AMBASSADORS' CORNER
by Kelli Black, Berkeley Chamber Ambassador and Event Sales Manager at Hs. Lordships I first learned of the Berkeley Chamber of Commerce when I began working at Hs Lordships Restaurant on the Berkeley Marina. I am an Event Sales Manager and was trying to figure out how I would start a community outreach program when I contacted the Chamber and learned that Hs Lordships has been a member since 1970! I was thrilled that I had a platform that would support my sales efforts in the Berkeley community. My many years of work in the hospitality industry has taught me that partnership with local chambers of commerce is an essential tool for networking and exposure to potential customers. After attending a few networking mixers, I was asked to become an ambassador. I thought this would be a great opportunity to have even more impact reaching out to the Berkeley community. I have been an Ambassador for a over a year now and am having a great time networking, creating strong and lasting professional relationships, and participating in Chamber activities, as well as growing the business for Hs Lordships Restaurant. "The most fun you'll ever have while networking for your business" is the slogan for the Berkeley Chamber Ambassadors and I will tell you that it is so true! I have the best time involving myself with various activities, sunrise breakfasts, luncheons, sunset mixers and community outreach projects. WELCOME Our newest Chamber staff member - Alexis Erb!
Alexis Erb comes to us most recently from Responsible Hospitality Institute, (RHI) in Santa Cruz, where she worked for three and a half years, overseeing their membership program, events and general office responsibilities.
Born and raised in Bethlehem, Pennsylvania, Alexis is one of 7 sisters and 5 brothers. She went to Temple University in Philadelphia and graduated with a Bachelors of Science in Tourism and Hospitality Management and a with a Certificate in the Geography of Tourism. Alexis and her husband Wilson (an Eagle Scout and Art Student at CCA) were married last June in a small ocean-side ceremony, and live happily in Oakland with their adopted puppy Penny and their fat cat Straton. Alexis joined our team in late January of this year as our Membership Coordinator and Administrative Assistant. She has an easygoing nature, an eye for detail, a wicked sense of humor, and a passion for hospitality.
She is quickly becoming indespensable, and we are excited to have her as part of our team!

EVENT RECAP - CRAB FEED 2012

Our annual All-You-Can-Eat Crab Feed, hosted this year by long-time Chamber Member Spenger's Fresh Fish Grotto, is one of our favorite events of the year!
Over 200 guests attended this year's festivities on February 9th, and enjoyed a Happy Hour with live music by the Tony Macaroni Trio, a raffle with fantastic prizes, great conversation and networking, as well as feasting on several delicious dinner courses followed by all the yummy crab they could eat, and a scrumptious dessert buffet sponsored by Whole Foods Market in Berkeley!
Spenger's General Manager (and Berkeley Chamber Board member!) and Executive Chef Patrick Keller were amazing hosts, and treated us to the over-the-top hospitality that has given Spenger's it's legendary reputation!
A great time was had by all! A big "Thank You!" to everyone who came out and joined us!

So where do things start? Where else? Berkeley! It starts here.
This morning the Downtown Berkeley Association made that idea three-dimensional for a packed house gathered at the Shattuck Plaza Hotel for the roll out of "New Downtown Berkeley." Led by DBA with the support of the city government and the business and arts community, this campaign has already resulted in a more beautiful, more functional downtown corridor.
Mayor Tom Bates told the crowd of his goal to see downtown attract even more people, commerce and creative activity and that the City Council is about to pass a plan to redevelop downtown's infrastructure after a seven year review process.
CEO John Caner of the DBA made it clear that the progress achieved so far is the result of a team effort implemented by the organization's "Ambassadors ," who have done the cleaning, painting and refurbishing that are giving the area its new look. The Ambassadors will stay in place to maintain the improvements and provide personal assistance to downtown's many patrons.
Steve Donaldson of Radiant Brands connected all these elements in downtown's new brand, encouraging everyone to come to Berkeley to taste, create, and experience. The area's new slogan will be: "It Starts Here."
Many speakers described Berkeley as a "small city with a global influence." The DBA's goal is to make this slogan a reality by creating a downtown environment that is attractive to creative activity of all sorts. Working together, the DBA believes that the government, the university and the community can catalyze innovation in all forms: artistic, commercial, and technological.
Dean Shankar Sastry of Cal encouraged those assembled for the meeting to think in terms of the city leading the "re-industrialization" of our country, with downtown playing a key role in that process.
As a pastor of a start-up congregation that serves downtown, I know personally how important these initiatives are. A better downtown is a better Berkeley. It starts here.

