| Hampton Roads Past President Named Chief of ODU Police |
| |
President Gabriel Morgan and the members of
the Hampton are pleased to announce that
Immediate Past President and Co-chair of the
2009 Annual Conference Rudolph Burwell has
been appointed Director of the Office of
Public Safety and Chief of Police for Old
Dominion University.
Burwell, who served as ODU's assistant chief
for the past five years, is a 30-year veteran
of the Norfolk Police Department, where he
served in the first and second patrol
divisions, K-9 unit and emergency response
unit, and was a detective for the training
and inspections divisions. As ODU's assistant
chief, Burwell was head of the Administration
and Planning Bureau and served as the
university's emergency preparedness planning
officer, during which time he secured several
FEMA grants to address emergency and critical
incidents needs.
"The university is very fortunate to have
Rudy Burwell as our chief of police," said
Robert L. Fenning, vice president for
administration and finance. "Not only has he
demonstrated his knowledge and experience of
law enforcement as a member of the ODU police
department, but his substantial experience in
senior positions with the Norfolk Police
Department will continue to enhance the
ongoing relationship the university has with
the city."
Burwell earned his bachelor's degree in
criminal justice from Saint Leo University in
Florida and is a graduate of the FBI's
National Academy in Quantico, Va. He is the
recipient of many awards and commendations,
including an Outstanding Community Service
Award from the city of Norfolk, an
Outstanding Service Award from the Norfolk
Police Department and a Community Partnership
Award from the Norfolk Civic League.
Currently he is the president of the Hampton
Roads chapter of the National Organization of
Black Law Enforcement Executives (NOBLE).
As director of public safety and chief of
police, Burwell will oversee a campus police
force of 49 members and 70 security officers
whose primary purpose is to support the
university through the maintenance of a safe
and secure environment and the provision of
needed general and emergency services. Public
safety services include emergency response,
crime prevention programs, criminal
investigations, 24-hour campus-wide patrols
and student escort services.
The ODU police department, which is
responsible for enforcing federal, state and
local statutes and university regulations,
utilizes patrol cars, motorcycles, bicycles
and segways to monitor the campus and respond
in emergencies. Officers are on duty 24 hours
a day, seven days a week.
William Quinn, who was ODU's acting director
of public safety and police chief since 2002,
did not apply for the position and will
continue to serve the university as assistant
police chief until his retirement.

Jill Smallwood-Rustin, the National Associate
Member's Representative and Region Two Vice
President Spencer Giles would like to
announce that Pittsburgh Chapter President
Reverend Eugene Beard Jr. will be installed
as the Pastor of Triune Baptist Church on
September 14, 2008 at 3:00 p.m.

| What You Don't Know About Dr. King's "I have a Dream" Speech |

If you look at page 33 of the NOBLE History
Book you will see two photos. The first is
of Dr.
Martin Luther King, 'making his famous, "I
have a Dream"
speech at the Lincoln Memorial in Washington,
DC. and the second is a group photo of several
Jersey City police officers.
Officer Charles Jackson is in both photos.
The link below features an ABC News piece on
the people who were on the stage with Dr.
King that day.
I Have a Dream
I say to you today, my friends, that in spite
of the difficulties and frustrations of the
moment I still have a dream. It is a dream
deeply rooted in the American dream.
I have a dream that one day this nation will
rise up and live out the true meaning of its
creed
--- "We hold these truths to be self evident,
that all men are created equal."
I have a dream that one day on the red hills
of Georgia the sons of former slaves and the
sons of former slave owners will be able to
sit down together at the table of brotherhood.
I have a dream that one day even the state of
Mississippi, a desert state sweltering with
the heat of injustice and oppression, will be
transformed into an oasis of freedom and
justice.
I have a dream that my four little children
will one day live in a nation where they will
not be judged by the color of their skin but
by the content of their character.
I have a dream today.
I have a dream that one day the state of
Alabama, whose governor's lips are presently
dripping with the words of interposition and
nullification, will be transformed into a
situation where little black boys and black
girls will be able to join hands with little
white boys and white girls and walk together
as sisters and brothers.

