been abolished and the blessings of liberty
were finally extended to African Americans.
On this occasion, we recognize the many
contributions that African Americans have
made to our great Nation and honor the legacy
of diversity that America has embraced.
Today is an opportunity to recommit ourselves
to confronting injustice wherever we find it
and upholding the dignity of all people. By
doing so, we protect the freedom and
democratic ideals that will keep America
strong for generations to come.

Justice Department Evaluation Finds DNA Technology Increases Chances of Arrest |
|
The use of DNA technology results in a higher
probability of arrest for all property loss
crimes, according to a study released today
from the Department of Justice's National
Institute of Justice (NIJ).
The study found that obtaining DNA samples in
property crimes dramatically increases the
chances of a burglar being caught and is more
cost -effective in the long run to law
enforcement, according to an experimental
five city project evaluation.
"The information gained from this study will
be valuable to other cities and communities
interested in collecting DNA evidence in
property crimes," said OJP Acting Assistant
Attorney General Jeffrey L. Sedgwick. "It
provides valuable information and best
practices about collecting DNA at burglary
scenes. It could lead to major changes in law
enforcement policy and practice."
NIJ, a division of the Office of Justice
Programs, funded the study through a
competitive grant process, with an
independent evaluation being conducted by the
Urban Institute. Additional findings include:
� When DNA evidence is analyzed in property
crimes, twice as many suspects are
identified, twice as many suspects are
arrested, and more than twice as many cases
are accepted for prosecution compared to
traditional investigation (which do not use
DNA evidence);
� DNA is at least five times as likely to
result in a suspect identification compared
with fingerprints;
� Suspects identified by DNA had at least
twice as many prior felony arrests and
convictions as those identified by
traditional investigation.
In 2005, NIJ provided funds to five
cities-Denver, Colo; Topeka, Kan; Phoenix,
Ariz; Los Angeles, Calif; and Orange County,
Calif;-to experiment with DNA evidence
collection in property crimes. The experiment
was designed to determine if collecting DNA
evidence at property crimes scenes could be a
cost-effective tool in helping local law
enforcement officials identify and apprehend
burglary suspects.

Northern NJ Chapter Presents "The Law and You" |
|
President Jiles Ship and the members of the
Northern New Jersey Chapter are pleased to
announce that on Saturday, May 31, 2008, the
Northern New Jersey Chapter, presented The
Law and You Program at the New Destiny
Community Center, 1330 Livingston Avenue.,
Suite 5, North Brunswick, NJ 08902.
The Program was presented in collaboration
with The New Destiny Community Center and
North Brunswick Township Police Department.
Attendance was in the low 90s. The program
was well received. Two members of the North
Brunswick Township Council were in
attendance, a representative from the Mayor's
office, and visiting clergy.
Special thanks and recognition are given to
the following NOBLE members who devoted their
time and assistance to the program; Yolanda
Capers, Jamie Embry, Shelia Hobson, Delano
Reid, and Tyrone Williams. Members Embry,
Reid and Williams staffed the NOBLE handout
table, represented NOBLE and interacted with
the attendees. Member Capers participated as
an attendee, asked good questions and
provided good clarification on issues. Member
Hobson participated as a member of the panel,
provided valuable insight to the merit of the
program and spoke on behalf of the Chapter
President. They all did an outstanding job in
making the program a success and representing
the Northern New Jersey Chapter. As the
coordinator and moderator for the program, I
give my personal thanks to those members for
a job well done

The U.S. Attorney's Office Anti-Terrorism
Advisory Council Districts of Idaho, Montana
and the Eastern District of Washington is
hosting an afternoon seminar on extremism, on
Tuesday, June 24, 2008 from 1:00 p.m. to 5:00
p.m. Co-hosted by the Idaho Police Officer
Standards and Training, Region 1. Location:
Idaho National Guard Armory, 5453 East

Guest Speakers:
Ms. Michele Y. Lefkowith, an investigative
researcher from the Southwest Regional Office
of the Anti-Defamation League will present a
two-hour discussion on domestic extremism.
Mr. Ghassan M. Hajjar, an Arabic
linguist/analyst from the Spokane Resident
Agency of the FBI will present a two-hour
discussion on Islamic extremism.
Seminar Objective - To give law enforcement
officers, military personnel and public
safety officials an in-depth overview of the
following:
- Extremist ideologies prevalent in the
U.S.
- Why extremist criminals are different
from regular criminals.
- Officer safety issues particular to
members of extremist groups and movements.
- Range of activities and tactics used by
extremist groups, non-criminal to criminal.
