First, I would like to thank Dr. Daniel Lieberman, MCMS President-Elect, for hitting it out of the ballpark with his guest editorial last month, entitled "The Bloom and the Rose". He accurately depicted our daily frustration of feeling attacked on so many fronts; from those questioning the integrity of our medical decision making, to the disproportionate influence of those controlling expensive cost centers (hospitals) in the evolving financial model and employment landscape; as well as continued and threatened expansive bureaucratic barriers to effective and efficient medical care. Dr. Lieberman challenged you to remember "why" you chose to pursue a career in the healing arts as a physician, adhering to ancient code of ethics which prescribes our unique doctor-patient relationship with all of its responsibilities and rewards gifted from society. I know that I am not alone in saying that we all are fortunate to have Dr. Lieberman as our 119th President next year, and we look forward with great anticipation to his continued contribution to our professional society.

| | The Maricopa County Medical Society (MCMS) is pleased to announce the creation of a Mentorship Committee; chaired by Miriam Anand, MD, with Christopher Yeung, MD, and Kelly Hsu, MD, as members.
The purpose of the committee is to create mentorship programs that foster a positive learning environment where experienced MCMS member physicians can teach and mentor individuals in the early stages of their medical career, or in the decision making process of entering a medical career. In addition, participants can act as a support system for established physicians that have recently moved to Maricopa County and wish to practice here.
We would love to have your involvement!

Most Doctors Headed for Penalty over Medicare Quality Reporting
| | Absent a significant change in the trajectory of Medicare's physician quality reporting system, a large majority of doctors will set themselves up for future rate cuts by failing to report enough quality measures to the federal government in 2013.
A recent trends report from the Centers for Medicare & Medicaid Services shows that fewer than 200,000 physicians, out of the more than 600,000 who were eligible for the incentive program, reported PQRS measures in 2010. More than 125,000 physicians reporting as individuals met enough of the requirements to share a total of nearly $400 million in bonuses, but hundreds of thousands of eligible doctors did not attempt to meet the pay-for-reporting criteria. More than 50,000 tried for the bonuses but did not report enough quality measures to hit the minimum.

One in Five ED Patients Referred By Primary Care Doctors
| | One in five patients who went to the ED but were not sick enough to require an inpatient bed said they sought the emergency department because their primary care doctor told them to go there, according to a federal survey.
The Centers for Disease Control and Prevention's National Center for Health Statistics queried a large sample of non-admitted patients between the ages of 18 and 64 between January and June, 2011. The intent was to determine why they went to the ER instead of another less intense or less expensive care setting.
The issue has been a political flashpoint with emergency department doctors in recent years because of statements from members of the Obama Administration and other political figures implying that ED overcrowding might be largely remediated if there were simply more primary care doctors willing to see a wide spectrum of patients.
"People don't realize that a lot of the patients who get sent to our emergency centers are referred there by their physicians," said Andrew Sama, MD, president-elect of the American College of Emergency Physicians.
