New Website to be Regular Feature of Weekly Newsletter
A new website was launched on May 21, 2012 at www.CalDuals.org to enhance stakeholder engagement efforts. The new CalDuals site will complement the Department of Health Care Services (DHCS) website, where all official documents will continue to be posted. For the latest updates on the duals demonstration and the workgroups, please log on to www.CalDuals.org or email info@calduals.org.
CalDuals is a project to provide services to people who are eligible for both Medicare and Medi-Cal (Dual Eligibles) through contracted managed care organizations. Those organizations have been chosen for San Diego, Orange, Los Angeles, and San Mateo counties and implementation of coordinated care for beneficiaries in those areas is set for January 1, 2013.
This approach is new to everyone: beneficiaries, families, advocates, providers, and even state administrators. We strongly recommend that you click the www.CalDuals.org link every week when you receive this newsletter to see what is new and to see how you can affect the process and the resulting project.
DHCS released its draft duals demonstration proposal on April 4, 2012, for a 30-day public comment period. By May 4th, DHCS received comments from more than 70 entities. DHCS is currently reviewing all of the submitted comments and will release its final proposal to the federal Centers for Medicare & Medicaid Services (CMS) by the end of May. In conjunction with the development and implementation of the dual eligibles demonstration, DHCS is collaborating with state offices and external partners on seven different stakeholder workgroups, including: Beneficiary Notification, Appeals, and Protections; Provider Outreach and Engagement; Long-Term Services and Supports Integration and Network Adequacy; In-Home Supportive Services Coordination; Mental Health and Substance Use Services Integration; Fiscal and Rate Setting; and Data and Quality Management.

NAMI Programs Update

We had 35 Family to Family graduates on May 20 in Santa Clara. Congratulations all and a big thank you to our trainers: Wanda Materre, Diana Hankins, Joe Rose and Kathryn Tobisch; also program volunteer assistant Alonna Rose.
Commented one participant: I really enjoyed this meaningful and fruitful 3 days [with the] NAMI instructor class.

Disaster Mental Health Core Work Group and Stakeholder Meeting
|
California Department of Mental Health (DMH) has undertaken development of a Statewide Disaster Mental Health Plan. This work is being conducted by the California State University, Sacramento (CSUS) Center for Collaborative Policy (CCP) under contract with DMH.
DMH knows that work on the disaster mental health function for California is an area of interest to many of you and therefore you are invited to participate in the development of the plan. This project is scheduled to conclude by March 2013.
- First Meeting: The first step in this process is a meeting of the Core Work Group and Disaster Mental Health Stakeholders to discuss key disaster mental health issues and planning efforts on June 12,2012, from 9:00am to 3:00pm, at the California Emergency Management Agency, located at 3650 Schriever Ave., Mather, CA 95655. All interested persons are invited to attend.
- Second and Third Meetings: Following the June 12 meeting, a draft plan will be distributed prior to additional public workshops to be held in Southern and Central California in late summer and fall.
For those attending the June 12 meeting, please view the announcement for instructions on how to RSVP for this first meeting. An agenda and additional materials will be distributed to you prior to the meeting. DMH requests in-person attendance given the interactive design of the workshop, but they will have webinar/call-in access available for those not able to travel.

As the California Committee on Employment of People with Disabilities ramps up for their first official meeting we would like to invite you to join our interested parties list in order to stay updated on the happenings of the committee as it moves forward.
Committee Overview
On January 1, 2012, the Governor's Committee on Employment of People with Disabilities was transferred from the Employment Development Department to the Department of Rehabilitation. Along with the transfer, the name was changed to the California Committee on Employment of People with Disabilities.
The California Committee on Employment of People with Disabilities is established in California statute to advance the employment of people with disabilities in the state. Members of the committee include people with disabilities, business leaders, state department directors, and representatives of workforce development providers.
Our vision is for this Committee to act as a great convener: a forum to collaborate on strategies to increase employment of people with disabilities, an opportunity to use our collective brainpower, and invitation to solicit input and feedback from the general public. With various departments, advisory committees, and stakeholder groups working issues related to employment of people with disabilities, it is important for the Committee to act as a bridge across these efforts and use our shared resources to increase the employment rate of people with disabilities.

SB1220 - Upcoming Housing Bill
|
Our friends at Housing California would like to ask for your help with an upcoming bill. Although we haven't fully analyzed or taken a position on this bill, we are passing their request along to you:
From Housing California:
The HOMeS Act
The HOMeS Act (SB 1220) would provide an average of $500 million per year to fund affordable apartments, homeownership opportunities, shelters, and other programs. The bill will go up for a vote in the full Senate tomorrow or Thursday.
- Action 1:If you live in a Republican Senatorial district, drop by or call your Senator's office today or tomorrow and ask him/her to vote YES on SB 1220 (The HOMeS Act). We need 2 Republicans to vote YES.
Redevelopment Housing Funds
We also need to protect the more than $1 billion left in redevelopment housing funding.
- Action 2: As a constituent, ask your legislators to preserve the redevelopment housing funds for housing. Our easy, click-and-send letter will go to both your Assemblymember and Senator.
- Attention Developers: If you have a development that is depending on redevelopment funds, we will have a special action for you. Watch for a targeted action later this week.
