Governor Brown revised his proposed 2012/2013 budget based on current year spending and revenue and, as you have read, it includes even more painful cuts than California has already experienced. The County Mental Health Directors Association (CMHDA) shared their analysis of the proposed cuts' effect on mental health. This analysis cannot be surpassed so we are pasting it into our column with thanks to CMHDA.
The May Revise provides updated amounts of Realignment 2011 funding to be allocated to realigned programs, including Medi-Cal Specialty Mental Health, EPSDT, and 1991 Mental Health Realignment. In Fiscal Year 2012-13, the May Revise provides $4.3 million more than the January Budget in net additional funding for the three realigned mental health programs. May Revise figures compared to the January figures for 2012-13 provide $7.9 million more for Mental Health Managed Care, $40.2 million more for EPSDT, and $43.8 million less for existing 1991 mental health responsibilities. While the allocation for 1991 mental health is less than the January budget provided, dedicated growth
is proposed to be provided as well. (In other words, last year's statutory realignment from the state general fund to the counties' dedicated funds is working out for us right now.)
The May Revise increased the allocation for Substance Use Treatment programs by $3.9 million (from $179.9 million to $183.6 million), and increased the allocation to Foster Care, Child Welfare Services, and Adult Protective Services by $5.5 million (from $1.616 million to $1.622 million). The May Revise notes that the allocations for Foster Care and Child Welfare in 2012-13 through 2014-15 reflect the costs for counties to expand foster care eligibility (phased in over the three year period) up to age 21, as authorized by AB 12 signed into law in 2010. The May Revise indicates that these funding levels for 2012-13 are higher than estimated costs, but that this will better position counties to adapt to future caseload changes in these federal entitlement programs.
The Governor's May Revise Summary provides an increase of $15 million in Mental Health
Services Act (MHSA) funds for the Department of Public Health (DPH) in 2012-13 for the
California Reducing Disparities Project, along with the following statement: "...with the intent of
providing a total of $60 million toward the project. This funding continues statewide efforts to
improve access to mental health services and quality of care, and increased positive outcomes
for underserved communities.

Check the NAMI California website for this comprehensive report of MHSA programs. This is the first compilation of data from MHSA programs for the counties. This report will be available in print upon request (at over 200 pages, it is too large to mail), by electronic transmission through emails and on NAMI California's website, www.namicalifornia.org.
NAMI California prepared the Report to highlight the value and extent of MHSA programs. As economic shortfalls threaten vital mental health services, this Report is intended to clarify the need to preserve MHSA funding. We hope it will aid our mental health community, our taxpayers, and legislators, in appreciating the successes and contributions of MHSA programs statewide. We believe the Report will help verify the responsible management of MHSA funds, which has resulted in providing needed services and assistance to people of every age group.
One of the goals of this Report is to raise awareness of Californians to a better understanding of the programs and services available for those living with a chronic and persistent mental illness and their families. A second goal is to show how each county has individualized its programs. NAMI California will use the information in this Report to continue advocating to secure MHSA funding and to prevent any further diversion of these resources into the State's General Fund.
Organized by county, the Report names and describes the county's MHSA programs, people served, and the name and contact information of each county's MHSA coordinator or link to its county website.
Beginning in early 2012, NAMI California gathered data for this Report by contacting all state Mental Health and Behavioral Health offices, reviewing county plans, and annual updates. County Mental Health Directors were asked to review the data for their counties to ensure accuracy and completeness.
NAMI California is very grateful for the cooperation and collaboration of the county mental health directors and their staff for assisting us with this Report. Special thanks go to Senate President pro Tempore, Darrell Steinberg for his continued advocacy of the MHSA.
