Dear Neighbors,
Greetings from your 2012 Bayonne Place POA Board.

In this issue, we have included a copy of the February 11, 2012 annual meeting minutes.  If you missed the meeting, please give it a read.  Also, please welcome our two new board members, Gail Wood and Connie Borromeo. 

We have also included information about the new Little Rock Recycling Program and some helpful suggestions about weed and fungus control.  Yes, this is a jam packed issue.  Once again, we are warning about coyote activity in our area and have included a letter from Officer Dwight Davis about home solicitations.  Remember, we are a no solicitation neighborhood.  Please, be cautious when opening your door to strangers and do not encourage door to door sales in Bayonne.  Of course, if you want to support your neighborhood kids, use your own discretion.

We are currently ordering spring flowers and are on the look out for information about the Little Rock sidewalk replacement program.  We expect to be hearing about the sidewalk program soon.  When we do, we will be emailing information about the program and the details of applying to have our sidewalks repaired and replaced.  This is legally the responsibility of the individual homeowner, so we are hoping to be able to save our residents some money and help to keep our neighborhood from falling into disrepair.

BAYONNE PLACE PROPERTY OWNERS ASSOCIATION

2012 ANNUAL MEETING

Call to Order and Welcome

President, Frank Pohlkamp, called the annual meeting of the Bayonne Place Property Owner's Association (POA)to order at 6:30 pm. In attendance were President, Frank Pohlkamp, Treasurer, Lynn Reynolds, Secretary, Missy Bridges, Vice President, Kristi Diaz, and Vice President, Michael Johnson. Approximately 33 residents were present and 36 proxies received which the Board certified, making up a quorum.

 

Frank Pohlkamp welcomed the residents and introduced the board members. Missy Bridges read the minutes of the 2011 annual meeting. Ken Knecht made a motion to approve the 2011 Annual Meeting Minutes. John Anthony seconded the motion and those in attendance approved it.

 

Treasurers 2011 Report and 2012 Budget

Lynn Reynolds provided a copy of the 2011 Income and Expense Statement and 2012 Budget to all residents present. The 2011 income from dues, late fees, insurance settlement, and interest on CDs totaled $45,692; expenses were $45,387; the POA had a negative cash flow of $305, with an additional payment of $963 due from the 2011 insurance claim. Lynn Reynolds also stated that she was still working with the water company on getting credits for water usage attributed to leaks in their lines. The 2012 budget was set at $38,200 for income and $48,675 for expenses. This is the first time the POA has budgeted to spend more than it would bring in. This is due to an additional $10,000 budgeted for security cameras and will come out of current assets. The Bank and CD balance as of December 31, 2011, totaled $81,585.

A motion to approve this financial report was made by Bill Franks, seconded by Charles Reynolds and approved by the residents.

 

Nominations and Election of New Board Members

The next order of business was election of board members. Missy Bridges, Frank Pohlkamp, and Lynn Reynolds were each coming off of the Board. There were three 3-year vacancies to fill. After poling the residents in attendance, Gail Wood was nominated by Michael Johnson to serve on the board. Phyllis Pohlkamp seconded and the residents approved the motion. Bill Franks nominated Connie Borromeo for the second three-year position on the board. Phyllis Pohlkamp seconded and the residents approved the motion. Phyllis Pohlkamp nominated Missy Bridges for a second three-year term on the board. Missy Bridges said that she would be willing to serve for one more year, but would not stay for the entire three-year term. John Anthony seconded and the residents approved the motion.

 

Old Business

Newsletters and Directories - Missy Bridges stated that a new resident directory had been published and delivered in November of 2011 and that the POA would continue to publish a yearly update. The newsletters have been well received and will continue to be emailed out on a regular basis.

Neighborhood Garage Sale and Dumpsters - Missy Bridges reported that at least 15 households participated in the May 2011 Bayonne garage sales. She reported that due to liability issues, Chenal Properties would no longer allow the property owner's associations to place dumpsters at the Chenonceau Park. There will be an effort by the Bayonne POA to hold a neighborhood garage sale the first weekend of May and October in 2012.

Christmas Decorations - Frank Pohlkamp reported that Mary Jane Riggins and Ginger Fleming had designed and helped with the installation of new Christmas decorations. They had four banners installed and wreaths on the arches and marquee. It was a very attractive display and made it through the season without vandalism or theft. An overall success!

Cross Walk - Frank Pohlkamp said that Phyllis Pohlkamp had called Bill Henry from Little Rock Public Works to have the cross walk installed on Chenonceau. He was very responsive and it was finished in a week. Ken Knecht asked if the cross walk could be moved closer to the Bayonne Place intersection. Frank said that there are regulations that prohibit it from being closer to the entrances of our community and the apartments.