I have a dream that one day every valley
shall be exalted, every hill and mountain
shall be made low, and rough places will be
made plains, and the crooked places will be
made straight,and the glory of the Lord shall
be revealed, and all flesh shall see it together.
This is our hope. This is the faith with
which I return to the south. With this faith
we will be able to hew out of the mountain of
despair a stone of hope. With this faith will
be able to transform the jangling discords of
our nation into a beautiful symphony of
brotherhood. With this faith we will be able
to work together, to pray together, to
struggle together, to go to jail together, to
stand up for freedom together, knowing that
we will be free one day.
This will be the day when all of God's
children will be able to sing with a new
meaning "My country 'tis of thee, sweet land
of liberty, of thee I sing. Land where my
fathers died, land of the pilgrim's pride,
from every mountainside, let freedom ring."
And if America is to be a great nation this
must come true. So let freedom ring from the
prodigious hilltops of New Hampshire. Let
freedom ring from the mighty mountains of New
York. Let freedom ring from the heightening
Alleghenies of Pennsylvania.
Let freedom ring from the snow capped Rockies
of Colorado.
Let freedom ring from the curvaceous peaks of
California.
But not only that --- let freedom ring from
Stone Mountain in Georgia.
Let freedom ring from Lookout Mountain of
Tennessee.
Let freedom ring from every hill and molehill
of Mississippi. From every mountainside, let
freedom ring.
When we let freedom ring, when we let it ring
from every village and every hamlet, from
every state and every city, we will be able
to speed up that day when all of God's
children, black men and white men, Jews and
Gentiles, Protestants and Catholics, will be
able to join hands and sing in the words of
the old Negro spiritual,
Free at last! Free at last! Thank God
Almighty, we are free at last!

| Central Virginia Chapter to Host Training |
| |
President John Dixon and the members of the
Central Virginia Chapter are sponsoring two
training programs during the month of September:
- September 10 - "Supervisory Techniques
for the Non-Supervisor;"
- September 17 - "Gang Awareness
Train-the-Trainer."
The gang awareness training is being held in
partnership with the Virginia Office of the
Attorney General. Both training programs
will be held at Petersburg's Historic Union
Train Station, 103 River Street, Petersburg, VA.
For your convenience and PROMPT registration
for both training programs, the agendas and
registration forms for each are attached.
Both programs have been approved for DCJS
in-service credits. The 8-hour
non-supervisors training has been approved
for 8 hours of career development credits.
The Gang Awareness Train-the-Trainer has been
approved for 1 hour of legal and 3 hours of
career development.
The 8-hour, in-service training, "Supervisory
Techniques for the Non-Supervisor," will be
held on Wednesday, September 10, 2008, from
8:00 a.m. to 5:00 p.m. This course is
designed to provide information about
supervision to those officers and civilians
who have not been exposed to formal
definitions of supervision and would like to
have some understanding of it. To facilitate
the registration process and ensure proper
seating, please notify us of personnel from
your agency who will be attending this
training by September 3. There will be a $75
registration fee for the non-supervisory
training.
The "Gang Awareness & Reduction" training,
being offered in conjunction with the Office
of the Attorney General, will be held, free
of charge, on Wednesday, September 17,
1:00-5:00 p.m. This course will prepare
attendees to provide training to other
members of your agency and/or the community
in understanding and recognizing gang
function, signs, and gang mentality.
Information on updated Virginia gang laws
will also be provided. The registration
deadline for the gang awareness training is
September 12.

additional copies of the attached
registration forms. Please be sure to
register for the training programs by the

| Federal Government Law Governing High-Visibility Vests for Emergency Responders Goes into Effect November 24th |
| |
On November 24, 2008, a new federal
regulation (23 CFR 634) goes into effect
mandating that anyone working in the
right-of-way of a federal-aid highway must be
wearing high-visibility clothing that meets
the requirements of ANSI / ISEA 107; 2004
edition class 2 or 3. This requirement will
apply to all emergency responders.
The Code of Federal Regulations Title 23
(Highways) Part 634 was originally published
in the Federal Register Vol 71, No 226, pp
67792 - 67800.

| Willi Ellison: Outreach on an International Level |
| |
On August 19th, we invited all the kids from
Morning Star Training Center over to the
house for a cook-out and swim party. This is
the first time that anyone invited the
orphans to their private home for a
fellowship. As you see from the photo, the
kids had great time and really enjoyed
themselves.
Thanks to your contributions, we provided
each child with school supplies, underwear,
and socks. Voila finely came through with
book bags and a soccer ball for each child.
We were also able to purchase six batteries
to help power their home and a new 10 foot
folding table which they requested. We may
have some additional funds coming in to
obtain other needed items for them.
Several of the UNPOL officers, UN personnel,
staff, and friends were able to come over and
share in the festive occasion with the kids.
Pastor Bill Carter (Director of the Center)
sends his sincere appreciation for your
generosity.
Thanks again for you support, prayers, and
thoughts.

Eugene Lewis is Chief of Police for the
Alvin Independent School District. He
previously served as Chief of Police for the
Galveston Independent School District.
The Texas School Safety Center at Texas State
University recently honored Chief Lewis with
their "Lifetime Achievement Award" during
their annual School-Based Law
Enforcement Conference in Corpus Christi.
Lewis was honored before an audience
of nearly 500 of his colleagues and peers
from around the state.
The Texas School Safety Center is
legislatively mandated to serve as a central
location for school safety information and to
provide schools with research,
training, and technical assistance to reduce
youth violence and promote safety
in the Texas.
