Project Hopeline Donation Made on Behalf of Pittsburgh Police Organizations
One out of every four American women will be
a victim of domestic violence at some point
during her life. Verizon Wireless will
demonstrate its commitment to ending the
epidemic of domestic violence by presenting a
check for $1,500 to the Women's Center &
Shelter of Greater Pittsburgh, donated on
behalf of the President Eugene Beard and the
members of the Pittsburgh chapter of National
Organization of Black Law Enforcement
Executives (NOBLE). NOBLE, together with the
Pittsburgh chapter of the National
Organization of Black Women in Law
Enforcement (NOBWLE), has collected 300
wireless phones that it will donate to the
Verizon Wireless HopeLine program.
Through HopeLine, Verizon Wireless collects,
refurbishes and resells unwanted wireless
phones, batteries and accessories in any
condition from any wireless service provider,
using the proceeds to provide wireless phones
and cash grants to shelters and nonprofit
organizations that focus on domestic violence
prevention and awareness.

| Central NY Past President Pedro Perez Named First Deputy of NYSP |
| |
President Theodore Cook and the members of
the Central New York Chapter are pleased to
report the promotion of Pedro J. Perez to the
position of First Deputy Superintendent of
the New York State Police.
First Deputy Superintendent Pedro J. Perez
entered Division service on October 19, 1981.
After serving initially as a uniformed
Trooper in Troop A, he was a member of the
Mobile Response Team (MRT) from 1984-1992,
serving as its West Team Leader from 1988
-1992. In 1987, he was promoted to Technical
Sergeant - Assistant Affirmative Action
Officer and in 1988 was promoted to Sergeant
- Field Station/Patrol Operations. In 1989,
he was assigned to Troop A as an
Investigator, and achieved the rank of
Lieutenant in 1992, serving in the Bureau
Criminal Investigation.
In 1994, he was promoted to Captain, BCI, as
the commander of the Community Narcotics
Enforcement Team. Later in 1994, he was
promoted to Major and
assigned as Troop Commander, Troop A. In
1997, he was promoted to Staff Inspector -
Internal Affairs - Narcotics/Forensics Unit,
eventually serving as a Staff Inspector in
the BCI as the Division-wide Narcotics
Commander.
In 2000, he was promoted to the
rank of Assistant Deputy Superintendent,
Bureau of Criminal Investigation. In March
2007, he was promoted to Deputy
Superintendent, Internal Affairs Bureau,
later that same year he became Deputy
Superintendent, Field Commander. On April 17,
2008, he was elevated to the rank of First
Deputy Superintendent.

President Cleveland Barnes and the members of
the Maryland Chapter are pleased to announce
the promotion of Past President William
Downing to Deputy Police Chief. of the
Maryland
Transit Administration (MTA) Police.
Lieutenant Colonel William Downing, an
experienced professional assumes a leadership
role as one of two Deputy Chiefs of Police
for the MTA Police Force. Lt. Colonel
Downing brings with him a wealth of
experience and knowledge, as he has served as
a law enforcement officer within the State of
Maryland for the past 39 years.
He dedicated most of his years of service
with the Maryland
Transportation Authority (MdTA)Police
Department
where he rose through the ranks to serve as
Commander of BWI Airport, Commander of the
Training Unit, Assistant Commander of the
Administrative Services Bureau and finally as
Commander of the Strategic Planning Unit.
While in Strategic Planning was responsible
for the Accreditation Process, Staff
Inspections, Policy Development and handling
Special Projects until retirement from MdTA
on August 31, 2006.
Lt. Colonel Downing recently served as
Director of Strategic Planning for the MTA
Police and now has a new challenge; he will
be the Commander of our Maryland Transit
Administration Police Administration Bureau
and will lead with the knowledge, loyalty,
expertise and dedication for excellence that
he is known for.
"My key priorities are to seek opportunities
to improve on equipment, acquire
accreditation, provide a platform for
officers to resolve issues without grievances
and help make this the best Transit Agency
that we can be." stated Lt. Colonel Downing.