Mapco Development - Frank Pohlkamp stated that the Mapco project had been abandoned by its developers. He also said that McDonalds had conceded and stopped fighting to build a restaurant close to Bayonne.

 

New Business

Apartment Complex on Chenonceau - Frank Pohlkamp spoke about the progress of the new Chenal Ridge apartments. They are currently signing leases and will be ready to move into in June or July. There were several questions about the apartments. Q1 - Will the apartments have access to Chenal Valley Pools? A1 - No they will have their own pool and not be granted access to the Chenal Valley Pools. Q2 - Who is responsible for the damage the construction crews have done to our roads? A1 - The developer is responsible for repairing roads they have damaged. The city is responsible to enforce this. Q3 - Will the apartments attract federal housing participants? A3 - The developer previously stated that they have accepted no federal funding, so will not be required to accept housing participants. The apartments are intended to be high end and luxurious. They will cost around $800 to $1,350 per month plus additional fees for garages and pets.   A model is now open. If residents would like to view the model they should go to the administration building and ask for a tour. The apartments are gated, so there is not direct access without going through the front building.

Stop Light at Chenal and Chenonceau - Frank Pohlkamp said that the Chenal Ridge Apartment Developer has offered to pay $25,000 toward the installation of a traffic signal at the corner of Chenal and Chenonceau. The Presidents of Aberdeen, Bayonne, and Margeaux POA's recently sent the city a letter to remind them of the commitment they have made to install this light and to ask them to include it in the current budget. Phyllis Pohlkamp said that she spoke with Bill Henry from the city and has verified that the project has been funded. No dates have been provided as to completion of this project.

Sidewalk Replacement Program - Kristi Diaz discussed the Little Rock sidewalk replacement program. The city of Little Rock is reinstating a $400,000 program to repair broken and dangerous sidewalks. They will make applications available in March or April and Diaz stated that the board would make the residents of Bayonne Place aware when and how to apply to have their sidewalks repaired.

SecurityCameras- Missy Bridges discussed plans to have security cameras installed at the entrance to Bayonne. One camera would capture the face of the people in the car, one would capture the license plate of the car, and the third camera would focus on the marquee. Bridges stated that she has procured three bids and the new board will make the final decision about which company to purchase the system. Prior to installation of the cameras, a site plan would be filed with Chenal Valley POA and once the system is in a sign will be erected to warn of the security cameras.

Community Standards Update - Kristi Diaz stated that most community standards violations are easily resolved with a letter from the board. Lynn Reynolds said that twice the POA has had to intervene and have properties cleaned up. When the board has paid to have repairs made, the homeowner has been sent a bill and a lien has been filed on their home for any amounts owed to the POA. Diaz said that our Bill of Assurance states that the POA has the legal right to clean up a property if the homeowner is not keeping up with community standards. However, if the homeowner declares bankruptcy, the POA might not be able to recoup the expenses.

Landscaping and Maintenance - Michael Johnson and Frank Pohlkamp discussed the damage that Windstream caused to the landscaping at the entrance of Bayonne Place. Pohlkamp and Johnson are working to have the repairs made and get Windstream to make reparations.   John Anthony stated that the board should contact Chenal Valley to have them work with Windstream to have the trees and branches removed that they knocked down while trenching for their cable lines.

 

Open Forum

Questions and Answers -

Q1 - Butch Warren of 33 Durance asked for an update about the sprinkler system backing up and flowing across his driveway.

A1 - Michael Johnson said that the sprinkler has been capped and the area around it is dry. Therefore, he believes that the leak is coming from the city owned pipes. Little Rock water must fix the leak.

Q2 - Todd Baldwin asked if a 4 way stop or speed bumps could be installed to slow traffic along Chenonceau.

A2 - Frank Pohlkamp said that because Chenonceau is a four-lane thoroughfare the city would not be willing to impede the flow of traffic. However, he suggested that we contact the police to monitor the area.

 

POA Dues Drawing -

Carlos and Connie Borromeo of 9 Iviers Drive won the drawing for 2012 Bayonne Place POA dues. Congratulations!

Phyllis Pohlkamp motioned to adjourn the 2012 Bayonne Place POA annual meeting. Charles Reynolds seconded and the residents approved.

Little Rock Recycling Program
Dear Little Rock Resident:
It's my pleasure to announce new and innovative services that will change the way Little Rock recycles. There are lots of good changes coming! Each residence will receive a, new recycling cart, and no more separation of materials will be required. We're also introducing a new recycling collection schedule and exciting rewards for recycling. We all know that recycling is good for our city and the environment, so I'm proud to introduce programs that encourage us all to recycle more.

Please be sure to read the important information below and watch your mail for more details!

New Single Stream Recycling
Single stream recycling means you don't have to separate any of your recyclable items: all items go into one cart. Paper, plastic, aluminum and glass-you can put it all in your new cart.

