Greetings!
Message from the Executive Director
Dear Members,
The time period since the beginning of May 2007 has
been extremely busy with a wide variety of activities as
well as some unanticipated crises like the one with
Key 93. We seem to have survived, and I'm looking
forward to smoother sailing through the remainder of
this fiscal year.
While we have continued to issue WebNews
announcements often, the full Update
Newsletter has
been absent due to these other demands. It is has
now returned and gives me a chance to bring you up
to date on various Society activities.
With an enjoyable ceremony and luncheon, The
Fred
and Ann Coombs Library was officially dedicated
on
May 15th as part of the PRPS Headquarters to honor
one of most esteemed members and his wife as well
as to establish the education and learning center in
the building. The dedication was followed up with an
announcement in the local Town and Gown
publication, and copies are available for review in the
Library.
Also, in May the Pennsylvania Recreation and Park
Society Endowment Fund was permanently
established within the Centre County Community
Foundation when we reached the $25,000 goal.
In late June and early July, in partnership with a
coalition of other conservation organizations, PRPS
was played a key role in protecting the Keystone
Recreation, Park and Conservation Fund (Key 93)
from an effort to divert up to $40 million annually from
the primary funding program available to recreation
and park agencies, state parks and forests, land
trusts, libraries, and historic and museum facilities in
Pennsylvania. The effort continued as the PA General
Assembly returned to Harrisburg in late September,
but to our pleasant surprise, there seems to be
agreement among the parties concerned not to
continue the effort to raid the Keystone Fund for
HSCA. We are remaining vigilant, and will work with
DCNR to continue to educate legislators about the
Keystone Fund.
As you may recall, our first Youth Sports Summit
was
held in January 2007 and the next is scheduled for
January 2008 in State College, PA. Through the hard
work of our Youth Sports Task Force lead by Kim
Woodward and Doug Lowery, we have completed the
PA Youth Sports Tool Kit with 2000 copies on
CD now
in the distribution pipeline. A complementary effort to
pass stronger background check legislation in PA is
also underway.
I also want to report that Doug Lowery, an
Army
reservist, will be absent from PA for the next 14
months or so while doing a tour of duty in Iraq. He
joins Kathy Brill as PRPS members that we
know of
who are serving in Iraq.
The latest in our series of technical assistance
publications in partnership with the PA Department of
Conservation and Natural Resources is "Creating
Sustainable Community Parks" which provides
the
latest information on park management utilizing more
environmentally friendly approaches with more native
plants, reduced mowing, and the like. The 80 page,
color handbook is free to communities and
organizations in Pennsylvania. Next in line for printing
is the recreation programming handbook.
So far in 2007, we've held several very successful
multi-day conferences. In March, we had the
2007
PRPS Annual Conference in Hershey with over
800
attendees, our second largest, and in May we held the
3rd Annual Greenways and Trails Summit in
Greensburg with 220 attendees, the largest for that
event.
In June we held the 39th Annual PA Therapeutic
Recreation Institute with approximately 230
attendees,
a respectable number for that event; and achieved our
budget net revenue goal of $11,000 for the first time in
many years! We look forward to more of the same in
2008.
In September, we coordinated the first ever
Pennsylvania Wilds Conference in
Williamsport for
about 280 attendees. The last conference was an
interesting opportunity to work with both DCNR and
our PA Department of Community & Economic
Development on a recreation and tourism based
initiative in northcentral Pennsylvania.
The Fall Mini-Conference scheduled for
October 15-
16, 2007 at Grantville is being completed as this
message is prepared with good attendance in all
sessions.
Upcoming in November 2007 is our Fourth Annual
Urban Recreation Institute for which the
registration
guide may be found on our PRPS website,
www.prps.org.
Pennsylvania held a Governor's Conference on the
Outdoors in March 2007 with a series of follow-up
regional meetings. I'm on the Governor's Task Force
that is preparing the recommendations for state action
on this hot topic. The report is anticipated in early
2008.
We had our annual audit visit on September
27th from
the staff of Goldberg & Balthaser. Much work remains
until we receive the final figures for 2006-2007, but we
appear to be in the black by about $17,000 for that
year. Thanks to all of our members who contribute to
conferences, workshops, ticket sales and other efforts
that help us to stay financially healthy.
The old 1997 PRPS van, the infamous "Red Tomato",
is gone and was replaced in early October by 2007
Dodge Grand Caravan, also red in color.
I completed the agreement with the Valley Forge
Convention Center for the 2011 PRPS Annual State
Conference for March 18-23, 2011.
We are continuing the landscaping efforts for
the
PRPS Office grounds with assistance from Kurt
Uhler, John Mikowychok and other members of the
Park Resource Branch. We have planted 25 of the 33
new trees required by Ferguson Township and most
are surviving despite the very dry summer. The next
field day at the PRPS Office scheduled by the Park
Resource Branch is Friday, October 26th. Others are
invited to join us at the office on the 26th. Let us know
if you plan to be there, and bring your work gloves!

