Greetings! | Greetings from your 2010 Bayonne Place POA Board. We have had a very busy Fall. The Fall/Winter landscaping has been installed; we have attended many community meetings; held our first neighborhood garage sale; and will soon be installing the 2010 Holiday decorations.
It has been a week since I started to compose this newsletter. Wow, what change a week can bring.
We have just been informed that plans have been made to begin the apartments on Chenonceau across from the Bayonne entrance. This is actually not a surprise, as the land has been zoned for multi-unit housing for many years. However, I think we all hoped that this issue would go away.
In this newsletter, we are including the notes from several meetings that have been attended by your Board and other Bayonne residents. The number one issue we would like to highlight is a review of safety precautions. We hope a little reminder will help to keep us all safe and secure this Holiday Season. The Ridge at Chenal Valley! | The following is a letter about the plans for a new apartment development on Chenonceau Boulevard. Most of your Bayonne Board members plan to attend both of the upcoming meetings. However, we encourage all Bayonne neighbors to be present, if possible. This will be our chance to voice our opinions, objections, etc.
My name is Joe White. I'm an engineer with White-Daters & Associates, Inc.
We are working on an apartment project on Chenonceau Boulevard that is adjacent to Bayonne. We have submitted a site plan for the next Planning Commission docket which meets on December 16th.
The developer has asked me to arrange a meeting with both the Aberdeen and Bayonne neighborhoods so that he can show you his plans and answer any questions that you might have.
The Ridge at Chenal Valley is the name of the project. It is going to be an up-scale apartment development with a clubhouse, pool and gated entrance.
We have arranged a meeting space at the Thompson Library on Rahling Circle for Tuesday night, November 23rd at 6:00. We would love for anyone from your neighborhood that is interested to come visit with us. We will have a representative from the Little Rock Planning staff present as well.

Safety Precautions as Suggested by Little Rock Police
| We are entering the season where crime escalates. Little Rock Police NW Division Captain Ken Temple has requested, "We need your eyes as property owners. If you see anything suspicious ... please call us. Sometimes what you report, we can use to link together with what another owner has reported, and help us apprehend a thief." In case you see something suspicious during the day before 5pm, call 311. After 5pm, please call 911. After 6 pm, you can also call ASSI/Chenal Security @ 425-7964. We remind you to please take these precautions to protect your property and your family as recommended by the Little Rock Police Dept. We need YOUR help in making our neighborhoods less attractive for thieves! - If you have not activated your home security system, please do so now and keep it armed.
- Keep your garage door closed and any doors from the garage to the backyard or sideyard closed.
- If you must park a car outside the garage, keep the car doors locked and use tire locks. Do not leave any valuables inside the vehicle.
- Do not leave your garage door opener inside your car.
- Keep the door locked from your garage into your home.
- There is also a "lock" feature on your garage door opener, where remotes will not open the door. You can use this feature at night.
- Keep your outside lights on.
- Keep your car keys by your bed and press the panic button should you hear or see theft in progress, and call 911.
- Stop your newspaper and place your mail on hold if you are going out of town.
- Put locks on outdoor fuse boxes and fences.
If you are going on vacation, you can call 311 and the police will perform a free safety check daily on your home while you are away. Also, Officer Michelle Hill from the Little Rock Police Dept. will come to your home for a free Home Security Evaluation, which is fast & thorough. If you would like your home to be evaluated, please email mhill@littlerock.org. You must be at home during the inspection. Please include your name, home address and phone number in your email to Officer Hill.

