Urge Senators to Support Interchange Relief Amendments

These Amendments Will Be Voted on in the Coming Days


The National Grocers Association reports that Amendments to address interchange fee reform on behalf of merchants and consumers to S. 3217, The Restoring American Financial Stability Act, is currently being considered by the Senate.

These amendments represent the best chance to enact interchange reform this year, therefore it is imperative to seek your Senators support: 
 
What the amendments do:
 
S. Amendment # 3771: Amendment to limit payment card networks from imposing anti-competitive restrictions on businesses and other entities that accept payment cards.   This amendment would prevent card networks like Visa and MasterCard from: prohibiting sellers from offering discounts to use one card network as opposed to another; prohibiting sellers from offering discounts to customers for use of a particular form of payment (cash,  check, debit card, stored value card or credit card); and prohibiting sellers from setting maximum or minimum transaction amounts for a form of payment.
 
S. Amendment # 3769: Amendment to ensure that the fees that businesses and other entities are charged for accepting debit cards are reasonable and proportional to the costs incurred.  This amendment would give authority to the Federal Reserve Board to issue regulations to ensure that any interchange fee imposed on a debit card transaction is "reasonable and proportional" to the cost incurred in processing the transaction.  The amendment includes a carve-out for debit cards issued by small banks and credit unions with assets of $1 billion or less.

Coupons Facts and Figures   
 
2009 was a very strong year for coupons with both distribution and redemption up markedly from 2008. Distribution increased 11% in 2009 to 311 billion coupons, while redemption grew 27% to 3.2 billion coupons. The average face value per redeemed coupon increased from $1.04 to $1.09.

These trends reflect the importance of coupon promotions in today's economy and the strong momentum that coupons have in 2010. Distribution and redemption in the 1st quarter of 2010 maintained this pace, with both showing growth of approximately 10% compared to Q1 '09.

Safety Topic:  Workplace Fires

The potential for fire is present in any workplace.  But, if you are aware of the causes and conditions, if you are prepared, and if you think before you act, the risk of a workplace fire and its damaging effects - on you, your co-workers and your company - can be minimized.

Following good housekeeping practices is crucial to fire prevention.  That means keep heating and electrical equipment clean, clear and in good repair; regularly clean ducts and fume hood filters, keep ovens and ranges clean and free of spilled fats, sugar, sauces, etc.; keep paper products, aeresols, and other flammable materials away from heating elements; and store flammable liquids away from heat sources, exits or escape routes.

To avoid electrically-caused fires, check, replace or have professionally fixed any appliance with frayed or loose cords and wires or cords that get hot during use.  Avoid running cords or wires under rugs and carpets or near a heat source; and keep them out of doorways where they can become worn.

Ensure that fire protection equipment (i.e. sprinklers, smoke/heat detectors, alarms, fire hoses, fire extinguishers, and fire blankets) are maintained, available for use, and not impaired or concealed.   Make sure fire extinguishers correspond to the potential risk.  Know where they're located and how to use them.

Besides training in fire prevention and protection, make sure you understand company emergency communication and evacuation procedures.  Know the location of fire alarms and the telephone numbers for emergency response personnel.  Report a fire even if it seems minor. Fire fighters would rather arrive and find nothing than be called after it is too late to save individuals or property.  Keep in mind that all workers are responsible for preventing fires, but not everyone is expected to fight major fires.  Fire fighting is best handled by trained professionals.
