| It is proving to be another ridiculously hot summer! Thank you to the numerous Bayonne homeowner's who are doing a great job of maintaining yard and landscaping under these difficult conditions. Our neighborhood is still looking green and lush. Let's hope for a substantial amount of rain, a break in the drought, and no water restrictions.
We have good news and bad news. The bad news first, we are once again having a problem with car break-ins and vandalism. The good news is that we are getting close to having a functioning camera system.
Unfortunately, we have been staring at mounted cameras at our entrance for more than a month, but they have not been powered and ready to be of any help in solving the recent crimes. In the past week, the power has been connected, the internet is hooked up, but the cameras have not yet been put into focus. Hopefully, this last snag will be solved in the next few days. Solving crime with the video footage we capture will be complicated and imperfect, but we are optimistic that the cameras will be helpful in making our subdivision a safer place to live.

Security Camera System Report - July 22, 2012
| The cameras are now powered and hooked to the internet, but are still a few days from being properly focused. When they are working at their maximum capacity, we will be able to time and date stamp when cars are entering and leaving the subdivision, determine the color and make of the vehicles, and in the best circumstances capture license plate numbers.
We are currently learning the ins and outs of the system. A few things we are picking up is that as a group, Bayonne residents and guests, are driving way too fast, and we are not stopping for the stop sign at the exit to our neighborhood. Let's remember to drive safely for the betterment of our community.
Security Camera Policy - The Bayonne Place Property Owner's Association Board has chosen to adopt the same policies in regards to the new camera system as other Chenal Valley subdivisions who have recently installed security systems. To protect the privacy of our residents, we have a password-protected system that restricts access to the processor, thus only a few board members can monitor the operation of the cameras.
Anyone seeking access to the recorded camera images will have to show they have filed a complaint with the police. With this complaint, we will download the images for that period of time and provide it to the police. It will not be the job of the board to review the tapes, just to backup and download the time frame in question. The film footage will overwrite itself every 3 to 4 weeks.

N.W. Division Quarterly Mtg - Thursday, July 26

The LRPD Northwest Division quarterly meeting is Thursday, July 26, 6:30pm at the Northwest Substation, 10,001 Kanis Road.
This meeting is for Districts 60, 61, 62, 63, 64, 70, 71, and 72. Or in general, those that reside west of University Avenue and north of Colonel Glenn Road.
The purpose and objective of Patrol Division Quarterly Neighborhood meetings:
Provide a forum for concerned Citizens to hear crime statistics and crime trends in their respective patrol division areas; Discussion on progress of arrests and investigations; To share success stories, accomplishments and to commend officers for outstanding performance; And, an opportunity for Citizens to express concerns.

Security Suggestions
| Little Rock Police NW Division Captain Ken Temple has requested, "We need your eyes as property owners. If you see anything suspicious ... please call us. Sometimes what you report, we can use to link together with what another owner has reported, and help us apprehend a thief."
In case you see something suspicious during the day before 5pm, call 311. After 5pm, please call 911. After 6 pm, you can also call ASSI/Chenal Security @ 425-7964.
We remind you to please take these precautions to protect your property and your family as recommended by the Little Rock Police Dept. We need YOUR help in making our neighborhoods less attractive for thieves!
1. If you have not activated your home security system, please do so now and keep it armed. 2. Keep your garage door closed and any doors from the garage to the backyard or sideyard closed. 3. If you must park a car outside the garage, keep the car doors locked and use tire locks. Do not leave any valuables inside the vehicle. 4. Do not leave your garage door opener inside your car. 5. Keep the door locked from your garage into your home. 6. There is also a "lock" feature on your garage door opener, where remotes will not open the door. You can use this feature at night. 7. Keep your outside lights on. 8. Keep your car keys by your bed and press the panic button should you hear or see theft in progress, and call 911. 9. Stop your newspaper and place your mail on hold if you are going out of town. 10. Put locks on outdoor fuse boxes and fences.
If you are going on vacation, you can call 311 and the police will perform a free safety check daily on your home while you are away.