to the efforts of Emily and Kim.
I was fortunate to receive the Gary W. McQuaide
Memorial Award at the annual Hershey's Track
and
Field Games Program National Banquet in early
August on behalf of PRPS and the members and staff
who have supported the Hershey's Program for the
past 30 years particularly Tracy Robert, Larry Best,
Darrell Lovelette, Helen Griffith, Gene Eubert, Bob
Ayer, Jeff and Carmen Williams, Tonya Brown, and the
many others who volunteer for our very enjoyable State
Meet. Steve and Sue Landes also lent their support at
the banquet.
There will be a new NRPA National Recreation &
Parks Leadership School beginning in August
2008 at
Ogelbay Park, West Virginai, which is focused on
developing
better recreation and park directors. It will be a two-
year school like Maintenance Management and
others. PRPS will be the agent to offer a limited
number of scholarships to the school for directors in
PA agencies in western Pennsylvania which are
funded by Pittsburgh based foundations through the
Ogelbay Foundation. More information will be
forthcoming this fall.
The PRPS Fall Membership Meeting is
coming soon
on Wednesday, November 14, 2007 at the Harrisburg
East Holiday Inn. I hope to see you there!

Dr. Fred & Ann Coombs Library Dedication |

The Fred and Ann Coombs Library
The Fred and Ann Coombs Library was dedicated on
May 15, 2007 to honor Fred and Ann Coombs for their
many significant contributions to PRPS, the recreation
and parks field, and to the State College area
community.
The Coombs Library serves as the information and
resource center for the Society's PA Institute for
Recreation and Parks, and it contains a wide range of
resource books, informational files, and periodicals
that are available to members of the Pennsylvania
Recreation and Park Society and to others involved
with the broad field of recreation and parks.
The physical location of the Coombs Library is at the
PRPS Headquarters at 2131 Sandy Drive in Ferguson
Township. The Library also serves as a meeting
location for the PRPS Board of Directors and many of
the PRPS branches and committees, and it is the
location for periodical workshop training.
The Library is a dynamic and evolving service. In the
future, resources and an information directory of the
Fred and Ann Coombs Library will be available online
at the PRPS website, www.prps.org.
At this time, the Fred and Ann Coombs Library is
available to visitors from 8 a.m. to 4:30 p.m., Monday
through Friday except for holidays and when meetings
and workshops are taking place. Visitors may call
ahead to 814-234-4272 to check on the Library status.

Delores M. Andy Scholarship |

In March, we received a very generous $10,000
donation from PRPS Honorary Member Delores M.
Andy to endow The Delores M. Andy Scholarship
Fund that will assist a Temple University
undergraduate student and a Temple University young
professional to attend the Annual PRPS Conference
each year. This continues her strong commitment to
the active involvement and professional development
of students from Temple University.

