Southeast Florida Nonprofits Still Feeling Impact of Tough Economic Times, New Survey Finds
Many nonprofits in Palm Beach and Martin counties and surrounding areas are struggling to keep their organizations running at full capacity at a time when needs have increased dramatically, according to a new report by the Community Foundation for Palm Beach and Martin Counties and Allegany Franciscan Ministries. But tough times have also sparked ingenuity in the sector,
the study shows, as organizations collaborate more with other nonprofits
and build endowments to weather future storms. |

Donations Fizzle for Polk Charities
The economy may well be on the rebound, but charitable giving in Polk County remains below average for a number of basic-needs agencies.
As in Palm Beach and Martin counties (see above), donations
in Polk County continue to lag in the face of increasing demand,
according to several agency executives, who say they remain hopeful of a return to pre-recession giving. |

New Florida Law, Resolutions Promote & Protect State's Philanthropy
Gov. Crist signed a new law on May 27 that will help
private foundations honor donor intent and will prevent state or local governments from placing reporting requirements on private foundations and charities that many consider onerous. The Florida Legislature also passed resolutions in the 2010 session to support the formation and operation of charitable foundations in Florida free from undue bureaucratic burden,
and to recognize Florida's charitable foundations for their important and innovative work to advance the
state's quality of life. The resolutions recognize FPN's research and work. |

Many Florida Nonprofits At Risk of Losing Tax Exemption
Thousands of Florida nonprofits are in danger of losing their federal tax exemptions,
including smaller nonprofits that previously were not required to file an annual return.
These nonprofits now must file Form 990-N
(e-Postcard) that the IRS created in response to the Pension Protection Act of 2006;
the first filing deadline was May 17. The IRS says it will help small nonprofits keep their tax-exempt status and urges
those affected by the law to file the e-Postcard - even though the May 17 deadline has passed.

Florida Arts Groups Starved of State Funds
As Florida reduced spending during the recession, arts programs have been the target of such severe cuts that the state now ranks almost last in the nation in funding for cultural programs.
An
analysis by the Florida Cultural Alliance
shows that the state's 2010-11 budget just signed by
Gov. Crist allocates $950,000 for the
competitive grants program through the Division of Cultural Affairs, down from $2.5 million in 2009-10 and down more than 90% from 2006-07. |
