NAMI CAN!

Excellence in Mental Health Act

 

NAMI supports the creation of Federally Qualified Behavioral Health Centers (FQBHCs) as envisioned in S2257 by Senator Debbie Stabenow of Michigan.

 

Our California counties have Federally Qualified Health Centers (FQHCs), often just referred to as community clinics. Until recently, the FQHCs have provided physical health services only or, if they provided mental health services, it has been only been to individuals who do not meet the criteria for County Mental Health Plans. Under S. 2257, FQBHCs would be created and

able to receive reimbursement for the costs of providing services to children and adults living with serious mental illnesses by meeting clearly defined national standards in order to receive such reimbursement and meet increased demand for services.

 

Please contact Senator Boxer and Senator Feinstein and request their support for this bill.

 

Talking Points:

  • With the passage of the Affordable Care Act (ACA), our nation's health care system must be strengthened to ensure it is has the infrastructure to respond to both increased demand for services and the need for increased provider accountability for improving overall health outcomes.
  • Establish federal status for community behavioral health organizations that volunteer to meet the standards of an FQBHC,
  • Provide a definition for such an entity that clearly identifies treatment objectives and updates the minimum core services required, and
  • Create nationwide minimum reimbursement for community-based mental health and substance abuse services - established at the federal level - that reflects the cost of actually delivering those same services, commonly referred to as "cost-based reimbursement."

Suicide Prevention and The Lifeline Network
The National Suicide Prevention Lifeline, 1-800-273-TALK (8255), answers thousands of calls from people in emotional distress. There are many reasons for their calls. Please call for any of the following reasons:
  • Abuse/violence
  • Economic problems
  • Sexual orientation issues
  • Physical illness
  • Loneliness
  • Family problems

She adds, "The death of well known NFL player, Junior Seau, apparently by suicide brought a flurry of media attention from the San Diego U-T where he had a long career as a Charger to the national media. Those of us who have done crisis work know the yin and yang of crises and that the other face is that of opportunity.  Fox News 40 presented us with that opportunity. They readily moved on from the event and the death itself to questions about how to recognize signs that a person might be feeling suicidal (awareness) and how to respond (prevention). With just another couple of minutes, I could have talked about the MHSA and the Suicide Prevention component of Prevention and Early Intervention that is adding a lot to our awareness and prevention efforts. Just remember QPR: Question, Persuade, and Refer."
