| MICA Declares Dividend | | |
MICA'S Board of Trustees, at the December Board meeting, declared a dividend of Sixty Million Dollars ($60,000,000) in the aggregate to be paid to participating policyholders who were current MICA members as of December 31, 2010. It will be apportioned based on earned premium for the thirty-six month period ending December 31, 2010.
For physicians insuring with MICA for three full years this dividend represents approximately 42% of their annual 2010 premium. It brings the total dividends paid to participating MICA members in the past five years to One Hundred Eighty Million Dollars ($180,000,000).
In addition, subject to review by the Arizona Department of Insurance, MICA will decrease base rates for Arizona physicians an average of 10% effective April 1, 2011. With this decrease Arizona physicians with MICA will have on average received a 25% reduction in premium rates since April 1, 2007.
Due to reclassification of a few specialties based on their loss experience a number of Arizona physicians will receive substantially larger reductions while a very few will experience a slight increase.

As MCMS realizes its vision to become the leader in promoting excellence in the quality of care; stregthen its relationship within the community; and to represent and serve its members by acting as a strong, collective physician voice, the MCMS brand remains one of our most important assets. A consistent brand is a powerful brand. It helps customers confidently navigate through options. It builds preference in the minds of our business partners. And importantly, it sends a strong symbol that we are united and focused in our efforts.
Over the coming months, you will notice some positive changes in the branding and tools which we employ to help further define and enhance our unique value proposition to physicians in Maricopa County, while driving new business opportunities for MedaBytes, Round-up, Bureau of Medical Economics and Greater Arizona Central Credentialing Program.

FDA: Gardasil Approved to Prevent Anal Cancer

The U.S. Food and Drug Administration in December approved the vaccine Gardasil for the prevention of anal cancer and associated precancerous lesions due to human papillomavirus (HPV) types 6, 11, 16, and 18 in people ages 9 through 26 years.
Gardasil is already approved for the same age population for the prevention of cervical, vulvar, and vaginal cancer and the associated precancerous lesions caused by HPV types 6, 11, 16, and 18 in females. It is also approved for the prevention of genital warts caused by types 6 and 11 in both males and females.

Congress Passes Bill Exempting Physicians from "Red Flag" Rules

The House passed Senate legislation exempting physicians from identity theft regulations called "Red Flag Rules" that organized medicine has criticized as an unnecessary administrative burden.
The legislation, which awaits the signature of President Barack Obama, averts enforcement of the regulations in medical practices that would have taken effect January 1.
The Red Flag Rules implement portions of the Fair and Accurate Credit Transactions Act enacted in 2003. Under these rules, financial institutions and credit-extending businesses such as retailers and car dealerships must draft formal plans on how they will look out for warning signs, or red flags, of identity theft and then deal with any cases they discover.

Dozens of Bills Filed Prior to Start of AZ Legislative Session

Measure would let faculty pack heat at colleges; Another would require AHCCCS to use two contractors for each service it provides.
Legislators will have more than just the $1.4 billion budget shortfall to consider next year. The 50th session of the Legislature doesn't start until Jan. 10, but as of Thursday, 13 bills had already been introduced into the Arizona House of Representatives and 11 have been introduced in the state Senate.
