Cities are banking on the Arts.

Once the first thing to be cut in a time of recession, the arts are proving their worth.

"It's necessary to invest in our cultural organizations in tough economic times," New York Mayor Michael Bloomberg said at a recent opening of a new nonprofit theater. "Make that especially in tough economic times." No wonder, since one-half of 50.5 million tourists in 2011 claimed they came to enjoy the city's cultural attractions, boosting the local economy by $32 billion.

It's not just recognized cultural hubs touting the value of the arts. Communities as diverse as Paducah, Ky.; Park City, Utah; and Buffalo, N.Y., consider the arts no longer in need of a handout but the go-to source of a hand up. What began as a murmur is becoming a roar.

Partly responsible for this shift is Richard Florida's 2002 book "The Rise of the Creative Class." "Richard Florida has had an impact on every city in the world," says Elaine Mariner, executive director of Colorado Creative Industries, a state economic-development entity. Banking on the arts, the book states, pays off like compound interest.

The new paradigm shows how artists moving into a distressed area (like New York City's SoHo in the 1960s) transforms a sinkhole into a boomlet. First, hipsters in fedoras make it a happening place. Then techies, entrepreneurs, affluent residents, and tourists flock in. Restaurants, galleries, shops, and upscale amenities sprout, bringing jobs, tax dollars, and cachet.

Last Call for "SOS" Artist Grant Applications

The ship doesn't need to be sinking, but let's face it, every working artist, writer, choreographer or composer can use a lifeline now and then. The Cultural Resources Council is the Central New York administrator for a special grant program designed to help you reach the next level in your creative career by taking advantage of special opportunities that come your way.

Whether you're a photographer offered a solo exhibition; a playwright invited to work in residence at an artist colony; or an audio artist given the chance to explore a new technology, Strategic Opportunity Stipends can help foot the bill. The common denominator for successful applications is that the described activity is a "game changing" opportunity-as you define it.

Complete details and an application form are offered on the Grants Page of the CRC website. Applications for opportunities from June through October must be received  by the CRC no later than April 5. The SOS program is provided statewide by the New York Foundation for the Arts (NYFA) with support from the New York State Council on the Arts.

New York Council Receives a $4 Million Dollar Increase.

The total funding for Grants For The New York State Council on the Arts increased to approximately $33.4 Million Dollars.

The state budget, which has been passed in sections over the past three days, contains a $4 Million increase in grants funding for The State Council on the Arts.

This is the first increase in four years, and is just a bit under the $4.5 million arts advocates asked for on Arts Advocacy Day in February. See Assembly press release http://assembly.state.ny.us/Press/20120328a/.

A budget is a three party agreement. The Governor, the Assembly and the Senate all have to agree, so we encourage you to please thank everyone named below by regular mail. Be sure to mention that this funding is important for all arts organizations of all sizes and disciplines: a) to provide much needed support for general operations and b) it also serves as a seal of approval that leverages other funds because it is distributed through the well respected and transparent NYSCA panel process. Here are the leadership people that we suggest be thanked:
