Greetings from your 2010 Bayonne Place POA Board. We are currently preparing for Fall. 

We are excited to report that we will soon be replacing the summer annuals with beautiful blue and yellow pansies.  In case you happened to notice, our summer flowers are a  good match to the Chenal Valley annuals.  We like the continuity this creates between the Chenal Valley entrance and our Bayonne Place entrance so we are again coordinating with Chenal Valley.

Also, please check the bottom of this newsletter for an ad for a popular Chenal Valley bootcamp.  As a service to the POA, each newsletter will now include a coupon or ad of specific interest to this neighborhood.

Landscape and Lighting Report                                      
Hi Neighbors,

Most of you don't know me.  I'm Kristi Diaz.  I have been on the POA board for landscape and lighting since about February.  This is the first time I've served on a POA Board and I have learned so much from the other board members and everyone I've associated with.  If any of you are interested in helping, let one of us know.

I've had some experiences I wanted to share with you.  First, a little background about myself, I'm an anesthesiologist and I have three children.  Recently, I've got on an exercise kick.

I've found a common thread in these four areas of my life (i.e. being a physician, parent, exercising and serving on the POA board over landscaping.)  It is the positive role of opposition.
 
In the aspect of physician, there is a principle called ischemic preconditioning. (Short periods of ischemia protect the heart from a larger and longer period of ischemia.)
In the aspect of parenting, if children have to work and earn their privileges, we avoid overindulgence and they will hopefully turn into adults able to function in society.
In the aspect of exercise, we all need resistance or strength training.  The work and stress of strength training improves the condition of our muscles, tendons and bones.
In the aspect of landscaping I've just learned the problems of overwatering.  Overwatering can be as bad or worse as underwatering.

It seems that for our own good, there must be opposition in all things.
 
I went to a lecture at the Chenal library about water conservation.  It was by Mark Brown with the county extension office. I later called him and he came to my home and the neighborhood areas and suggested some changes. IT WAS FREE!  His number is 501-340-6650 and his email is mbrown@uaex.edu.  They also do free soil samples.  
 
Here is what I learned from his lecture:

Central Arkansas Water has a 30% additional charge for what you use over 25,000 gallons.
Water your lawn only when it's thirsty.
Deep soak your lawn when you do need to water. (Shallow watering leads to shallow roots.)
Water during the cool time of day. (Early morning is best.  You don't lose water to evaporation and to high winds.  Late evening and night watering can lead to fungus.)
 
If you have areas where plants or grass aren't doing well, call him.  If you see your water just pouring off the curb, call him.  If you have algae or moss growing on your trees or curbs, call him.  If you have to pay a fine on your Central Arkansas Water bill, call him.  He is a great resource.

Bayonne Place Garage Sale - October 22 - 23

Mark your calendars!  It is time to clean out our attics.  Friday, October 22, and Saturday, October 23 we are having a neighborhood garage sale.  We will place an ad in the newspaper, position a sign at our entrance, and best of all ... we will rent a large dumpster to be set over at the Chenonceau pool.  There will be a reminder email closer to the event.  If you have comments or questions please contact Missy Bridges at bayonneplace@aol.com. 


Neighborhood Crime Watch

The following are a couple of crime events that have recently been reported in LaMarche and Duquesne.  We are not including these to scare anyone.  Our intention is simply to remind us all to be vigilant with our security. 


The following has been reported by a property owner in Lamarche.

 
On Friday, August 27, around 4:30a.m. I caught the Arkansas Democrat Gazette newspaper carrier looking thru my dining room window with a light scanning the inside of my home.  He was standing in the flower bed among the bushes.  My home was completely dark from the inside and he was not aware that I was watching him the entire time.  He walked up to the house with the newspaper in his hand, then went into the flower bed and pressed his face and body up against the window for about two minutes while using a flashlight to scan my dining room, living room, and foyer.  He did not see me at the time and while he was leaving he threw the newspaper at the front door and immediately made a phone call on his cell.  My husband followed him in his car and by the time he found him, he was also doing that same behavior to another neighbors home including immediately getting on his cell phone to make a call after coming out of their bushes near a window.
 
My husband asked for his I.D. and his name is Jason Knight and it was an Arkansas Democrat Gazette official I.D.  At the same time, I had called the police to report the incident.  The police filed a report and Chenal security was also notified.  The police and Chenal security could not locate him.
 