This speech was presented by Steve Landes on
March 28, 2007 after his installation as the PRPS
President for 2007-2009 at The Annual Meeting in
Hershey, PA.
Past President Carolyn, Board of Directors, Executive
Director Bob, PRPS staff, members, guests and
friends.
Before getting started I want to thank Lee Bryan for his
service to the Society. Unfortunately as I'm sure you
already know, Lee is at home awaiting back surgery.
Our thoughts and prayers are with him.
When he's well, we can properly thank him and
provided him with a token of the Society's
appreciation.
Why am I here today?
To tell the truth -my wife Susie - who was your
president from 1995 to 1997 - told me that I should
step up and like a smart husband - I always listen to
my wife!
The other reasons I'm here today were revealed in the
nomination platform that I prepared over two years
ago. I wrote:
"I have benefited greatly from my association with
PRPS and would like to repay the Society membership
and staff by committing six years of service to this
great organization as president-elect, president and
past president. My four years on the board of directors
as PRPS secretary have prepared me for the
challenges and opportunities I would face as your
president.
My emphasis will be to work with the staff and the
board of directors to increase the level of support and
services that are available to PRPS members and to
increase the capacity of the Society to provide these
services. Establishing the Pennsylvania Institute for
Recreation and Parks will be a priority."
These words from my platform issued over two years
ago still ring true to me today.
These words reflect my indebtedness to PRPS for all
that I've received in technical assistance, continued
learning, contacts, and friendships during more than
three decades in this profession.
These words reflect my desire to make a difference
and to be part of a winning team - a committed and
enthusiastic team comprised of this new Board of
Directors and the PRPS Staff headed up by our
Executive Director Bob Griffith of whom I'm a huge fan
and all of you.
These words reflect my desire to focus the Society's
available resources to best serve you - the members -
and - also my commitment to grow these resources
so that even more is possible.
How can this be done? Some of the areas where I
see the greatest opportunities and greatest
challenges for the Society are:
Membership
We need to work to retain our current members and
also to attract new members.
Membership numbers have remained fairly constant
in the recent year.
Members are the life blood of our organization and if
we are to prosper the membership needs to
increase.
The membership committee will be called upon to
develop a new membership drive to encourage you to
invite and introduce prospective citizens and
professionals to membership.
Focus Our Resources
The Society only has so much money and so much
staff time. Something that we're all familiar with
because our agencies are not over-funded.
So how are we going to determine where to best
spend the Society's precious resources to get you -
the members - what you want?
The best way to figure out what you want is to ask -
and that's what will happen this year.
Two member surveys will be sent out that will ask you:
- to rate how PRPS is doing
- what your needs are
- what challenges face you every day at work;
and
- How the Society can best help you.
Advocacy and Public Awareness
The Society must continue to take an active role on a
variety of parks and recreation related issues in the
state legislature, with state and local governmental
officials, other groups and even citizens.
In these ever changing times with many competing
interests pushing their agendas at all levels of
government it is important for the Society to:
- Be aware and keep the membership
informed of issues at the State level and we must
provide you with a plan of action that each member
can take to address the issues.
- Educate our elected representatives,
government officials and citizens at the State and local
levels about the importance of our profession and the
many benefits that parks and recreation offers our
constituencies. We believe it - we live it - but too often
don't tell others about it.
The Governmental Affairs and Public Awareness
Committees are up to the task - What they need to
have clout - What the Society needs - is for you to be
there!
Finances
We must find ways to enhance the Operating Budget.
A financially diverse PRPS will be stronger and more
able to provide service to us as members and our
organizations.
Wouldn't it be great to announce that because we're
financially strong - Bob has been able to add another
Kim, Wendy Jo, Tracey, Emily or Judy onto the staff to
move us forward with establishing the PA Institute for
Recreation and Parks?
The development of revenue is an ongoing process
that this Board will address; my focus will be to
eliminate debt - to Bury - Burn the Mortgage.
Wrap Up
I feel that together we can accomplish all of this and
more!
It will require hard work from the Board and Staff,
PLUS the help and involvement of YOU -the
membership.
What Can You Do?
- Complete and return the survey available
on line about the conference. Complete and return the
two member surveys that will come out later this year.
A 15 minute investment of your time will help to insure
that the Board has sufficient information to properly
focus our services.
- Volunteer to participate on a committee.
Take a look at today's program, find a committee that
interest you and sign on.
- Step up and submit your name in
nomination for PRPS Offices. Ladies I want to talk to
you. Today, with Carolyn concluding here term as past
president, something has happened that hasn't
occurred in over 20 years. The Executive Board which
consists of Past President Lee, President Steve,
President-elect Bill, Treasurer Kirk, Secretary Doug
and Executive Director Bob - is all male! This is the
beginning of the testosterone era. If you want to
change this and add some balance - I urge you to
prepare your resumes and run for office.
Seriously, I encourage everyone to run for office.
- Participate in conferences and educational
sessions - This function strikes at the heart of service
to the membership and these functions form the core
of the PA institute for Recreation and Parks.
- Attend meetings of the Society, Districts,
Branches and the many local informal recreation
councils - and - don't always go alone but invite
others who are not currently members of the Society,
citizens and professionals alike to attend these
meetings with you.
This is our Professional Association and it will only
become stronger if we make it happen.
Get involved yourself and encourage your friends,
neighbors and colleagues to get involved in PRPS
I'm looking forward to working with you to make PRPS
a little bit better

