Dear Neighbor,
Greetings from your 2011 Bayonne Place POA Board.

It has been a great first quarter for your Bayonne Board members.  In February, we held the annual meeting and are very happy that we were able to elect a new board  member.  We appreciate the efforts of our newest director, Michael Johnson.  Michael  now holds the position of Vice President of Landscaping and Lighting and  is busy preparing for our Spring landscaping.

In this newsletter, you will find notice of two important meetings affecting West Little Rock.  Please consider attending.  Also, our neighborhood is coming of an age where it is becoming necessary to repair our sidewalks.  We have provided some helpful information that should help with future sidewalk repairs.  Remember, if a person is hurt on your broken sidewalks, you will be legally liable for injury.

We hope the weather calms down soon, and we can all get out and enjoy the beautiful Arkansas Spring weather!

N.W. Patrol Division Quarterly Meeting - Thursday, April 21
 
Little Rock Police N.W. Patrol Division Quarterly Meeting is Thursday, April 21, 6:30pm at the Northwest Substation, 10001 Kanis Road.
This meeting is for Districts 60, 61, 62, 63, 64, 70, 71, and 72 or in general, those that reside west of University Avenue and north of Colonel Glenn Rd.
The purpose and objective of Patrol Division Quarterly Neighborhood meetings: Provide a forum for concerned Citizens to hear crime statistics and crime trends in their respective patrol division areas; discussion on progress of arrests and investigations; to share success stories, accomplishments and to commend officers for outstanding performance; and, an opportunity for Citizens to express concerns.
 

Public Sales Tax Meeting - Monday, April 25

Upcoming public meeting about the sales tax is Monday, April 25 at 6pm at Fellowship Bible Church. Lance Hines, City Director for Ward 5, requests "We need as many folks as possible to attend to give their input on Little Rock's priority needs and the amount of a proposed sales tax required to accomplish this."

Crime in Bayonne


1)  On March 13th, we received the following email.  We are repeating it at this time to let you all know about the situation and that at least 5 other Bayonne residents have had this experience.  We are concerned that these young men will escalate their scary behavior. 

In the event that you receive a visit from these hoodlums, please call the police or Chenal Security at 425-7964.  Additionally, if you have any leads on the perpetrators, please contact the police or your Bayonne Board.

Tonight at about 11:00, my doorbell rang several times in succession.  I was alarmed and called 911.  While I was talking to the 911 operator, I looked out a window to the front porch and saw 3 young males, approximately 17 years old, standing there.  Each had on long, black, tight, knee-length shorts, and one had on a tight black shirt.  One of the boys was tall and thin and had very shiny black hair.  Another had light hair in a crew cut.  I didn't see the third.  I banged on the window, and they ran.  But shortly after that, the one dressed in black was crawling stealthily back to my porch.  These juvenilles  are extremely brazen, and they terrified me.
 
Follow up: Yes, the police came, and they told me they would drive through the neighborhood often for a while.  The boys were older; they could have been as old as 18 or 19.   The police said that there have been reports from neighborhoods in this area that someone is ringing doorbells late at night or early am and running away.  But in my case, they stood at the door and kept ringing.  The posture of their bodies and the looks on their faces indicated to me they did not intend to run--they wanted me to open the door when they were present.
 
My adrenaline was racing and I banged on the window with such force that my hand is still sore.  That produced a sound that scared them, and they ran.  But then one tried to come back.  While I don't want anyone else to experience this, I was hoping that I wasn't targeted.  But I'm beginning to think that is the case.

2) We continue to experience reports of car break-ins in Bayonne.  Please, never leave anything of value in your cars.  Especially, don't leave garage door openers in cars left in the drive way.


Community Standards - Sidewalks

We receive many complaints about cracking and heaving sidewalks.  For many of us, it is time for repair!  Sidewalks are usually built on a public right-of-way on the edge of a property, in many areas the property owner is financially responsible for installing and maintaining the sidewalk and replacing it if it becomes cracked or damaged.  In new developments built in the last few decades, homeowners are responsible for all the costs, and may hire their own contractor to build a sidewalk or replace a damaged one.

 

Typical costs:

      Hiring a contractor to pour a concrete sidewalk runs around $5 -$9 a square foot, or$1,500 -$2,250 for a sidewalk 5 feet wide and 50 feet long. Depending on the type of finish used, costs can be as high as $10 -$18 or more a square foot, or $2,500 -$4,500 for a 5-by-50-foot sidewalk.

      Materials and rental tools for a do-it-yourself project run about $3 -$4 a square foot, or$750 -$1,000 for a 5-by-50-foot sidewalk.

      Most sidewalks are repaired by removing and replacing the old concrete, but if the damage is minimal (short cracks only 1/4 to 1/2 inch wide or if a portion of the sidewalk is raised no more than 1 to 1-1/2 inches) repairs may be possible. For small cracks you can patch the concrete with ready-mix concrete patch, concrete grout or caulk. For a slightly raised edge you can grind it down. Do-it-yourself materials will cost $10 -$50, depending on materials used and whether you need to rent a masonry grinder.

      Hiring a handyman or concrete worker to do simple patching or grinding runs about $50 -$200, depending on the amount of work needed (and most contractors won't handle jobs this small). Some cities will do minor patching work then bill the homeowner, and grinding down a raised portion might be done by city employees at no charge. However, patching or grinding a sidewalk is often considered a temporary fix, and eventually it may be necessary to remove and re-pour the concrete. (And some cities require replacement rather than repair.)

What should be included:

      A quality sidewalk should have a gravel base and be reinforced with steel mesh to prevent cracking or buckling, and the concrete should be at least 4 inches thick. It's best to pour concrete in cool, dry weather. For a strong sidewalk, avoid extremely hot days or days that are followed by freezing nights. Reader's Digest provides detailed do-it-yourself instructions.

      Be sure to check with your local planning department for the minimum sidewalk standards, and whether a building permit is required.

Additional costs:

      In replacing a cracked or buckled sidewalk where the damage was caused by tree roots, there may be additional costs for removing the trees or cutting back the roots.

Discounts:

      Check to see if replacing a damaged sidewalk is covered under your homeowner's insurance. Coverage will depend on the type of damage to the sidewalk and the specifics of your policy.

Shopping for sidewalk repair:

      Get several estimates, making sure what is (and isn't) in each quote; understand whether all prep and clean-up work is included. Request and check references. Ask about the contractor's length and type of experience; and be sure they're properly bonded, insured and licensed in your state. Check if there are any complaints with the Better Business Bureau.

Chenal Valley residents have the privilege of enjoying three area parks and 
swimming pools. Residents who are current with their Property Owners 
Association dues and in good standing with the Chenal Valley Property Owners 
Association may use any of the three parks and pools located in Chenal Valley. 
  

The parks are open all year and the pools are opened Memorial Day weekend 
through Labor Day weekend. Each swimming pool has the pool operating 
schedules (see the pools schedules below) along with the pool rules posted on site.
