Distracted Driving: The Accident Waiting to Happen

Mr. Zambri's message will save lives -- why not save some at your school?  Young parents are often distracted by babies and young children; new drivers are often distracted by loud music, friends, and the sound of a text message coming in; we are all distracted by our ever present cell phones.  Mr. Zambri has important information for us all -- and ALL ARE WELCOME.

MCCPTA Bylaws Amendments.  Also, a proposed resolution on Burden of Proof in Special Education will be introduced with a vote scheduled for our April 24 Delegates AssemblyThe Nominating Committee will also present the nominees for 2012-1013.

Reminder on Delegates Cards

If you picked up your delegate card previously, remember to

bring it! If you did not pick up your delegate card, a few requirements:   

1. PTA President must submit delegates names to the MCCPTA office.
2. The local PTA must have paid dues ($1/member) to MCCPTA.
3. Each delegate must present a valid local PTA membership card.

Operating Budget Advocacy Continues
The MCCPTA President and our Cluster Coordinators will testify at County Council hearings on the MCPS Operating Budget on April 10-12.  We encourage your attendance to show support for MCCPTA and your cluster coordinator!  Please see the testimony schedule to the left.

State Advocacy Also Continues
Thank you!  You made an impact!  Over 1100 signed the online petition opposing the shift of pension funding to the counties.  We have also forwarded many more hard-copy letters as well. Your voices were heard.  The Senate Budget bill did include a measure to shift half of the pension costs from the state to county governments; HOWEVER, a compromise was reached to shift the cost over a 4-year period and included additional funding to blunt the impact.  The estimate of what this would cost Montgomery County varies and the House version of the bill is still under consideration.

Another bill we're watching deals with Maintenance of Effort (MOE) reform.  Again, many of you made your voices heard last week in support of reforming the current MOE law.  The Senate passed their version last week and recent word is that the House passed it today.  The House also has their own version of an MOE bill...so it's getting a bit complicated as well as a bit unusual procedurally.  A few key points that were under consideration included 1) counties that don't meet MOE will be required to seek a waiver, 2) rebasing would be permitted under certain circumstances, but would be capped at 97% of MOE and 3) penalties for failure to comply would be imposed on the counties that fail to comply and not the school system. 

A Caution During Election Season

PTAs are 501(c)(3) non-profit organizations who are prohibited from intervening in political campaigns. To understand fully what PTA leaders may and may not do, review IRS Guidelines.