| Frank Adderley promoted to Chief of Police for Ft. Lauderdale, FL |
| |
President Andrew Smalling and the members of
the South Florida Chapter are pleased to
announce that Assistant Chief Frank Adderley
has been promoted to Chief of Police for Ft.
Lauderdale, FL.
Adderley is the first African-American Police
Chief in the history of the City's Police
Department.
"This is an historic moment for Fort
Lauderdale," said Gretsas, "Chief Adderley
grew up here and has served this City with
distinction at every level of the Police
Department for nearly three decades. I am
looking forward to working with him."
Adderley, 46, is a native of Fort Lauderdale,
born and raised in the northwest community,
near Sistrunk Boulevard. As a 28-year veteran
of the force, Adderley rose through the
ranks, serving in several different
positions, including Internal Affairs,
Narcotics Investigations, and the Community
Policing Division. He was most recently
Assistant Chief of Investigations, after
serving as a District Major.
"I am honored and very excited for the
opportunity to lead the dedicated men and
women of this department, and to serve the
people of this community," said Chief Frank
Adderley.

On Friday, May 30, 2008. President Eugene
Williams and the members of the Chicago
Metropolitan Chapter along with
BASUAH-Brothers and Sisters United Against
HIV, the Illinois Department of Public
Health, the Broadcast Ministers Alliance, and the
Chicago Alternative Policing Strategy
Presented "A Summer Health Awareness Event"
The event was held at the Garfield Park
District and offered on-site screenings and
health awareness presentations.

| President DeLeaver Issues Proclamation Recognizing Internet Safety Month |
| |
Whereas, June has been declared by the
Congress as National Internet Safety Month; and
Whereas, Senate Resolution 567, which "calls
on Internet safety organizations, law
enforcement, educators, community leaders,
parents and volunteers to increase their
efforts to raise the level of awareness for
the need for online safety in the United
States;" and
Whereas, in the United States, 35,000,000
children in kindergarten through grade 12
have Internet access; and
Whereas, approximately 80 percent of the
children of the United States in grades 5
through 12 are online for at
least 1 hour per week; and
Whereas, approximately 41 percent of students
in grades 5 through 12 do not share with
their parents what they do
the Internet and 24 percent have hidden
their online activities from their parents; and
Whereas, 61 percent of the students admit to
using the Internet unsafely or
inappropriately; and
Whereas, whereas, NOBLE recognizes that
Cyberstalking,
Internet
Bullying and what
to do about Internet inappropriateness
are issues that are
important to law enforcement professionals.
Therefore be it resolved, that all NOBLE
chapters and members are encouraged to fully
support National Internet Safety Month and
to help raise the level of awareness of this
issue
by sharing the following key points with parents,
extended family, and caregivers during NOBLE
outreach activities:
- Teach your child about responsible use of
the Internet,
- Know your child's online name,
- Never let them use suggestive names.
- Keep computers in common areas of the
house, never in a child's bedroom.,
- Install and use parental controls.

| 2007-2008 Public Safety Officer Medal of Valor |

The Department of Justice's Office of Justice
Programs is accepting nominations beginning
May 30, 2008, for the Public Safety Officer
Medal of Valor, the highest national award
for valor by a public safety officer. The
medal is awarded by the President to public
safety officers cited by the Attorney General
who have exhibited exceptional courage in
protecting or saving lives.

| Anthony Ellis promoted to Deputy Superintendent of NYSP |
| |
President Theodore Cook and the members of
the Central New York Chapter are pleased to
report the promotion of Colonel Anthony Ellis
to the rank of Deputy Superintendent in
charge of the Internal Affairs Bureau.
Colonel Ellis entered Division service on
October 19, 1981. After serving as a
uniformed Trooper in Troops E and F, he was
promoted to Sergeant in 1989. In 1994, he was
promoted to the rank of Lieutenant and served
in Troops A, C and NYC. In 1998, he was
promoted to Captain and assigned to Troop T.
In 1999, he was promoted to Major and
assigned to oversee the New York State Park
Police. In 2002, he was promoted to Staff
Inspector and soon returned to the Internal
Affairs Bureau. In 2003, he was promoted to
Lieutenant Colonel and assigned to Human
Resources.
He then assumed command of the
State Division of Parole, before returning to
the State Police Administration and Internal
Affairs Bureau. On April 17, 2008, Colonel
Ellis was elevated to the rank of Deputy
Superintendent in charge of the Internal
Affairs Bureau.

