Doctor's Day 2012
Doctors in Private Practices are Now Joining Hospital Staffs
Fifteen years ago, I proudly hung a sign outside my office with my name followed by "MD." I had started my own business.

A small private medical practice is much like a mom-and-pop store, where the doctor has the autonomy to decide the hours, which insurance to accept, which patients to see and how much to charge.

Over the years, my practice has grown, and now I have several doctors working along with me. But I may be an endangered species. Across the nation hospitals are purchasing physician practices at an extraordinary pace. In part, it's due to complexities in managing chronically ill patients, but mostly it's due to the way doctors and hospitals are being paid for their services. Read more...
Electronic Submission of Medical Docs Trial Goes Live
A year ago this month, CMS announced its esMD tool, which is an option for providers to electronically send medical documentation that is requested of them by recovery auditors and other government entities contractors.

Phase 1 of esMD kicked off on September 15, 2011. During this period, providers still receive medical documentation requests via paper mail, but have the option to electronically send their documentation to the requesting review contractor.

Region D recovery auditor HealthDataInsights plans to participate in the program starting this month, and Region C recovery auditor Connolly next month. Read more...

Ensure a Smooth Version 5010 Upgrade: Use CMS' Online Resources

The Version 5010 upgrade deadline was January 1, 2012. However, the Centers for Medicare and Medicaid Services (CMS) initiated an enforcement discretion period to give everyone covered by HIPAA additional time to complete testing and meet compliance.

Physicians should be finalizing your upgrade to Version 5010 if you have not yet done so. CMS has provided resources on the ICD-10 Web site to assist with understanding and managing your upgrade.

Keep Up to Date on Version 5010 and ICD-10.

Please visit the ICD-10 Web site for the latest news and resources to help you prepare.
ATSU Names its Next President
After an extensive search that included many national leaders in healthcare education, the A.T. Still University of Health Sciences (ATSU)
Craig Phelps, DO
Board of Trustees is pleased to announce the appointment of Dr. Craig Phelps as the next President of ATSU. Clyde Evans, Ph.D., Board Chair, announced that Craig Phelps, DO, FAOASM, will become ATSU president effective July 1; he will replace President Jack Magruder, who several months ago had announced his intention to retire.

Dr. Phelps, a 1984 graduate of ATSU's Kirksville College of Osteopathic Medicine (KCOM), became provost of the University's Arizona campus in 1998, where he led the team that developed that campus and its three academic units: the Arizona School of Health Sciences, the Arizona School of Dentistry & Oral Health, and the School of Osteopathic Medicine in Arizona (joining KCOM and the School of Health Management on the Kirksville, Mo., campus).  Read more...
HHS Settles HIPAA Case with BCBST for 1.5 Million

Blue Cross Blue Shield of Tennessee (BCBST) has agreed to pay the U.S. Department of Health and Human Services (HHS) $1,500,000 to settle potential violations of the Health Insurance Portability and Accountability Act of 1996 (HIPAA) Privacy and Security Rules, Leon Rodriguez, Director of the HHS Office for Civil Rights (OCR), announced. BCBST has also agreed to a corrective action plan to address gaps in its HIPAA compliance program. The enforcement action is the first resulting from a breach report required by the Health Information Technology for Economic and Clinical Health (HITECH) Act Breach Notification Rule. Access, Quality, Costs Vary Widely, says Commonwealth Report
Healthcare access, quality and costs vary widely from one community to another, according to a report from the Commonwealth Fund.

Using 43 metrics, including percentage of insured adults and 30-day mortality rates for heart attack, Commonwealth Fund researchers assessed health system performance in 306 hospital referral regions across the country. St. Paul, Minn., Dubuque, Iowa, and Appleton, Wis., were among the top communities overall, while Shreveport, La., and Jackson, Miss, were ranked among the bottom 10.

It's the first report from the New York-based not-for-profit to look specifically at local health systems. The Commonwealth Fund released national scorecard reports in 2006, 2008 and 2011, as well as state-by-state health system reports in 2007 and 2009. Read more...
Study Finds High-Spending Canadian Hospitals Do Better
Canada has long been a favored talking point for debates over the quality of America's health system, alternatively cast as either Eden or Gomorrah. A new paper adds a shade of gray into the understanding of Canadian hospitals - and the ongoing debate here about when it comes to medical spending, less is more.

The paper published in the Journal of the American Medical Association found Ontario hospitals that spent more on patient care had better outcomes, including lower mortality, fewer re-admissions and fewer heart attack-related events.

At first glance, this conclusion would seem to contradict the world view of the Dartmouth Atlas, which maintains that American hospitals that throw more resources at patients - more specialists, tests, procedures - don't get better results. Read more...