We called the newspaper to report the incident and we found out that Jason Knight is a MANAGER that works there.  We asked to talk to his boss (Pete) and his exact words were "I will do nothing about this incident and I have known Jason for 15 years and he is a good friend of mine".  So we asked to speak with Pete's boss (Jeff) and he said that he would look into the matter.  He also said that our newspaper carrier is Ricky and that Jason is not supposed to be delivering papers.
 
I would like my fellow neighbors to know that this behavior is going on in our neighborhood when we are sleeping.  I will continue to pursue this matter and will update you on any new information.  This is not the first time our neighborhood has had problems with newspaper carriers.             
 
Jason is a white, heavy set male in his 40's.  He also walked with a limp but he may have been hurt due to going in and out of flower beds and bushes.
 
Monday, August 30
I just wanted to give everyone an update!  John Burnett and Larry Graham, both higher up managers at ADG, came by my house this morning to discuss the incident on Friday.  They were very concerned and said they are looking into this serious matter.  They have now hired someone to replace our original carrier, Ricky, and that he started this morning.  I do not know if Jason is training him or not, but I told the ADG managers that I will be rerouting our paper to my husband's office because I do not want any ADG employees around my house for awhile.    
 
I do want to point out that I am not trying to bash ADG because I do believe they provide a very needed service to our community.  I feel good about how the upper management has responded, John and Larry, and I do believe they are handling it appropriately.  Our family will continue to support ADG but I made it clear that we do not need any more problems out of this employee.  I appreciate all the neighbors who contacted ADG and asking what actions they are going to take.  They heard us all and I made it clear that we are not going to tolerate this behavior in our neighborhood!!!  The managers said they have read our emails and they will take care of it.
 
By the way, Jason does not have a criminal record and they will be looking at his phone records to see who he was contacting that night when he was leaving our home.  We are also going to give Chenal security his license plate number so they can watch him.  I will let you know if anything else comes up!
 
Don Edwards, POA President of Duquesne Place, asked if we would forward the following email to you from a property owner on Bouresse Court in Duquesne.
 
Don reports: These particular thefts are different from what was experienced about a year ago when thieves drove through Duquesne in daylight searching for homes where the owners appeared to be gone, then breaking through the front door grabbing whatever was in sight then fleeing without a plan to return.

The thieves now sneaking into the property owner's home plan to return for more. It appears that homes which back up to green space may be more vulnerable to these type of thieves who like to observe a home then strike when they believe no one is home. Note that neighbors have also been victims.
 
The property owner does have a security system, however, they did not have the motion sensors set while they were gone.

Don,
It goes w/o saying that what I am about to tell you is way overdue. We just assumed, while we didn't know for sure and definitely couldn't prove it (no video, pics, fingerprints, eye witness, etc.), that someone we knew, most likely our housekeepers, had been taking items from our home. Those items were limited to my wife's jewelry in her jewelry cabinet and prescription painkillers. No guns, iPods, computers or video games even though those items were in plain sight. Plus, all items were taken in a very clean manner: no ransacking, rather, empty jewelry boxes were placed back in their original place-nice and neat-so as not to draw attention to the missing items. They even went so far as to take one earring at a time as if to make my wife think she had just simply lost them. This has been going on for a period of almost two years. We have officially filed three police reports due to the incidents where we found the items missing, but now in retrospect, I believe they have been in my house more than that. We thought we had solved the problem last summer when we fired our housekeepers. We were wrong. I had to call them back today and apologize profusely.
This last week of July we were on vacation. Sometime during that week, someone broke in to our home through the pet door and stole what was left of my wife's gold jewelry and a Pandora bracelet w/ wooden beads. Nothing else. I have guns plus none of the computers or TV's have been touched. We have since communicated w/ two other neighbors adjacent to us and they have had similar experiences where someone entered the back of their residence. Fortunately, our next door neighbor hasn't found anything missing yet, but she came home to find her dog- a 100 lb. plus rottweiler shut up in the laundry room. Our other neighbor wasn't so lucky. They have had jewelry and cash stolen. We are not sure, but we think they are casing our homes by watching us in the woods. One of our neighbors has even found empty cups in pile as if someone has been coming to the same spot and watching through the woods. I am sounding off now to see if any other neighbors have had anything similar happen to them. If so, please contact detective Aaron Simon immediately at: 371-4468. He and three other detectives actually came out today and took photos and fingerprints. If you have any information you think might be helpful, please contact him.