| Illinois State Police Commander Leonard E. Stallworth appointed Lieutenant Colonel to the Division of Operations. |

President Eugene Williams and the members of
the Chicago Chapter are pleased to announce
that Illinois State Police Director Larry G.
Trent has promoted Commander Leonard E.
Stallworth to Lieutenant Colonel to the
Division of
Operations. In his new assignment Lieutenant
Colonel Stallworth will be stationed at
Central Headquarters in Springfield and will
oversee the Division's Special Operations
Section.
Prior to his appointment, Lieutenant Colonel
Stallworth served as the Region I Commander
overseeing the
patrol and investigative units as well as
the multi-jurisdictional narcotics task
forces in Northeastern Illinois.
He began his ISP career as a trooper
in the Chicago Metropolitan area in 1985.
From 2003 to 2006 he served as the District
Chicago Commander which covers all of Cook
County.
During his career Stallworth has been a
member of the Tactical Response Team. He
also worked as a Hazardous Materials officer
enforcing federal laws that regulate the
transportation of hazardous materials.
Committed to traffic safety, Stallworth
worked as the National Highway Traffic Safety
Administration (NHTSA) Great Lakes Region Law
Enforcement Liaison.
Before joining the Illinois State Police,
Stallworth was a Correctional Officer with
the Cook County Sheriff's Department.
With the assistance of members from the local
chapters of Sigma Gamma Rho, Alpha Kappa
Alpha and Zeta Phi Beta Sororities,
Stallworth worked in the Chicagoland area to
educate parents about the importance of
properly securing their children in child
safety seats.
Stallworth is a member of The Illinois
Association of Chiefs of Police, The
Association of Black Law Enforcement
(A.B.L.E.), The National Black State Troopers
Coalition and The National Organization of
Black Law Enforcement Executives Chicago
Chapter. He is a graduate of The
Northwestern School of Police Staff and
Command (Class #144). He earned his Bachelor
of Arts Degree from Chicago State University
and completed graduate studies in Sociology
at DePaul University.

