Thursday, May 13, 2010 Flooding Situation

With the heavy rain this morning we have experienced standing water and flooding at a number of locations on state, county and local roads throughout the county.  Please refer to the Lake County PASSAGE website at www.lakecountypassage.com  or the highway advisory radio at AM1620 for the latest breaking information regarding travel conditions and locations to be avoided.  The PASSAGE information is continuously updated and is the best source of information for anyone seeking information on road conditions in Lake County.   The PASSAGE web site is accessible from a smart phone.

Fox River Status

May 13, 2010

Current Conditions
Inflows at 8am this morning were 2400 cfs and rising rapidly.  Chain of Lakes is rising with a current stage of 4.46 feet.  Outflows from Stratton Dam were 2170 cfs.  Rainfall was heaviest in the Illinois portion of the Fox River watershed with 2.4" at McHenry and 3" in Barrington and Elgin.  Rainfall in the Wisconsin portion of the watershed was 0.5" at New Munster and 1.2" in Waukesha.  Flows at Algonquin Dam are 3400 cfs.

Forecast
National Weather Service is predicting between ¼" and ½" of additional rainfall today.  The NWS river forecast for the Fox River near New Munster, Wisconsin suggests that it will crest at a flow of 2800 cfs on May 15.  The Office of Water Resources is expecting total inflows to the Chain of Lakes to crest between 4500 cfs and 5000 cfs. With these projected inflows and while managing the operations plan to minimize damages, the Chain of Lakes will crest near 5.2 on May 16.  The Fox River will continue to rise as the inflows and Chain rise.

Operation Scenario
The sluice gates at Stratton Dam are open to 2.5' and the hinged crest gate is at the spillway elevation.  The hinged crest gate at Algonquin Dam was opened to 1' below the spillway and will be opened further to 3' below the spillway crest.  As the heaviest rainfall fell at Stratton Dam and downstream, there will be a small delay in opening the sluice gates to pass 3000cfs in order to give the local tributaries time to peak.  Currently there is a significant increase in flows between Stratton Dam and Algonquin Dam due to the distribution of the heavy rainfall in the McHenry to Elgin area.  The sluice gates will be opened tonight or tomorrow to release 3000cfs but outflow will rise higher as flow goes over the spillway.  Please remember current inflows are less than 3000 cfs.  Residences along the Fox River and Chain of Lakes will experience flooding in their yards and crawl spaces.  There are homes in Cary and Fox Lake that will likely have water on their living space.

New 748 Acre Dutch Gap Forest Preserve

Forest Preserve Purchases 748 Acres in District One

On Tuesday, May 11th the Lake County Forest Preserve voted to purchase eight parcels of land which total 901 acres.  Four of the parcels will combine to create the new 748 acre Dutch Gap Forest Preserve in Antioch and Newport Townships.  The Dutch Gap property runs along both sides of Edwards Road east of Route 45, west of North Crawford Road and south of State Line Road.  It will connect the existing Prairie Stream Forest Preserve to the west with the Pine Dunes Preserve to the east.  The property includes pastures, wetlands, woodlands and a stretch of Old Mill Creek, providing the opportunity for restoration, habitat preservation and an extensive trail system in and between the adjacent preserves.  This purchase was possible from the $185 million bond issue approved by voters in November 2008.Dutch2

As your Forest Preserve Commissioner in District One and member of the Land Acquisition Committee I believe this is not only a very positive purchase for District one but for all of Lake County.  This will end up being the second largest forest preserve in Lake County, second to Lakewood Forest Preserve in Wauconda.

2010 Tollway Construction Season Begins

With approximately 80 percent of the Congestion-Relief Program - Open Roads for a Faster Future - complete, the Illinois Tollway has new, wider roads. You'll find newly completed sections on the Reagan Memorial Tollway (I-88), Tri-State Tollway (I-94/I-294/I-80), Veterans Memorial Tollway (I-355) and the Jane Addams Memorial Tollway (I-90). With the new construction season underway, the Tollway's work for 2010 shifts focus to repair and maintenance projects.

 What's Happening
Construction began in April to repair and resurface the one-mile section between 83rd Street and 75th Street, as well as the 10 miles between Ogden Avenue and Army Trail Road. As part of the project, 24 bridges in these sections will be rehabilitated. Construction will be completed by the end of 2010. This is the first major maintenance work on this 20-year-old roadway.

What it Means to Travelers
Three lanes will remain open during peak times. However, drivers headed north onto the Eisenhower (I-290/IL Route 53) will see a reduction in lanes as the Illinois Department of Transportation begins the resurfacing project on their roadway this year.

What's Happening
Advance work will begin in June on the Edens Spur (I-94) to relocate utilities in preparation for roadwork this summer. This project will repair and resurface five miles of 50-year-old mainline pavement and rehabilitate bridges carrying the Spur over local roads and railroads. Construction is scheduled to begin this summer and be completed by the end of 2010.

What it Means to Travelers
Advance work will have little impact on traffic. When construction begins later this summer, one lane will be closed in each direction. Delays are expected.
