| It seems like it was only last month that we sent out a Bayonne Place newsletter. Well, it was. Sometimes, we have a flood of new and important information to share. Hope it is not too much!
Right now your board is working to oppose another new apartment complex being proposed in our area. We are asking our residents to join us in attending a Little Rock City Board meeting this coming Tuesday, April 17th. We could also use help in voicing our opposition to council members through emails and letters.

Rezoning for more Apartments
|
On March 15, 2012 the Little Rock Planning Commission approved rezoning of the land between Chenal Parkway and the Divide Parkway. This issue will again be brought before the Little Rock City Board on April 17th (6:00 pm; City Hall Board Room). The developers are trying to get approval to erect another 400 apartments in our area. This is in addition to the 312 apartments that are being built on Chenonceau and the more than 400 apartments that have just been started on Highway 10 on the Divide Parkway. We believe that the addition of so many households will severely stress our schools, streets, fire and police, and increase crime in our area.
The Bayonne Place POA board along with the boards representing our surrounding neighborhood associations are in opposition to having additional apartments built in our area. We are asking concerned residents to attend this April 17th City Board Meeting and to send letters to the City Board Members***. Following you will find a copy of the letter that was sent by our Board President, Kristi Diaz.

Dear City Board Member,
I have concerns about a rezoning request that was approved by the Planning Commission at the March 15th meeting. The area in question is between Chenal Parkway and the Divide Parkway. I understand this will be brought before the board April 17th (FILE NO.: Z-5099-F) and I am asking that you deny the request.
Several of our neighbors are concerned about their property values declining as more and more apartments are allowed in the area. Several of our neighbors are concerned about the increase in crime that tends to follow more and more apartments. Several of our neighbors are concerned that the schools will suffer further strain by an immediate influx of so many families. Several of our neighbors are concerned that our roads and traffic patterns will suffer adversely from such a sudden influx of more people.
I wonder at the need of so many apartments. In this area, we currently have Stonebridge at the Ranch apartments. Their occupancy is not full. Across the street from our neighborhood 312 units (the Ridge at Chenal Valley) are being built for lease this summer. Construction is underway for 400 units at Chenal Pointe at the Divide. And now another 400 apartments are being applied for? I just do not see a great need for more apartments in this area. Is there some reason that city planners expect that so many apartments will be needed in the future? But whether the apartments are completely full or relatively empty, we are going to have major problems.
Here are my concerns; first, this part of town does not have the need of so many apartments. In a few years, as these apartments go unrented and the owners will have to lower the price of rent and not be able to keep the apartments in good repair. Second, the public schools are crowded, the roads are congested. Monday, it took me 40 minutes to go from the intersection of Hwy 10 and Chenonceau to the Second Presbyterian Church at Cantrell and I-630 and there was not a traffic accident, that is just how long it takes at 6 pm. We do not have the infrastructure to support so many new households in such a short amount of time.
So I ask the City Board of Directors to overturn the recommendation of the Planning Commission to rezone the area in question.

Please keep in mind that your POA Board consists of all volunteers that give freely of their time and talents to try to improve and maintain Bayonne Place for all of us living here. Part of the responsibility of the board is to see that the rules are enforced. The board has to field many complaints and has decided to try the following procedure to deal with property complaints.
1) Board Members will first visit the property and make a judgment about the condition of the property.
2) Phone call - we will attempt to reach the homeowner by phone. If no answer or appropriate action taken, we will then send a follow up email.
3) Follow up email - if we receive no response or no action is taken by homeowner in 5 days, we will send a certified letter.
4) Certified letter - if no appropriate action is taken in 10 days, we will send in our service providers to have the work performed and file a lien on the property.
Please note that in some circumstances, the board must make a judgement call whether or not it will be possible to collect on the lien and if the property owner's association should take on the risk of footing the bill.
Trash and recycle carts should be placed on the street no sooner than the day before pick-up and taken off the street the same day after collection is made.
Trash and recycle carts should be kept out of sight either behind a fence or other barrier to be invisible from the street, or in your garage except on collection days.
Yard waste is also to be placed at the curb no sooner than the day before pick-up. There have been many complaints of yard waste sitting on the curb from Wednesday to the following Tuesday.
Yards should be kept mowed, edged, free of weeds, and watered (Chenal rules-this includes back yards as well) and no boats, campers , or trailers should be stored in driveways. No permanent signs are allowed in yards. All political signs must be removed immediately after elections.
Everyone is encouraged to park in driveways and NOT in the street. It is a matter of safety and security as pointed out by the LRPD. City of Little Rock 2010 Ord. Sec. 35-513 prohibits parking motor vehicles in a yard other than on a driveway/parking pad. Motor vehicle meaning a passenger vehicle, truck, boat, camper, recreational vehicle, motorcycle, golf car, all-terrain vehicle trailer or other. It is illegal to park against traffic. Please ask your guests to park on the right side of the street. It is dangerous to oncoming traffic and is a ticket-able offense to park on the wrong side of the street.
There is a city ordinance regarding barking dogs and dog owners are required by city ordinance to pick up their dog's waste not only in neighborhood yards, but green spaces and entryways as well, and especially on the sidewalks!

Sidewalk Repair - Call 311
| Your Bayonne Place board members have been waiting for a news release from the City of Little Rock about the new sidewalk repair program. Nothing has been released.
However, we recently called 311 and placed a request to have a sidewalk repaired. We were told that we are now on the list and the city may get to our repair in about one year. Apparently, there is no time like the present to get added to the list!
If you have broken sidewalks in front of your house, please, please, please call 311 now and apply for a repair. Sidewalk repair is actually the responsibility and liability of the homeowner, so this is a golden opportunity to take advantage of the money set aside from the latest sales tax increase for sidewalk repair.