| Police chief a leader among men |
| |
The famous words quoted by two men could
easily be referring to a local leader in the
community.
Zig Ziglar and George D. Boardmen may have
been referring to men such as South Houston
Police Department chief of Police, Herbert
Gilbert, when they said, respectively, "You
build a successful career, regardless of your
field of endeavor, by the dozens of little
things you do on and off the job" and "Let us
not say, every man is the architect of his
own fortune; but let us say, every man is the
architect of his own character."
Gilbert graduated from Madisonville (Texas)
Senior High School in May of 1976.
Madisonville CISD invited Gilbert to speak at
the 2008 Madison Senior High School
commencement on Friday, May 30.
Gilbert feels honored to be asked to speak at
his old alma mater. "This is a great honor
after 32 years to be able to return and
deliver words of encouragement to the 2008
senior class," he said. "The world has
changed since I've finished high school. I
will try and encourage the seniors to
continue their education which will make life
a lot easier when seeking job opportunities."
Gilbert grew up in Bedias, a small town 13
miles south of Madisonville in Grimes County.
His parents died when he was very young
therefore his older sister - Annie Gilbert
Freeman of Huntsville, with the help of his
brothers and sisters - raised him.
"We had a real close-knit family," she said.
"Herbert was always a very caring child. He
was a role model for the younger kids in the
community. He never got in trouble. He went
to school every day. He was very athletic in
school. He always kept his grades up."
Freeman also said that Gilbert showed a great
respect to the elderly in the community. "I
guess Herbert was probably around 12 or 13,"
she said. "There was this lady that lived
next door who had an elderly mother. If she
ever had to go somewhere, Herbert would watch
her mother. He would feed her and care for
her until the woman would get back home. He
was just an awesome, very caring person, even
as a child."
Excelling in sports, Gilbert led the football
team as the quarterback throughout high
school. Achievements in high school include
placing first in the district competition for
the mile run and being named First Team All
District in both football and basketball.
"In high school, Herbert Gilbert he was an
outstanding young man, of course," said
Gilbert's former athletic director and head
coach at Madisonville High School. "We never
had any problems with him. He's as honest as
the day is long. He's done a lot of good
things with the school. He was one of the
best passing quarterbacks that Madisonville's
probably ever had."
After finishing high school Gilbert went to
work for the Texas Department of Criminal
Justice for five years, the Houston Fire
Department for 10 years and has worked for
South Houston Police Department (SHPD) for 18
years. At SHPD, he's worked as a patrolman
and a detective, was promoted to sergeant in
2000 and was named officer of the year for
SHPD in both 1991 and 2000. Acting as
commander and chief of the SHPD, Gilbert
currently oversees 31 officers, six civilian
dispatchers and three records clerks.
Gilbert feels strongly about bettering
himself through education. With an advanced
certification in law enforcement, he is
currently attending Mountain State University
where he is working toward an administrative
degree in criminal justice.
"I am pursuing a higher education because my
job now requires a master's degree," he said,
although he admitted that the degree is not
necessary to keep his job.
A life member of Salem Methodist Church in
Bedias, Gilbert was the president of the
South Houston Police Officer's Association
from 1995-1998 and is a current member of the
local chapter of National Organization of
Black Law Enforcement Executives (NOBLE). He
was a board member of Neighborhood Centers
Association from 1995-1996 and is also a
member of the Texas Municipal Police
Association, Southeast Texas Law Enforcement
Administrators Association, City of South
Houston Employee Safety Committee, City of
South Houston Employee Insurance Committee
and the Texas Police Chief's Association.
Not letting his football talent go dormant,
Gilbert began playing semi-pro football in
1995, quickly being named MVP 1996 with the
National Public Safety Football League. The
next year he was named Offensive Runner Up
for the Houston Gunners Football Team, and
later dubbed MVP for the team in 2003.
"Gilbert is a super great person, the kind of
person that everybody gets along with," said
Houston Police Department Sgt. Robert Bell.
"I've known Chief Gilbert for 10 or 11 years
from playing on the football team. I was the
head coach and he was playing. We wanted him
to come to our team and be the quarterback."
Bell said Gilbert has been an exemplary
leader on the field. "He has done a super
job of being a leader on the team and working
with the guys and doing the right thing," he
said. "Being on the
football field and working with him, I knew
that he was going to make a great chief for
South Houston because he is willing to attack
the situation and work with everybody and do
what was best for them."

provided by the U.S. Department of Justice,

practitioners and researchers. CALEA's
Standards for Law Enforcement Agencies, 5th
Edition are widely acknowledged as
benchmarks for today's law enforcement agency.

coveted award that symbolizes
professionalism, excellence, and competence.

Mr. Ghassan M. Hajjar, an Arabic
linguist/analyst from the Spokane Resident
Agency of the FBI will present a two-hour
discussion on Islamic extremism.

| Pamela T. Sharpe Promoted to EEO/Diversity Director of NYSP |

President Theodore Cook and the members of
the Central New York Chapter are pleased to
report the promotion of Pamela T. Sharpe to
the position of Director of Equal Employment
Opportunity and Diversity Management.
Director Sharpe entered Division service on
February 20, 1978. After serving as a
uniformed Trooper in Troop A, she was
promoted to Technical Sergeant in Division
Headquarters, Traffic Section attaining the
permanent rank of Sergeant in 1991. The
following year, she was promoted to Zone
Sergeant, in the Personnel Section. In 1998,
she was promoted to Staff Sergeant. In 2000,
she was promoted to Technical Lieutenant,
assigned to Personnel-Employee Staffing.
On May 15, 2008, she was promoted to Director of
Equal Employment Opportunity and Diversity
Management, Division Headquarters, Office of
Human Resources.

The funds generated from our annual
scholarship golf tournament will be used to
assist deserving students in their pursuit of
higher education. We hope that through your

able to assist more of our area youth.