| Operation Identification II The Little Rock Police Department's Neighborhood Watch Program is introducing "Operation Identification II" during October (Crime Prevention Month) and for the upcoming holiday season. Citizens can check out an Ultra Violet Marking Pen from any Little Rock branch of the Central Arkansas Library Systems or Neighborhood Alert Center. This system comes with two markers, (a fine and a medium point) and a keychain ultra violet light. The ink is not clearly visible in normal light, but is visible with the UV key chain-light and highly visible with the UV light the Burglary Detectives utilize. Mark valuables with name, address and phone number NO SOCIAL SECURITY NUMBERS!!. Suggestions for use: car stereos, purses, billfolds, GPS, satellite radios, I-pods, X-box, play station, firearms, cell phones, I-phones, cameras, computers, etc. This system can also be purchased for $13.00. Monies collected go towards purchasing more at that reduced price. Bayonne residents, Gail Wood and Kristi Diaz attended the NW Patrol Division 4th quarter meeting on Thursday, October 21st. They reported the following:
The ultra violet marking pens can be purchased at police headquarters 8 A.M. - 11:00 A.M. - 700 W. Markham for $13.00. They can also be checked out from any branch library.
Crime is down (possibly the lowest in 25 years) but we are entering the time of year when it tends to increase - we are encouraged to report any and all suspicious activity.
As these calls about suspicious activity increase the incidents of robberies, etc. decrease.
Good neighbors continue to be one of the best defenses.
Alarm systems are beneficial. (when armed)
Do not leave your car unlocked. Remove anything in your car that might appeal to a thief, or at least lock it in the trunk.
If someone comes into your home - run & lock yourself in a bedroom or bathroom where you have a phone and call 911.
Our area appeared to have the lowest number of incidents. Most break-ins are occurring during the day Mon. - Thur. or on the midnight shift.
A helpful service - Officer Michelle Hill at 371-4634 will come and do a FREE home security survey. Call and make an appointment.

Meeting on Mapco Site
| On October 26 a meeting was called by Frank Gatlin, CEO of the Gatlin Development Company, to discuss the proposed development of the southwest corner of Highway 10 and Chenonceau Blvd.This property is owned by Mr. Ed Willis. His client is Mapco who wants to build a 24 hour combination service station and convenience store at this location. The 2.5 acre plot will also have a small retail center . Mr. Gatlin wanted to hear comments from area residents prior to applying to the City of Little Rock for a building permit. He solicited input and questions from the attendees which included residents from Aberdeen Place, Bayonne and Chevaux. The architect's drawings appeared very upscale with good landscaping and a 50 foot landscaped buffer along Highway 10. The entrance would be from Chenonceau and traffic would not be heavy. Area residents will have an opportunity to add conditions of use for the retail outlets. Bayonne Board members attending this meeting were Frank Pohlkamp, Lynn Reynolds and Kristi Diaz. |

- THE MEETING WAS OPENED BY MARIE LINN OF THE COURTS NEIGHBORHOOD WHO HAS VOLUNTEERED TO ORGANIZE THESE ANNUAL MEETINGS. THE PURPOSE IS TO ALLOW POA PRESIDENTS TO HEAR FROM LOCAL OFFICIALS AND TO MEET AND DISCUSS ISSUES COMMON TO ALL CHENAL VALLEY NEIGHBORHOODS.
- THREE CANDIDATES FOR LITTLE ROCK CITY DIRECTOR WARD 5 ASKED FOR THE OPPORTUNITY TO SPEAK ABOUT THEIR QUALIFICATIONS FOR THE POSITION OF CITY DIRECTOR. THE TWO CANDIDATES LISTED BELOW WERE ABLE TO ATTEND. THE THIRD CANDIDATE ROSS PHILLIPS WAS UNABLE TO ATTEND DUE TO AN ILLNESS IN THE FAMILY.

