A Summary of the 10/25/11 Rye City School District Board of Education Meeting

 

Bond Referendum Presentation

Dr. Shine discussed the past, current, and projected enrollment numbers for the MS/HS, and shared the graph below which illustrates the growth over 25 years.

Kathleen Ryan, the District's Business Official, led a Bond Referendum Presentation summarizing the preliminary debt cost impact of the bond. Using the District's financial advisors, the debt cost impact will be refined and reported in future communications.

Board of Education Action Items

Major Goals of the Bond:

  • To provide classroom space for growing enrollment
  • To maintain reasonable class sizes
  • To maintain current programs
  • To replace outdated science classrooms

As Lead Agency, the Board adopted and issued a Negative Declaration Notice of Determination of Non-Significance and authorized its publication with the requirements set forth in Section 617 of the SEQR regulation for SEQRA; adopted a Resolution of Necessity; adopted a Bond Resolution; and adopted a Resolution to establish December 13, 2011, as Election Day. The $19,996,000 bond referendum includes the following:

 

* New 12 classroom addition, including connecting hallways

* Remove portable classrooms

* Existing science room conversions to regular classrooms with power upgrades

* Mechanical system and plumbing upgrades; replacement of sump pumps

* Relocate Middle School Nurse's Office to provide better access and space

* Building Code and SED Requirements as designated by KSQ Architects

* Renovation of the High School Boys and Girls Locker Rooms

* Renovation of Toilet Rooms [7] as designated by KSQ Architects

* Renovation of the High School guidance suite in its present space

* Traffic flow and parking improvements

 

The referendum will be voted upon on December 13, from 7:00 am-9:00 pm, at the Middle School. The District will be providing materials about the project in the upcoming weeks. All information will be posted on the "Capital Project Central" section of the District website, www.ryeschools.org.

Voter Registration

A voter registration session is scheduled for November 28, 2011, from 4:00-8:00 pm at 411 Theodore Fremd. Voters may also register in person at 411 Theodore Fremd prior to November 28, 2011 between the hours of 8:30 a.m.-4:30 p.m.

Superintendent's Report

At each meeting, Superintendent of Schools, Dr. Shine, presents a report to the Board of Education. In this meeting's report, Dr. Shine shared news from throughout the District's schools. He provided highlights from Milton School's Circus Arts Week, Osborn School's garden scarecrow project, the Rye-Harrison game which ended with a 17-7 Garnets victory, and the Parson Street Players' performance of Our Town. Dr. Shine also announced the following upcoming events:

  • Midland School Talent Show - 11/16 & 11/17 at 6 p.m.
  • Middle School Theatre Performance of Willy Wonka - 11/4 & 11/5 at 7:30 p.m.
  • Osborn School Halloween Parade - 10/27 at 10:45 a.m. for kindergarten, 10/31 at 1:30 p.m. for grades 1-5
  • Midland School  Halloween Parade - 10/31 at 2 p.m.
  • Milton School Halloween Parade - 10/31 at 2 p.m.
Gifts to the District

The Board approved a $2,500 gift from the Rye Neck PTSA for Heard in Rye, and a $1,500 gift from the Midland PTO for Heard in Rye.
