Georgia's Statewide Homeless Count Set for Last Week of January

The Georgia Department of Community Affairs and Kennesaw State University will partner with 60 communities to conduct a count of homeless people and families in Georgia.

Working in conjunction with local Continuums of Care and community-based partners throughout the state, DCA's "Every Georgian Counts" program is designed to develop and update baseline homeless data for each of Georgia's 159 counties or consolidated governments.

DCA has partnered with Kennesaw State University to develop a sampling methodology and predictive model for unsheltered homelessness in the state. At least every other year, each of the state's six (6) local Continuums of Care conduct a count of their sheltered and unsheltered homeless population, while DCA sponsors local counts of unsheltered and precariously housed families and individuals. Additionally, DCA conducts an annual census of sheltered homeless persons in its 152 "Balance of State" Continuum of Care. The data collected from these sources is used to update Kennesaw State University's predictive model and to create projections of the state's homeless population.

2011 Homeless Count

During the last week in January, 2011, the Georgia Department of Community Affairs will partner with over 60 communities around the state to conduct a count of homeless families and individuals in Georgia.  The count will provide data on families and individuals who meet the U.S. Department of Housing and Urban Development's (HUD's) definition of homelessness.  In the process of collecting that data, counties will also collect data on families and individuals who are precariously housed and in danger of becoming homeless.  DCA is partnering with Kennesaw State University who will use the data collected to create a statistical estimate of the number of homeless individuals statewide.

The planned count will use short surveys asking people where they spent the night of January 23, 2011  Surveys will be administered during the last week of January 2011 at locations where homeless persons are likely to seek help, as well as "hot spots" where homeless people are known to gather.  DCA is providing the survey instrument, training, technical assistance, data input, and data analysis for participating counties.
