Phillips Farm policy approved

The Phillips Farm Management and Land Use Plan was approved by the Waterford Foundation Board of Directors at its September meeting, and copies soon will be available. The plan is the culmination of years of work by volunteers and members of the Ad Hoc Phillips Farm Management Committee of the foundation, assisted by specialists in conservation and preservation issues. Citizen comments, concerns, and suggestions made at a June 30 input meeting also influenced the plan.
The Foundation acquired the farm in December 2003, and subsequently conveyed a conservation easement to the Virginia Outdoors Foundation. That easement restricts uses of the property in perpetuity, "to protect the Farm's agricultural soils, viability, and productive capacity, and its water quality...and to preserve the integrity of the Waterford Historic District by protecting the traditional and scenic rural character of the Farm."
The plan sets out a plan for the 144-acre farm, a precious viewshed west of the village, encompassing rolling hills,  the Catoctin Creek, unique ecosystems, and productive farmland, including guidelines for sustainable agricultural practices, watershed protection, forest management, wildlife monitoring, and historic preservation. It also sets out rules for public access to the property.

Old School auditorium plan: Ready to go!

Birdwatchers

A watercolor rendering of the Old School with the proposed new auditorium, by local painter Antonia Walker.

Dear Friends,

After a summer of negotiations between the Virginia Department of Historic Resources (VDHR) and the county's Historic District Review Committee (HDRC), our plan for the Old School auditorium is ready to be submitted for a Certificate of Appropriateness (CAPP) at the HDRC's meeting on October 14.

At the same time, our Special Exception Application has been submitted and will be reviewed by the Planning Commission and Loudoun County Board of Supervisors later this fall. We are aiming to start construction of the new Old School auditorium in early spring.

Before that happens--and as promised to you our friends and stakeholders--we want to show you the plan we've submitted this week to the HDRC.

Join us at 7:30 p.m. Wednesday, September 24, at the John Wesley Community Church in Waterford.

Members of the Old School Steering Committee and its chair Hans Hommels will be there to answer questions. Foundation staff member, Annie Goode, who is managing our CAPP and special exception applications, will discuss the process and schedule for moving into the next stages of the Old School rebuilding.

Meanwhile, the renovation of the Old School classroom building is 98 percent finished! Floors will be finished next week, the fire escape has been approved by VDHR and HDRC (without an enclosure, hooray) and has been submitted for a permit and pricing, the fire alarm system and exit signs will be installed soon, and bathrooms beautifully renovated. We won't make the Fair, but will be inviting you soon for a tour of this lovely old building--ready for another century!

New poster, raffle item, crafters, authors and musicians ensure
memorable 65th annual Fair

With two weeks to go, staff members and an army of volunteers are engaged in the final work of preparing to welcome to the village tens of entertainers, hundreds of exhibitors, and thousands of visitors to the 65th Waterford Homes Tour and Crafts Exhibit October 3-5.

Raffle. A mirror with a handmade stained-glass frame has been added to the Fair raffle, as a companion piece to the elegant floorcloth created by Michele Hollick. Maid on the Moon Studio artisan Michael Owens, WBirdwatchersheaton, Maryland, has created this piece.

Proceeds from the raffle will go toward rebuilding the Old School auditorium, which was destroyed by fire in 2007. The drawing will be at 4 p.m. Sunday afternoon. Ticket purchasers need not be present to win.

The mirror, floorcloth, and other items produced by fair artisans are displayed in the windows of the Corner Store, at the corner of Second and Main streets.

Poster. A new poster, created from an original oil painting by Waterford artist Katherine Riedel, will be for sale at the fair. The painting features some of the most popular denizens of the village. It will be on sale at the membership booth in the village center.

Performers. The final schedule for entertainment is almost completed, and will be posted on the website when it is. The Second South Carolina String Band, father-and-son troubadours John Durant and John Durant Jr., the Loudoun Chorale, the Celtic dancers Footworks, and the Mt. Zion Methodist Gospel Choir are in the list of entertainers to appear.

Book Nook. This area is home to many prominent authors, and during Fair weekend nine of them will put in appearances at this village center booth, where visitors can purchase autographed copies of their books. On Friday, Linda Rago, Jessica James, and Ed Good will appear; Saturday fairgoers can meet Doug Foard, Marc Leepson, and Ken Garrett; Ellen Crosby, Steve Budiansky, and Georg Hass will sign books. Waterford Foundation publications and books on topics of area interest also will be available.

Tickets. Members' complementary tickets will be mailed shortly. Advance tickets can be purchased online through the weekend.
