| Greetings from your 2011 Bayonne Place POA Board. Wow, it has been a tough summer!
We went directly from the hail storms and rain of spring to the intense temperatures and drought of summer. It has been a challenge getting the spring flowers planted in the common areas and keeping the grass green. We wish to offer a sincere thank you and congratulations to those Bayonne homeowners who have worked very hard to maintain gorgeous yards during these harsh conditions.
In this issue, we are excited to report that we have developed a website and facebook page for our POA. Both of these sites will provide a link to archived newsletters, crime reports, and general neighborhood emails. We will also discuss the current state of our community landscaping and lighting, community standards, construction updates, crime in Chenal Valley, and a plea for volunteers.

Landscape and Lighting Report

Annuals: Yes! The annuals have finally been planted. We are sorry for the long delay. Unfortunately for Bayonne Place, the huge hail storm hit and actually destroyed most of the nursery stock. It took a long time for our landscapers to secure more annuals and to get caught up on their Chenal Valley plantings. We are so glad to have our beautiful flowers installed.
Lighting: Many of you have noticed that several street lamps are not lighting. Once again, we blame the hail storm. Almost all of the lamp covers were broken during the storm. An insurance claim was processed and the POA has now received a check to cover the repairs. At this time, we are waiting for Brown Electric to begin the work. We have additional concerns about the front entry lights. It is still unclear if they are all out because water has penetrated the covers and has shorted out the wiring or if they are all out as a result of the construction across the street. We hope to have all the lights back functioning at full power soon.

Community Standards - Grass and Landscaping!
| While we are very pleased that many homeowners are going the extra mile in taking care of their yards, we as a community have a serious concern over the condition of several properties.
It is surprising that any homeowner would jeopardize the health and longevity of their lawn and landscaping. The lack of watering not only affects the value of the individual property, but gives the impression of a deterioration of the entire neighborhood. If you are guilty of not maintaining your property to community standards, please be considerate of your neighbors and take action.

Both of the Associations' By-laws provide for certain guidelines that all owners should follow. The purpose of the By-laws is to provide for an orderly, attractive neighborhood that will be a good place to live and to protect the value of our collective property.
The following regulations are excerpts taken from the Bayonne Place Bill of Assurance adopted May 24, 1994, the By-Laws of the Bayonne Place Property Owners Association and City of Little Rock Ordinances.
1. Yard Maintenance A. Each owner of any part of the Property shall have the duty and responsibility, at his sole cost and expense, to keep that part of the Property so owned, whether or not occupied by the owner, in a well-maintained, safe, clean and attractive condition at all times, including buildings, improvements and grounds. Maintenance includes, but is not limited to the following: (a) Prompt removal of all litter, trash, refuse and waste (b) Timely lawn mowing and edge trimming (c) Tree and shrub pruning as necessary
(d) Watering of lawns and shrubbery (e) Keeping lawns and garden areas alive, free of weeds and attractive (f) Keeping parking areas, driveways and walkways in good repair (Note: It is each homeowner's responsibility to maintain the sidewalk abutting their property) (g) Keeping exterior lighting and mechanical facilities in working order (h) Comply with all governmental, health and police regulations (i) Repainting of improvements (j) Repairs of exterior damages to improvements (k) No garbage, refuse, rubbish, tree limbs, pine straw, leaves, cuttings or grass clippings may be deposited on any road, street, common area or vacant lot. Nothing shall be done which may be or become an annoyance or nuisance to the neighborhood. |
Construction Update

The construction of The Ridges at Chenal Valley Apartments has begun. Unfortunately, progress never happens without pain. Hopefully, we now have the blasting and burning behind us, but still have a couple more years of building ahead of us. The following is a list of answers to some recently voiced concerns about the project:
Location of Entrance: We have been fighting the apartment complex issue with Chenal ( Deltic Timber ) for the last two years. Originally the entrance to the apartments was going to be directly across from Bayonne Drive with a 50 foot buffer along Chenonceau. They finally conceded to move the entrance down toward the swimming pool and they are now leaving a 120 to 150 foot buffer along Chenonceau.
Crosswalk to Pool: A crosswalk has been installed across Chenonceau to the swimming pool. This should make the crossing more safe. Dust: Frank Pohlkamp talked to Bob Cornish, Project Manager for McGeorge Excavation about the dust being generated. He said they were watering down the dirt but have to be careful that the trucks do not track mud onto Chenonceau. This effort will continue for 4-6 weeks and they are aware of the dust problem and will try hard to keep it down. Street Damage: The hole in Chenonceau was caused by clay and shale fill under that section of the road and was inadequate to support the weight of the trucks. The Bob Cornish met with city representatives who didn't commit to doing anything so McGeorge Excavation dug out an area behind the sunk roadway and will fill it in with rock and fill capable of handling loaded trucks. They also filled the hole on Chenonceau and overlayed with asphalt.

It looks like the thieves are busy again. If you have received a report of a break-in, robbery, in your neighborhood, please let us know. These reports give all of us a heads up on crime in our area.
We have received 2 reports this morning of a work truck being broken into in the Maisons around 2:30 this morning (Jul 20). The work truck was parked outside the 3rd garage. Tools were taken etc. The thieves then opened the garage with the garage door opener setting off the alarm system. Apparently the thieves had to make several trips from the work truck to their getaway vehicle to haul off all the tools, etc. that were stolen.
Also around 4 a.m. this morning (Jul 20) a call came in of second vehicle in Maisons that had been broken into. No other details are available.
Third report - home burglary in Germay neighborhood around 2:30 a.m. Saturday morning (Jul 16). The homeowners were not home. The thieves went through the back door. The home backed up to Chenal Valley Drive. Two males were seen loading televisions, etc. into another car near Gordon Road, and managed to run and flee the scene.
Every detail we have reported might not be exact, but you get the message. Keep your vehicles parked in your garage. Keep your vehicle and house doors locked. Don't leave valuables in your vehicles. Keep your garage door closed. It helps to keep your outside lights on. Use your alarm system. Watch out for your neighborhood. We need your help to make Chenal Valley unattractive for thieves.

Volunteers Needed
| 1) After multiple years of Christmas decoration theft, we are looking for a committee to volunteer to design and orchestrate the installation of new holiday embellishments for our entrance. The committee needs to form soon so that the that the work can be scheduled for the end of November.
2) Next year, we have 4 of 5 POA board members leaving the board. Please consider joining our board for next year. It is really not much work and sometimes even fun. We meet every couple of months and will announce our next meeting by email so that you may attend and see what we are all about.
