  • To My NOBLE Family:

    Wow what a week!!! For those attending the New York National Conference, you know exactly what I mean. First, let me thank Region I, the New York Chapter, the New York Police Department, and the countless volunteers who made this conference so special. You set a bar and are to be commended for coming together, and making this a fabulous conference. As your current President, I am honored and humbled that you have placed your faith in me for the ensuing year. I recognize that were it not but for God's grace and mercy I would not be in this position. For those unable to attend the conference, my remarks are contained on the website and as a link to this article. We have already begun work on achieving NOBLE's goals and I am seeking your assistance.

    NOBLE would not have been successful during the past year were it not for the leadership of Immediate Past President Chief (Ret.) Douglas DeLeaver. He opened numerous doors for our organization, and we are all grateful for him advancing NOBLE's agenda on the National landscape. I look forward to Chief DeLeaver's sage advice during my tenure.

    This year marks several historical events for our great organization. For the first time in NOBLE's history we now have a First and Second Vice President. Deputy Chief Ernest Green and Chief Patrick Melvin were elected to these offices and I am excited to work with them and the entire National Executive Board.

    Delegates to the conference also voted on elevating the Youth and Retiree Committees to standing committees. These actions will allow NOBLE to harness the vast experience of our retired members, as well as design long-term agendas to meet the needs of youth in our communities.

    Additionally, NOBLE engaged in a proactive effort with a corporate partner to collect used cell phones. The proceeds from this effort were turned back into a local community to enhance the prevention of domestic violence.

    Finally, NOBLE partnered with Howard University and produced research addressing juvenile violence in several target cities.

    If you are not actively involved in a Chapter or your Region, we need your help. For it is at those levels and through our various committees that NOBLE's work is accomplished. Often during the past several years, I have heard members state they do not know what is going on. Your direct involvement in Chapter and Regional activities allows you to have direct access to issues NOBLE is addressing within our various communities.

    I encourage you to reach out to me with your thoughts as we move forward. Together, we can continue to be "the conscience of law enforcement."

  • Charles Tubbs Named Wisconsin Capitol Police Chief

    Department of Administration Secretary Michael Morgan announced that Charles Tubbs will serve as the new Chief of the Capitol Police Force.

    "Mr. Tubbs has a long and distinguished career in law enforcement both in the state and nationally. Based on his experience and expertise, Mr. Tubbs will provide the leadership necessary to safeguard the citizens visiting our state government facilities and state officials and employees," Secretary Morgan said.

    Mr. Tubbs' law enforcement career spans 34 years. He is currently the Administrator of the Wisconsin Division of Juvenile Corrections where he manages five state juvenile correctional facilities housing 600 youths and directs community juvenile supervision programs for 250 juveniles, as well. Mr. Tubbs has also served as the Beloit Deputy Chief of Police and been appointed to a number of boards and commissions dealing with law enforcement issues and policies over the years.

    Mr. Tubbs also has extensive expertise in emergency preparedness. He lectures and serves as an adjunct instructor for a number of U.S. Department of Homeland Security courses and programs and for the National Emergency Response and Rescue Training Center Weapons of Mass Destruction program.

    Mr. Tubbs will assume his responsibilities as the new Chief of Capitol Police on or around September 1, 2008.

  • L.C. Riley Passes Father-in-Law of Charles Cooke

    President Napoleon Williams and the members of the Chattanooga Regional Chapter sadly announce the passing of Mr. L.C. Riley, father-in-law of Past Chapter President and retired Chattanooga Deputy Chief of Police Charles Cooke.

    Funeral services will be held on Saturday, at 1:00 p.m. Friendship Community Church Bishop Sean Teal officiating. Interment will be in Lakewood Memory Garden, East.

    The family will receive friends from 7-8 p.m. on Friday, at John P. Franklin Funeral Home, 1101 Dodds Ave. Chattanooga, TN. (423) 622-9995.

  • Verizon Wireless Presents HopeLine Law Enforcement Partnership Award to NOBLE's South Florida Chapter

    Verizon Wireless, a recognized corporate leader for its commitment to raising awareness of domestic violence, presented the South Florida chapter of the National Organization of Black Law Enforcement Executives (NOBLE) with a HopeLine(R) Law Enforcement Partnership Award at NOBLE's annual conference in New York. The HopeLine award recognizes members of law enforcement for their work in domestic violence prevention and awareness.