Community Standards -

Please keep in mind that your POA Board consists of all volunteers that give freely of their time and talents to try to improve and maintain Bayonne Place for all of us living here. Part of the responsibility of the board is to see that the rules are enforced. The board has to field many complaints and has decided to try the following procedure to deal with property complaints.
1) Board Members will first visit the property and make a judgment about the condition of the property.
2) Phone call - we will attempt to reach the homeowner by phone. If no answer or appropriate action taken, we will then send a follow up email.
3) Follow up email - if we receive no response or no action is taken by homeowner in 5 days, we will send a certified letter.
4) Certified letter - if no appropriate action is taken in 10 days, we will send in our service providers to have the work performed and file a lien on the property.
Please note that in some circumstances, the board must make a judgement call whether or not it will be possible to collect on the lien and if the property owner's association should take on the risk of footing the bill.
The board has successfully adopted the preceding policy and has motivated many property owner's to better maintain their properties. Please be patient as some offenders habitually let their yards go until they are given another reminder. This can be a time consuming and tedious process for the board members.
Trash and recycle carts should be placed on the street no sooner than the day before pick-up and taken off the street the same day after collection is made.
Trash and recycle carts should be kept out of sight either behind a fence or other barrier to be invisible from the street, or in your garage except on collection days.
Disposal of electronics such as televisions and computers - Electronics can be taken to the NW Police Station at 10001 Kanis Road every Thursday from 7:30 am to 5:30 pm and the first Saturday morning of the month between 7:30 am and noon.
Yard waste is also to be placed at the curb no sooner than the day before pick-up. There have been many complaints of yard waste sitting on the curb from Wednesday to the following Tuesday.
Yards should be kept mowed, edged, free of weeds, and watered (Chenal rules-this includes back yards as well) and no boats, campers , or trailers should be stored in driveways. No permanent signs are allowed in yards. All political signs must be removed immediately after elections.
Everyone is encouraged to park in driveways and NOT in the street. It is a matter of safety and security as pointed out by the LRPD. City of Little Rock 2010 Ord. Sec. 35-513 prohibits parking motor vehicles in a yard other than on a driveway/parking pad. Motor vehicle meaning a passenger vehicle, truck, boat, camper, recreational vehicle, motorcycle, golf car, all-terrain vehicle trailer or other. It is illegal to park against traffic. Please ask your guests to park on the right side of the street. It is dangerous to oncoming traffic and is a ticket-able offense to park on the wrong side of the street.
There is a city ordinance regarding barking dogs and dog owners are required by city ordinance to pick up their dog's waste not only in neighborhood yards, but green spaces and entryways as well, and especially on the sidewalks!

Sidewalk Repair - Call 311
| Your Bayonne Place board members have been waiting for a news release from the City of Little Rock about the new sidewalk repair program. Nothing has been released.
However, we recently called 311 and placed a request to have a sidewalk repaired. We were told that we are now on the list and the city may get to our repair in about one year. Apparently, there is no time like the present to get added to the list!
If you have broken sidewalks in front of your house, please, please, please call 311 now and apply for a repair. Sidewalk repair is actually the responsibility and liability of the homeowner, so this is a golden opportunity to take advantage of the money set aside from the latest sales tax increase for sidewalk repair.

National CASA Judge of the Year - Judge Joyce Williams Warren, Pulaski County CASA, Little Rock, Arkansas

Judge Joyce Williams Warren is an avid and passionate supporter of CASA in her courtroom and in the community. She holds each and every CASA volunteer in highest regard and visibly places great value on their testimony and the court reports they submit. Beyond the courthouse, Judge Warren helps to recognize the contributions of CASA volunteers and encourages them in their efforts at the annual CASA Volunteer Recognition Banquet.
Passionate about furthering the quality of advocacy for children, Judge Warren always makes court improvement a priority. She participates in the training of not only CASA volunteers, but of attorneys ad litem, parent counsel, new judges and other court personnel. Most recently, the judge spearheaded the Zero to Three pilot court team project, a systems-change initiative to improve how the courts, child welfare agencies and related child-serving organizations work together. Arkansas is now one of 10 Safe Babies Court Teams across the country.
Beyond the courthouse, Judge Warren never misses an opportunity to promote the CASA program and is quick to encourage other judges who have not taken full advantage of their local CASA programs to do so. Judge Warren participates in local CASA activities and recruiting, appears in local videos used for recruiting new volunteers, attends all conferences, and encourages all stakeholders to take advantage of any training opportunity promoting children's best interest. She has worked diligently to build bridges between CASA and other agencies and has helped ensure all agencies are collaborating to represent best interest for all foster children.