Notes from the Little Rock Police Northwest Patrol Division Meeting


July 22, 2010. NW Police Patrol Division Quarterly Meeting

The meeting began at 6:30pm. Approximately 40 residents from all over the NW Division were present. Only one other resident besides myself listed an address in 72223.

Captain Ken Temple, NW Division Commander began the meeting by welcoming everyone. He introduced Sgt. Zebbie Burnett, Darrell Moody, Crime Analyst, Dwight Davis, Neighborhood Crime Watch coordinator and Chief of Police, Stuart Thomas.

Captain Temple started off by saying that overall crime is down this year compared to last year. He displayed, by Power Point, a map of the city with the three patrol divisions outlined. The NW District is large by square miles and by population than the other two districts combined. The NW District has 52% of the population. He said the Police response times in the NW are longer than the other two districts because of the immense area.

Sgt. Burnett went through the program and started with statistics. Business robberies this quarter totaled 18 in the NW District, with 10 being "fighting" shoplifting. He said anytime the individual resists arrest, or fights, it is then considered a business robbery. There was only one business robbery shown in the Chenal area. This quarter last year there were 41 business robberies in the NW District.

There were 36 individual robberies during last quarter in NW District. None shown in Chenal area. Of these 36, most occurred East of Bowman and South of Chenal Parkway.  He said most individual robberies will occur around apartments and parking lots, after 12am.

There were 62 business burglaries during last quarter in NW District. One shown in Chenal Area. In 2009 there were 91 business burglaries during this same quarter.  Saturdays and Sundays were the most frequent days for business burglaries.

There were 359 residential burglaries during last quarter in NW District. Seventeen in the Chenal area.  This number was down slightly from last year.

There were 349 auto breaking and entering in the NW District last quarter. Twenty-one in the Chenal area. Most of the occurrences were east of I-430. He said the people breaking and entering cars are going after whatever they can see in the car: laptop PCs, purses, GPS equipments, wallets, money,  etc. Many of the cars are unlocked. Places where this crime occurs is parking lots, hotels, etc.

There are 7 officers in the NW District mobile squad. Last quarter, they received over 400 calls, served 65 warrants, recovered 3 guns, made 93 arrests of which there were 164 criminal charges, and wrote out 92 citations which included 250 traffic charges.

A resident asked Captain Temple when do you call 911 vs. 311? He said to call 911 for all emergency situations. If you or someone else's life or property is being threatened, call 911. Call 311 for non emergency situations, i.e. dead animal in road, pot holes, etc.

He was asked if the police would still drive by a home if the homeowner informed the police they would be away from the residence for awhile? He said the Vacation Home Report was still available. If you will be away from home several days, you can call the police and give them information. A patrol car will drive by once a day to be sure the property is ok. You can call 311 for that service.

He said that copper wiring thefts are way down. In order to sell copper as scrap, the seller has to be a licensed electrician or licensed to sell copper. He said a few years ago there were a lot of burglaries on new construction  where the electrical, plumbing and phone lines were ripped out and taken to a salvage dealer for scrap prices. That type of theft is no longer occurring.

Captain Temple introduced Chief of Police, Stuart Thomas. He said he was happy that the crime rate was down over last year. But, he painted a bleak financial picture for the police department. He said there were 75 vacancies, many support personnel, but he did not have enough budget money to hire. Last year his budget was $49M, this year it is $48M. With sales taxes and franchise taxes down, the budget is tight.

The radio being used for dispatch is still analog. The department can't afford to upgrade to digital. Many of the police use their own cell phones in place of the radio system. Most of the police cars have over 100,000 miles. The newest is several years old with 86,000 miles.

The police department does need more police officers. There are currently 9 in the military on active duty. He has 18 cadets in officers school. Without federal grant money, the department could not afford to purchase ammo for the police cadets to fire on the range.

So far, the department has been able to avoid layoffs. Officers working overtime do not receive overtime pay. They take "comp time" in place of pay. But, the Chief said no more than 2 officers could be on vacation or comp time at any one time.  He said Dallas, Memphis and Ft. Smith were having to layoff many of their officers for lack of funds.

The next quarterly meeting schedule was announced  for October 22, 2010. This meeting ended at approximately 8:15pm.