New Recycling Carts
Every eligible home will receive a new 64-gallon Waste Management recycling cart-it's green with a yellow lid. It's easy to wheel to the curb - and it holds much more than the bins we've used in the past. Due to the larger cart size, recycling will be picked up every other week when the new service starts.

When is this all happening?
New cart delivery will begin in late February and continue through late March. Please do not start using your recycling cart until April 2. That is the date we will start collecting the sort-free recyclables in the new carts. Prior to that, you will receive more information in the mail on what materials are recyclable, along with your recycling pick-up schedule.

What should I do with my recycling bin?
Feel welcome to hold on to your existing recycling bin-maybe you want to use it as a transfer bin in your kitchen or you can always recycle it!

With this new service from Waste Management, you'll also be receiving rewards for recycling with the Recyclebank program. Fungus and Weeds!
With this years early beautiful weather, we are seeing an abundance of ugly weeds.  There are multiple lawn weed and fungus problems occurring right here in Bayonne Place!

Many homeowners began treating for fungus last summer and have replaced sod or have plans for replacement this spring.  If you are having problems with dead spots or suspect you have fungus, you can contact your lawn care specialist or your County Extension Agent.

Poa Annua (Poana) weeds - It is once again time for these early invaders to infiltrate our lawns.

poanaThe Poana weed is a quick spreading, frustrating, cool weather weed.  It is   best to use a pre-emergent to treat this weed in the fall.  By the time it has erupted in the spring, it is almost too late.  It is possible to use a grass killing product to eradicate Poana, but not without killing the surrounding grass.  It is also suggested by several web sites that you can suffocate this weed by covering with newspaper. This can take weeks and may stunt the growth of surrounding grasses and require reseeding over the dead spot.

At this time of year, the best way to get rid of Poana is to pull each weed by hand.  It is important to pull these weeds before they begin to reseed.  If you allow them to grow too big and reseed the lawn they will be an even bigger problem next year.  The easiest way to pull up Poana weeds is to wait for a good rain and pick them while the ground is still wet.

On January 2, 2012, the Arkansas Game and Fish Commission issued a coyote warning to residents of West Little Rock.

Coyotes are known to be nocturnal, and not particularly interested in humans, but a serious danger to cats and small dogs.  However, they have been getting bolder and more threatening, so take great caution when leaving animals outside.  All Chenal Valley neighborhoods are reporting missing cats and even some scary incidents with small dogs, day and night.

Be wary of salespersons that start their sales pitch by saying that they are "just taking a survey" or "trying to get rid of extra inventory."
 
Do not ever let a salesperson into your home unless you have seen proper identification and determined exactly what he or she wants.
 
No matter how attractive an offer appears, refrain from making an immediate purchase. It is wise to take a couple of days to consider the actual offer or deal presented.

Solicitors are required to have a solicitors permit from The City of Little Rock's Finance Department and must be able to show it.  This is what the City's for profit and non-profit Solicitors Permit look like. They are 4 inches by 5 � inches in diameter.

Alarm Companies are licensed and regulated by the State Police. Employees of an alarm company that monitor, install, service or survey must be registered with the State Police. They also must have a solicitors permit from the City of Little Rock Finance Department. 

 

An alarm company cannot install a system on the same day. 72 hours must pass before installation; if not, charges can be brought against the company. 

 

The registration card will have Arkansas State Seal, Card holder's name, Company name and Photo of employee. On the back it will have State Police Contact information and the signature of the State Police Administrator.

LITTLE ROCK - With Much Gratitude

 

As a World War II veteran who served in the South Pacific with the 69th Regiment of the 43rd Infantry Division, giving first aid to the wounded as a medic, I give thanks daily for the freedoms we enjoy. I am concerned that many Americans seem to take for granted our freedoms. Many who served have given the ultimate sacrifice, and many returned with disabling wounds, while others, like me, have indelible memories of war.

 

I am continually thankful for those who have served and are now serving our country to maintain the freedoms we cherish. As I worship in church, I have no fear of an enemy coming to take me to jail. Two Communist countries where I have worked in recent years did not permit that freedom.

My gratitude is expressed to those organizations that in the last few years have especially honored WWII veterans (maybe because we are dying at a rate of 1,000 daily). An example was the recent Honor Flight to Washington to see the WWII Memorial, financed primarily by Wal-Mart and Tyson. That trip was a highlight for me and 88 other veterans; now six WWII veterans, including me, have been chosen by the College of the Ozarks near Branson to go to Luzon, Philippines, to visit areas where we fought during the war. Two of those six were in the Bataan Death March. The Patriotic Education Program at the college is designed to honor veterans and educate younger generations.

Thanks to all who honor our veterans for their support. May God bless America.