MESSAGE FROM THE CEO

Great News for Downtown Berkeley!
After seven years of a thorough and often tedious effort, including a very successful referendum (Measure R), it looks like we will be moving our core downtown into the 21st century!
The new zoning changes and plan will allow for a new hotel, several multiple-story buildings for housing and business and a speedy permit process for developers providing environmental amenities, below market rate housing, prevailing wages etc.
Your Chamber generated a substantial crowd to support the Downtown Plan, giving out green signs for folks to wave to show support for the changes. Both CEOs and several members spoke during the public hearing and attended follow up Council actions.
These changes, in addition to the Downtown Berkeley Association's plan and funding for a clean, safe and beautiful downtown, will generate dynamic changes in the coming years. The DBA has a new slogan for our downtown "IT STARTS HERE" and they hosted a kick off of their new regime this morning at the Hotel Shattuck Plaza (a Chamber member). (Please see the "BerkeleyView" article in this issue for more details on the event)
Simultaneously we are hard at work on moving the plan for West Berkeley rezoning forward. The Chamber is cooperating with and supporting the residents and businesses in West Berkeley to craft the best pathways forward for opening the area up to businesses that create jobs and housing for the people who get those jobs.
We are proud to be "The Voice for Business in Berkeley."

COMMITTEE ON GOVERNMENT AFFAIRSby Roland Peterson, GA Committee Chairman Full Contact and Unanticipated Consequences As some you may recall, I served as Chair of Government Affairs for four years several years ago. During those years, we began inviting guests to the monthly meetings for the primary purpose of building relationships within the City. There are many cliches in politics, and one of my favorites is this: Politics is a full-contact sport. To be effective within the City (or any other part of government), it requires regular and steady contact. Building contact and relationships was my goal before as Chair and maintaining that contact is my continuing goal. There is a prevalent, but naïve and ultimately self-destructive, notion that regular contact with elected officials is pointless or a waste of time. So often, I have heard comments like "They don't care what I think; why should I bother?" Or, "I haven't seen any results in my coming to these meetings." The simple fact is elected officials certainly will not know our concerns and issues if we don't tell them. One of the truly gratifying things that has ensued from my return as interim chair of government affairs is the large turnouts we have had at our monthly meetings. If nothing else, turnout tells elected officials and department heads that we have issues and concerns! And here they are...!! We have had Assemblymember Nancy Skinner and Mayor's Aide Calvin Fong at recent meetings. Nancy Skinner told us in detail about much of the struggles we as a state are facing. Calvin Fong told us about many of the issues in the current draft of the Downtown Plan. (By the time you read this, it may be approved.) Both of these guests outlined issues all of us will face in one way or another, whether it is higher taxes, reduced services, or new construction in the downtown. On both occasions, the Chamber conference room was filled with attendees. Lively, inquisitive, and engaged question-and-answer sessions were parts of these meetings. These questions are the "full contact" I was referring to; they say clearly to our guests what is important to the Berkeley business community. On April 2nd we had Interim City Manager Christine Daniel as our guest. It was mainly in the context of questions and answers that she learned what issues are most important to our business community. And it was in the context of her answers that we learned what is important and the priorities of the city. One more of those cliches, really in this case just a phrase, is the law of unanticipated consequences. I have seen numerous times when draft laws or regulations are written with good intentions in mind, often presumably to correct some apparent wrong. But, when those who it will most affect finally become aware of it, the impacts far exceed the writer's intentions. Assemblymember Skinner certainly demonstrated how that has happened in various ways with the state budget and how those impacts are now being felt far beyond what was first envisioned. This highlights the value of this Chamber committee-- we can alert our elected officials and department heads of the impacts of their proposals and draft legislation. I am not suggesting all of them are misguided-- far from it-- but no legislation is drafted in a vacuum. Bills and regulations are written in response to what has been articulated to our elected officials and department heads. We need to be doing the articulating! Therefore, I write with gratitude at the excellent turnout for recent government affairs meetings, and encourage others who are "on the fence" to join us. It is in your own interest to do so! And to whet your appetite further, the Mayor's new Chief of Staff Judith Iglehart will be our guest on May 7, and she has had extensive economic development experience in many, varied other places. Then on June 4, we will have the pleasure of hosting County Supervisor Keith Carson, who will tell us what is happening and what we might expect from the county. Tax Relief Act of 2012 by Julie Sumiki, PaychexBerkeley Chamber Ambassador

Great news! On February 22, 2012, the Tax Relief Act of 2012 was extended by Congress throughout the remainder of the year.
The Tax Relief Act of 2012 temporarily extends the two percentage point payroll tax cut for employees, continuing the reduction of their Social Security tax withholding rate from 6.2 % to 4.2 % of wages paid through December 31, 2012. Extending the 2 % point cut saves around $80 monthly for someone earning $50,000 a year and gives a maximum cut of $2,200 to high-end earners. This reduced Social Security withholding will have no effect on employees' future Social Security benefits.
As part of the extension of the legislation throughout 2012, the number of weeks an individual may receive unemployment benefits was reduced from 99 weeks to 73 weeks for those living in states with an unemployment rate higher than the 8.3 % national average. California has an unemployment rate under the national average, and an individual may receive unemployment benefits for as few as 40 weeks.
Employers should implement the new payroll tax rate as soon as possible in 2012. For any Social Security tax over-withheld during January, employers should make an offsetting adjustment in workers' pay as soon as possible but no later than March 31, 2012.