    In recognition of the South Florida chapter's efforts, Verizon Wireless will donate $2,500 to Women In Distress, the leading domestic violence services agency in Broward County, Fla.

    As part of a nationwide phone collection drive organized by NOBLE, the South Florida chapter collected several hundred no-longer-used wireless phones during the months of May and June. Collection boxes were placed in various police and sheriff's departments, including the Broward County Sheriff's Department, the Miami-Dade Police Department and the Palm Beach Police Department, and officers and the public were invited to donate.

    Phones given to HopeLine that can be refurbished are sold for reuse and those without value are disposed of in an environmentally sound way. Proceeds from the HopeLine program are used to provide wireless phones and grants to local shelters and non-profit organizations that focus on domestic violence prevention and awareness.

    Since the HopeLine program was created in 1995, Verizon Wireless has supported the domestic violence prevention and awareness efforts of law enforcement and government agencies in communities nationwide. Verizon Wireless' support includes donating wireless phones and service, high- speed BroadbandAccess Internet service and cash grants to prosecutors, detectives and other personnel in local government domestic violence units; sponsoring phone collection drives in cooperation with local sheriff and police departments; and partnering with several states' Attorneys General offices to create campaigns around elder abuse, teen dating and other domestic violence issues.

    The HopeLine Law Enforcement Partnership Award honors the efforts of public safety personnel and organizations across the country committed to reducing domestic violence, providing support to victims, raising awareness of the issue and educating communities about domestic violence. Previous HopeLine Law Enforcement Partnership Award honorees include: New Orleans Police Department Superintendent Warren Riley; Chief Gary Gemme of the Worcester, Mass., Police Department; former Florida Attorney General Charlie Crist; and the New Orleans Police Foundation.

    President John Dixon and the members of the Central Virginia Chapter are pleased to announce that our CVC Member, Sterlita 'Lisa' Nicholson, was promoted to the Virginia Information Technologies Agency as their Public Safety Communications Project Manager.

    Her duties include but are not limited to the following: Provide support of all of VITA's statutory responsibilities and assist in the implementation of enhanced 9-1-1 throughout the Commonwealth, with particular emphasis on the following:
    (1) Supporting the activities of the Wireless E-911 Services Board;
    (2) Provide project management, development and coordination to assist in the statewide deployment and maintenance of enhanced wireless emergency telecommunications services and technologies;
    (3) Developing plans, policies, standards, and guidelines as required for public safety communications;
    (4) Completing special projects and studies assigned by the IT Investment Board, Commonwealth CIO, or General Assembly.

    Lisa oversees the management of multiple and highly complex E-911 projects, including initiation, planning, execution, and closure. She assists in the development of the comprehensive work program for the Integrated Services Program Division while providing support for the resulting plan; she provides ongoing, effective support to the Wireless E-911 Services Board as they contribute to work program activities

    Greetings from the Board of Directors of the National Law Enforcement Officers Memorial Golf Classic. The August 15, 2008 deadline for Tournament Registration is rapidly approaching.     The National Law Enforcement Officers Memorial Golf Classic, a Non Profit Corporation, is dedicated to providing a memorable Golf Experience, while providing awareness of The National Law Enforcement Officers Memorial Fund and assisting in securing the future of the National Law Enforcement Officers Museum. This tournament is a success due to the Men and Women who attend and generously support the NLEOMF. The proceeds raised support the maintenance of the Memorial, the annual Candlelight Vigil, research and the campaign to build the National Law Enforcement Museum.

  • Chicago Metropolitan Chapter to March in Bud Billiken Parade

    Happy summer greetings members and friends, this Saturday, August 9, 2008 is the annual Bud Billiken Parade in Chicago. NOBLE will be taking part in the parade again. Please come out, put on your walking shoes and march tall with NOBLE in the Bud Billiken Parade. We will meet Saturday at 9:00 am, on the corner of 39th Street and King Drive to group up. With your agency permission, we ask all NOBLE members to please wear your uniform, if not wear your NOBLE shirts. President Eugene Williams also requests all Command level NOBLE members to wear their uniforms.

    Along with the Golf Tournament, we also have an annual fall banquet, at which time we recognize and highlight the accomplishments of local community leaders.