- CAPTAIN TEMPLE AND LT SCOTT TIMMONS OF THE LRPD DID A PRESENTATION WITH UPDATES ON THE SITUATION WITHIN NORTHWEST PATROL DIVISION WHICH INCLUDES CHENAL VALLEY. SOME BULLET POINTS FROM THAT PRESENTATION ARE AS FOLLOWS:
- JAN - AUG 2010 CHENAL VALLEY EXPERIENCED 11 BURGLARIES, 10 AGGRAVATED ASSAULTS (MOST WERE DOMESTIC TYPES) 35 CARS WERE REPORTED BROKEN INTO (MANY HAD THE KEYS LEFT IN THE IGNITION) AND 39 SUSPICIOUS PERSONS REPORTED.
- COMPARED TO NORTHWEST DIVISION OVERALL (AREA WEST OF UNIVERSITY AND NORTH OF COLONEL GLENN) WHICH EXPERIENCED OVER 500 BURGLARIES AND 75 CARS BROKEN INTO SHOWS THAT CHENAL IS A SAFER PLACE TO BE. - THERE ARE APPROX 27 POLICE OFFICERS FOR NW PATROL DIV., 9 PER 8 HR SHIFT. THIS NUMBER CHANGES DUE TO SICKNESS, VACATION, MILITARY DUTY, ETC., SO HAVING A FULL ROSTER IS UNUSUAL.
- UPDATING PATROL CARS, COMMUNICATION EQUIPMENT AND OTHER MATERIAL IS AT THE MERCY OF A TIGHT CITY BUDGET. ( 83% OF THE POLICE BUDGET IS APPLIED TOWARDS SALARY AND BENEFITS). THEY ARE DOING THE BEST THEY CAN.
- GUY HOOPER FROM ASSI SECURITY SERVICE ATTENDED. HIS COMPANY ALSO RESPONDS TO REQUESTS FOR ASSISTANCE.
g. PROPERTY OWNERS APPRECIATE HAVING THIS SERVICE WHICH IS PROVIDED BY AND PAID FOR BY CHENAL VALLEY PROPERTIES
TONY BOZYNSKI DIRECTOR CITY OF LITTLE ROCK PLANNING AND DEVELOPMENT PROVIDED AN UPDATE ON PROJECTS PLANNED OR FORTHCOMING INTO 2011. a. A POWER STATION AND DATA CENTER IS PLANNED IN THE AREA OF PRIDE VALLEY AND KANIS ROAD. THIS WILL BE A THREE STORY BUILDING. PLANNED COMPLETION IS SOMETIME IN 2011. b. 67 RESIDENTIAL LOTS ON 16 ACRES MEASURING 50X115 PLUS ANOTHER 140 LOTS ON 43 ACRES MEASURING 50/140 ARE PLANNED WITHIN THE AREA OF DENNY AND GORDON ROAD. CONSTRUCTION OF NEW HOMES WILL BE FORTHCOMING. c. BUILDING PERMITS FOR VERY EXPENSIVE HOMES ARE DOWN SIGNIFICANTLY. THE TREND IS TOWARDS MORE MODEST HOMES.
A NEW FIRE STATION IS TO BREAK GROUND IN THE AREA OF TAYLOR LOOP AND RAHLING ROAD BEGINNING SOMETIME AFTER JAN 1, 2011 WITH A PROJECTED FINISH DATE SOMETIME 2012.
THE REMAINDER OF THE MEETING WAS SET ASIDE FOR AN OPEN DICUSSION AMONG THE POA PRESIDENTS. COMMENTS AND OBSERVATIONS WERE MADE CONCERNING RESIDENTS WHO WERE PAST DUE ON POA DUES, LIENS TO BE FILED WHEN NECESSARY, FORECLOSED HOMES AND UPKEEP OF THE PROPERTY. MOST SUBDIVISIONS SEEM TO HAVE THESE ISSUES UNDER CONTROL OR WERE TAKING STEPS TO RESOLVE THOSE PROBLEMS.

Neighborhood Concerns | Pet Issues - Most of us have pets that are beloved members of our families. Let's all remember what is acceptable to us, may violate the comfort of others. If you have a problem with a neighbor's pets, please try talking with your neighbor. In most cases, this is enough to resolve the issue. Next, if you are not comfortable speaking about this directly, you can submit a complaint to the board. We will send out a letter asking for compliance of the Bayonne Place Regulations. Lastly, if neither of the above solutions ends satisfactorily, please call Little Rock Animal Services at 367-3067.
1) The most common complaint we receive is about barking dogs. Please be aware of City Code Sec. 6-18 - It shall be unlawful for any person to keep on his premises, or under his control, any dog which by loud and frequent barking and howling shall disturb the reasonable peace and quiet of any person.
2) If you walk your dog(s) in the neighborhood, please pick up after them. Of course there is a city ordinance against allowing an animal to defecate on public or private property of another person without disposing of the offending feces. As a matter of fact, just an idea, bring an extra bag along and pick up trash that is laying in the street and in the green spaces. It is not a lot more trouble and helps to keep our neighborhood beautiful.
