NAMI CAN!

NAMI California Legislative Positions

NAMI CA has the following Board-approved positions on active legislation:

  • AB 154 (Beall D) Health care coverage: mental health services. Insurance parity for mental health and substance abuse services. SUPPORT. Top Priority.
  • AB 327 (Davis D) Sentencing: Three Strikes. Narrows the criteria for the third strike. SUPPORT. Level 2 Priority.
  • AB 683 (Ammiano D) Homelessness. Requires composite database to develop profile of state's homeless population. SUPPORT. No hearings scheduled.
  • AB 826 (Atkins D) Parolees: mentally ill: services. Requires outcome reporting by contracted service providers. SUPPORT. No hearings scheduled.
  • SB 9 (Yee D) Sentencing. Authorizes petitions for recalls and rehearings for individuals sentenced before they were 18. SUPPORT. No hearings scheduled.
  • SB 60 (Evans D) Mental health: state hospitals. Eliminates provisions for evaluation and treatment of individuals committed under any provisions of the penal code. OPPOSE. This bill is dead for this session but legislative workgroup is watching for reincarnation as new bill.
  • SB 119 (Lowenthal D) Emergency youth shelter facilities. Facilitates continued operation of shelters caught between licensing requirements. SUPPORT. No hearings scheduled.

Friday, February 24th was the last day for bills to be introduced for the 2011/2012 session. We have tried to keep up with them as they were introduced but Friday's onslaught will take another two weeks. So far, the Legislative Work Group has picked up five bills to analyze but it has at least 24 more bills to discuss and decide whether to analyze. The NAMI CA lobbyist, Judith Wolen, is sorting through several hundred other bills that did not pop up in a word search but could be very pertinent. This is probably 10 days' work. Bills that go to the Legislative Work Group must fit into the categories of being clearly Mental Health Bills or addressing Services that Affect People with Mental Illnesses, including any related to the Affordable Care Act.

Once an analysis is transformed into a position paper, it goes to the NAMI CA Board of Directors before being posted for our members and acted upon. Please join us in that action.

Together, we're better.