There are two new online publications that the Office
of Conservation Science would like to make you aware
of. The first are fact sheets for recreational users (ATV
riders, hikers, boaters, etc.) that explain how they
interact with invasive species. These can be found at

copies of these to
distribute to the public.
The second publication is called "Creating
Sustainable Community Parks." This book provides
information that will help to design, manage, and
maintain parks that promote wildlife and native plants
and are maintained in a more environmentally-friendly

New Brochure Promotes Tourism in the Schuylkill River Heritage Area |

POTTSTOWN (May 7, 2007) The Schuylkill River
Heritage Area has introduced a new brochure aimed
at building tourism throughout the region.
The full-color brochure will be placed in visitors'
centers, tourism bureaus and other tourist sites
throughout the five-county (Philadelphia, Chester,
Montgomery, Berks and Schuylkill) Schuylkill River
region.
The May 4 unveiling was attended by Congressman
Jim Gerlach (PA-06) and Congressman Charles W.
Dent (PA-15), who both supported federal funding for
the $10,000 cost of printing and designing the
brochure.
"This encapsulates all the great work that you're part
of," Gerlach told the SRHA. "The more we can work
together to make this a better place to live, to raise a
family, and to attract people to work, the better we're
doing our jobs."
The new brochure follows the attractive format of
National Park Service tourism literature, with striking
photos from throughout the area. An illustrative map of
the Heritage Area highlights the Schuylkill River Trail,
and pinpoints museums, historic sites, national and
state parks and other attractions.
A portion of the brochure is devoted to defining the
Schuylkill as the "Revolutionary River," where many
important historical events unfolded related to the
American Revolution, and later the Industrial and
Environmental Revolutions.
"I think this is extraordinarily important to our
community," said Dent. "People can see what's
happened around the Schuylkill and develop a much
greater appreciation for this nation."
A section of the brochure promotes the NPS
Passport Stamp Program, which allows people to
purchase NPS Passports and have them stamped
with a marker identifying parks and heritage areas
they've visited. The Schuylkill River Heritage Area
contains four stamping stations: Valley Forge National
Historical Park, Independence National Historical
Park, Hopewell Furnace National Historic Site, and the
SRHA headquarters in Pottstown.
"This brochure highlights the significance and reach
of the Heritage Area. We hope it not only encourages
people to visit the sites identified, but to begin to view
the Heritage Area as a region filled with natural,
historic, educational and recreational treasures," said
Kurt Zwikl, executive director of the SRHA.
Zwikl thanked the congressmen for the funding that
made the brochure possible, and noted that federal
dollars received by the SRHA are leveraged many
times over to pay for projects that benefit communities
all along the river.
The Schuylkill River National and State Heritage Area
is a non-profit organization that uses conservation,
education, recreation, tourism, and cultural and
historic preservation as tools for community
revitalization and economic development. For more

