Tax Credits Possible....
You may be eligible for a new health care tax credit, as part of the recently enacted health care reform legislation, The Patient Protection and Affordable Care Act (P.L. 111-148) goes into effect for the 2010 tax year and will include a credit of up to 35 percent of premiums paid for eligible small businesses for 2010. 

Eligible businesses must provide at least 50 percent of the cost of coverage for its workers and have less than 25 full time worker equivalents.  Find out if you are eligible at www.irs.gov or consult your tax professional.

Cobra Subsidy Extention

President Obama signed H.R. 4851 the Continuing Extension Act, on April 15th.  This law extends several federal unemployment compensation provisions and the COBRA subsidy.  What you'll see most immediately is the extension of the 65% COBRA subsidy for employees who have been involuntarily terminated.  (An earlier extension allowed the subsidy through March 31, 2010.) The new law will be retroactive to March 31, 2010 and will cover all involuntary terminations through May 31, 2010.  The Act requires employers to notify employees who were terminated since March 31, 2010 of their eligibility. 

We don't believe this will be the last you'll hear of the COBRA subsidy extensions. There is a bill currently before Congress to extend federal unemployment and COBRA benefits through December 31, 2010. We'll keep you posted if this is signed into law.

We encourage you to work with your insurance broker or COBRA administrator on the details of the COBRA notification.

Fed Issues Final Rule on Gift Cards



Last month, the Federal Reserve Board issued final rules on gift cards that will go into effect August 22, 2010.  The rules cover both open-loop and closed-loop gift cards and prohibit dormancy, inactivity and service fees unless the card has been unused for at least one year.  The rules also mandate that cards cannot expire within five years from the last date of use, and the terms of expiration must be clear and conspicuous - Click Here for rule highlights provided by IRS.
