North Avenue Closure July 22

Canadian National Railroad to Close North Avenue RailRoadCrossing and Illinois Route 83 Crossing - Thursday, July 22

Canadian National Railroad will close its crossings on North Avenue, (County Route A-2) and the crossing at Illinois Route 83/ Main Street, in Antioch starting at 7:00 A.M., Thursday, July 22, 2010. The crossings will reopen to traffic on Monday, July 26, 2010 at approximately 5:00 P.M.

The two closings are interrelated in that both crossings are on a curve and in order to conduct the necessary repairs, the Canadian National Railroad must close both crossings. As part of this closure, the railroad will also widen the crossing on Illinois Route 83 for the Illinois Department of Transportation to accommodate the widening of Illinois Route 83 being constructed this year.

As North Avenue is already closed to through traffic for the County's North Avenue DetourReconstruction, this railroad closure will use the same detour of Illinois Route 83/ Main Street, to Illinois Route 173/ 173rd Airborne Brigade Highway, to Deep Lake Road (County Route V-67). Residential traffic for North Avenue will be accommodated by a signed detour route using Village Streets.

There will also be a detour for Illinois Route 83 which will use County Hwy C, in Salem, WI, to U.S. Route 45, to Illinois Route 173.

FedEx Ground Plans to Build New Distribution Facility in Grayslake

~Village, County, school districts, fire district, and Partners Collaborate ~

FedExHandFedEx Ground announced it will build a 214,000 square-foot facility on Rt. 83 (Ivanhoe Road) north of Peterson Road in Grayslake which will employ more than 200 full-time and part-time employees initially. The facility is expected to open in late 2011, and when operating at full capacity, the workforce is projected to grow to almost 500 people.

The new facility will feature the latest automated material handling technology for sorting packages and will dispatch up to 130 vans per day to make deliveries in the area. The new FedEx Ground distribution center is part of a nationwide network FedExGroundexpansion and transit time acceleration plan to boost daily package volume capacity and further enhance the speed and service capabilities of its network. FedEx Ground delivers more than 50% of packages in two days or less and more than 80% of packages in three days or less.  Additionally, average daily package volume has increased by more than 50% from 2.1 million in 2003 to more than 3.3 million today.

August 6 -15 NO TAX on School Supplies
School Supplies - August 6 until August 15

Legislation has been enacted to create an annual state sales tax holiday for clothing and school supplies. Local and home rule sales taxes will still apply to all items.
From August 6 until August 15, residents will be able to purchase back-to-school items and only pay local sales tax. The five percent that typically goes to the state will be waived for these nine days.
Books
Traditional school supplies such as paper, notebooks, writing instruments and other office-type materials will be subject to the sales tax break.

The tax holiday also applies to clothing items under $100 such as shoes, tops, bottoms, underwear and outerwear. Some specific items like school uniforms and limited athletic apparel are also on the approved list of sales
tax holiday items.

I hope you are able to take advantage of this opportunity.

Speed Law

Construction Zone Speed Inforcement

 Construction

In The Zone
Typically, when workers are present the speed limit is 45 mph, unless otherwise marked. When workers are not present, you are still required to follow the posted workzone speed limit.

· Slow down - Reduced speeds are applied when normal conditions do not exist for the motorist (narrow lanes, changing conditions, edge drop offs). Posted speed limits throughout work zones are not a suggestion-they are the law! There is a Zero Tolerance policy against violations in work zones and fines have increased.

The Law
Legislation Passed in 2004
Increased Fines: Speeding in a work zone is against the law. The Illinois State Police has a Zero Tolerance policy for motorists caught speeding in
a work zone.
Penalties for speeding are as follows:
· $375 for first time offense
· $1000 for subsequent offense(s)
· 90 day suspension of license
Photo Enforcement: The Illinois State Police can now take pictures of motorists speeding in work zones. This photo speed enforcement law allows pictures to be taken of the front and rear license plates, along with a picture of the driver. With this system, tickets will be mailed to the registered owners.