3rd Annual PA Greenways & Trails Summit |

By all accounts, the 2007 PA Greenways and Trails
Summit was an overwhelming success. Over 200
people took part in some or all of the event. Keynote
speakers like DCNR Secretary Mike DeBerardinis,
national greenway promoter Chuck Flink, and
international park and open space advocate Gil
Penelosa reminded us of our remarkable
achievements and motivated and inspired us with
glimpses of the potential that lies ahead. The theme
of this year's event was "Community Connections
Through Greenways and Trails". Especially
impressive were the talks and tours put on by
members of the "Trail Towns" community revitalization
movement that is taking hold across southwest PA
and elsewhere in the state. We were greeted
enthusiastically in towns that have embraced their
trails as true catalysts for restoring business, tourism,
and quality of life. The event enjoyed unprecedented
participation from DCED, the PA Downtown Center,
and numerous Tourism Promotion Agencies. Over 25
additional breakout sessions were held on a range of
topics and trail types. Increased participation from
water trails and the hiking community was noted.
Further efforts at outreach to the equestrian and
motorized audiences are planned. Many thanks go to
the planning committee and all Summit Partners, and
especially to the local host organizations - Regional
Trail Corporation, Allegheny Trail Alliance, and
Westmoreland County Parks - for their wonderful
hospitality and programs, both on- and off-site.
Tentative plans are for the next Summit to be held in
northeastern PA in the fall of 2008. Those wishing to
serve on the planning committee or to offer input on
location , content, or other aspects of the Summit

NRPA Staff Update |

Kathy Spangler has left NRPA and to pursue a
position as the Senior Vice President for National
Action Strategies at America's Promise Alliance, the
organization founded by former U.S. Secretary of State
Colin Powell to improve the lives of America's
children. In her new role, Kathy will be responsible
for directing an initiative to coordinate the work of more
than 120 leading youth serving organizations in the
public, private and non-profit sectors. Kathy will
continue to build on her work at NRPA fostering youth
development.
Kathy worked at NRPA since October 1987. She
served as the Northeast Regional Director (working
with both the Mid Atlantic Regional Council and the
New England Regional Council), and was the Staff
Director for the America Park and Recreation Society
until 1998 when she assumed her most recent role as
Director of National Programs and Partnerships.

Philadelphia Hospitality Appoints New Executive Director |
 |
Chris Perks, Chair of Philadelphia Hospitality is
pleased to announce the appointment of William (Bill)
E. Mifflin as the new Executive Director of Philadelphia
Hospitality. Bill will be replacing Molly Espey, who is
resigning after 14 years directing the organization.
Bill is well known throughout the greater Philadelphia
region for his dedication and commitment to
promoting our historical, cultural and horticultural
institutions.
During his career of over 30 years with the City of
Philadelphia, Bill served in various leadership
positions including 13 years as Executive Director of
the Fairmount Park Commission. His
accomplishments for Fairmount Park include creating
non-profit fund raising and property management
organizations and establishing a network of more than
80 "friends" or support groups for Fairmount Park.
A proud native of Philadelphia, Bill serves on

Bill has a Masters Degree from Temple University,
where he is an Adjunct Professor in the School of
Tourism and Hospitality Management. He resides in
Philadelphia with his wife Rebecca Hunn Mifflin. The
Mifflins have two children and four grandchildren.

Sheetz Keeps Town's Pools Afloat

Altoona, PA was at risk of losing the convenience of
regular hours at its two pool when Mayor Wayne Hippo
described the pools' $36,000 deficit and declining
patronage of the facilities in a local newspaper article.
His concerns were answered by Sheetz, Inc., a chain
of convenience stores.
Sheetz made a $30,000 donation to keep the pools
open. According to John Little, former director of the
Central
Blair Park and Recreation Commission, the pools
would have limited hours or would have closed on
certain days without the donation.
Sheetz President Stan Sheetz, said his family grew up
near Altoona and that the company like to invest in
youth. Sheetz sponsors more than 300 youth sports
teams in six states.
