enforcement agencies are expected to
participate and display some of the equipment
they utilize in accomplishing their missions.
The goal of this event is to allow Houston
area youth and their families an opportunity
to interact with law enforcement in a
positive environment.

| FBI Accepting Applications For Honors Intern Program |
| |
Each summer, a special group of outstanding
undergraduate and graduate students are
selected to participate in the FBI Honors
Internship Program in Washington, D.C., or at
a Regional Computer Forensics Laboratory
(RCFL) located throughout the US (www.rcfl.gov).
Interested applicants should continue to view
the website for updates and instructions on
how to apply for the summer 2009 Honors
Internship Program. The application deadline
for the summer 2009 program is September 30,
2008.

| Anthony Woodson Promoted to Deputy Chief of East Orange PD |
| |
President Jiles Ship and the members of the
Northern New Jersey Chapter are pleased to
announce that Captain Anthony Woodson was
promoted to Deputy Chief of the Eats Orange
Police Department on Tuesday.
"We're building our team and command staff
to take us into the future," Police Chief
Ronald Borgo said just before the promotion
ceremony at City Hall. "It's a great day for us."
Chief Borga promoted three new deputy police
chiefs, three new captains, five new
lieutenants, and ten sergeants to the 283
member force.
Deputy Chief Woodson, will command the patrol
division. He is a 34-year veteran of the
police department. He served as a detective
in 1976 and was promoted to sergeant in 1990;
lieutenant in 2000; and captain in 2005.
Woodson, has received numerous commendations
and command citations for excellent duty.

| David Cobb Passes |
| |
President Ralph Godbee and the members of the
Metro Detroit Chapter report the passing of
Sergeant David Cobb of the Detroit Police
Department.
Cobb, who was suspended from the department
following the confession of a hit man who
alleged that he was hired by Cobb to kill his
wife in 2007 for her insurance money. Cobb
apparently committed suicide in a Sterling
Heights park.
